2. Adhere to the new path of industrialization and strive to unify speed with structure, quality and efficiency

At the same time, we must be based on local realities, make full use of our own advantages and existing foundations, promote the optimization and upgrading of the industrial structure, and form an industrial structure with local characteristics and competitiveness. It is necessary to actively develop capital and technology-intensive industries and improve production technology level and efficiency. At the same time, it is necessary to actively develop labor-intensive industries and make full use of the comparative advantages of abundant labor resources and low labor costs. It is necessary to cultivate and develop a group of large companies and enterprise groups with strong core competitiveness, independent intellectual property rights and well-known brands to improve the international competitiveness of enterprises. We must actively take measures to resolutely control blind investment and low-level redundant construction projects, and effectively curb the excessive growth of fixed asset investment. In today's world, science and technology are brewing new major breakthroughs, and a new scientific and technological revolution and industrial revolution are being nurtured. Whether we can seize opportunities and vigorously promote scientific and technological progress and innovation is directly related to building a moderately prosperous society in an all-round way and accelerating the process of socialist modernization. Now, my country's socialist market economic system has been initially established, and an all-round, wide-ranging, and multi-level opening to the outside world has basically been formed. However, the task of reform and opening up is far from completed. Deepening reforms will inevitably touch upon the deep-seated contradictions and problems in economic and social life. It is necessary to encourage, support and guide the development of the non-public economy, further improve the policy and legal environment for the development of the non-public economy, implement policies and measures to relax market access and promote equal competition among enterprises, and give full play to the role of individual, private and other non-public economies in promoting economic growth, expanding employment and activating the market. It is necessary to deepen reforms to promote various ownership economies to give full play to their respective advantages in market competition, promote each other and develop together.

We must deepen the reform of the administrative management system and further transform government functions.
