Continue to improve existing agricultural subsidy policies, maintain a reasonable level of agricultural product prices, and gradually establish an agricultural support and protection system that is consistent with national conditions. We will increase efforts in poverty alleviation and development, improve the quality of the population in poverty-stricken areas, improve basic production and living conditions, and open up ways to increase income. Accelerate the development of railways and urban rail transit, further improve the highway network, and develop aviation, water transportation and pipeline transportation. The raw material industry should focus on adjusting product structure, corporate organizational structure and industrial layout based on energy resource conditions and environmental capacity, and improve product quality and technological content.
