The Sixth Plenary Session of the 16th Central Committee of the Communist Party of China comprehensively analyzed the situation and tasks, studied a number of major issues in building a socialist harmonious society, and made the following decisions.
1. The importance and urgency of building a harmonious socialist society

After the Third Plenary Session of the 11th Central Committee of the Communist Party of China, our party has unswervingly promoted reform, opening up and modernization, actively promoted economic development and overall social progress, and made unremitting efforts to promote social harmony. Since the 16th National Congress of the Communist Party of China, our party has continuously deepened its understanding of social harmony, clarified the position of building a harmonious socialist society in the overall layout of the cause of socialism with Chinese characteristics, and made a series of decisions and arrangements to promote the construction of a harmonious society to achieve new results. After long-term efforts, we have various favorable conditions for building a harmonious socialist society.
In the new century and new stage, we face unprecedented development opportunities and unprecedented challenges. Peace, development, and cooperation have become the trend of the times, the trend of world multipolarity and economic globalization is developing in depth, and scientific and technological progress is changing with each passing day. At the same time, the international environment is complex and ever-changing, competition in comprehensive national strength is becoming increasingly fierce, and unstable and uncertain factors affecting peace and development are increasing. We will still face long-term pressure from developed countries to have advantages in economics, science and technology. my country's socialist market economic system is becoming increasingly perfect, socialist material civilization, political civilization, spiritual civilization construction and party building have been continuously strengthened, comprehensive national strength has been greatly improved, people's lives have been significantly improved, and social and political stability has been maintained for a long time. At the same time, our country is and will be in the primary stage of socialism for a long time. The contradiction between the people's growing material and cultural needs and backward social production is still the main contradiction in our society. The task of coordinating the interests of all parties is arduous and onerous. In particular, we must note that our country has entered a critical period of reform and development, with profound changes in the economic system, profound changes in the social structure, profound adjustments in the interest pattern, and profound changes in ideological concepts. This unprecedented social change has brought great vitality to our country's development and progress, but it will also inevitably bring about various contradictions and problems. To lead the people to seize opportunities, respond to challenges, and advance the great cause of socialism with Chinese characteristics, our party must adhere to economic construction as the center and put the building of a socialist harmonious society in a more prominent position.
At present, our society is generally harmonious. However, there are also many contradictions and problems that affect social harmony, mainly: urban and rural, regional, economic and social development is very unbalanced, and the pressure on population resources and the environment is increasing; issues related to the vital interests of the people in employment, social security, income distribution, education, medical care, housing, production safety, and social security are more prominent; Institutions and mechanisms are not yet perfect, and democracy and the legal system are not yet complete; some members of society lack integrity and lack of moral integrity, and the quality, ability and style of some leading cadres are not adapted to the requirements of the new situation and new tasks; corruption is still serious in some fields; infiltration and sabotage activities by hostile forces endanger national security and social stability.
No society can be without contradictions. Human society always develops and progresses in the movement of contradictions. Building a harmonious socialist society is a continuous process of resolving social contradictions. We must always keep a clear mind, be prepared for danger in times of peace, have a deep understanding of the stage characteristics of our country's development, scientifically analyze the contradictions and problems that affect social harmony and their causes, be more proactive in facing up to and resolving contradictions, maximize harmonious factors, minimize disharmonious factors, and continuously promote social harmony. 2. The guiding ideology, goals, tasks and principles of building a socialist harmonious society
