At present, the epidemic continues to spread rapidly around the world, and the virus is more transmissible than seasonal influenza; my country's epidemic is showing a growth trend, local cases continue to increase, clusters of epidemics have increased significantly, and severe cases have continued to appear. According to expert predictions, this autumn and winter, influenza AH1N1A second wave of influenza epidemics in the northern hemisphere will be inevitable, and the harm may be even greater. Our country's epidemic prevention and control work is facing a severe situation. To further improve Type AH1N1Influenza epidemic prevention and control work is to minimize the harm of the epidemic to people's health and ensure the normal order of economic and social life. With the consent of the State Council, the relevant matters are hereby notified as follows:
1. Attach great importance to effective prevention and control. All regions and relevant departments must clearly understand the seriousness of the current epidemic prevention and control situation, overcome paralysis and lax thinking, effectively strengthen leadership, improve working mechanisms, strengthen supervision and inspection, and pay close attention to the implementation of measures. It is necessary to uphold and improve the effective prevention and control measures in the previous stage. On the basis of preventing internal spread and blocking external imports, the focus should be on strengthening preventive measures, strictly controlling community transmission, strengthening severe treatment, and reducing the harm of the epidemic. It is necessary to strengthen classified guidance, focus on epidemic prevention and control in key periods, key areas (places), key groups and key links, effectively prevent large-scale spread of the epidemic and cluster outbreaks, and strive to reduce the occurrence of severe cases and case deaths.
2. Effectively carry out epidemic prevention and control work at major events such as National Day. In accordance with the principles of territorial management, we will do a good job in epidemic prevention and control at major events. Beijing and other key areas for National Day activities should further strengthen epidemic prevention and control, make work plans, improve cross-department and cross-regional information notification and coordination mechanisms, and strengthen emergency duties, emergency team and technical preparations, and emergency material deployment. 4. Improve and strengthen medical treatment. Promote vaccination in a scientific, accurate and appropriate manner, focusing on promoting my country's vaccine research and development results and vaccination policies. It is necessary to strengthen the monitoring of public opinion, promptly discover emerging problems, and provide proactive guidance to ensure social stability.
