In accordance with the spirit of the 16th National Congress of the Communist Party of China and the Fourth Plenary Session of the 16th Central Committee of the Communist Party of China, in order to further strengthen the party's governance capabilities, comprehensively promote the new great project of party building, ensure that the party remains at the forefront of the times, and better shoulder its historical mission, the Central Committee decided to start from January 2005 and spend about one and a half years to carry out educational activities throughout the party to maintain the advanced nature of Communist Party members with the main content of practicing the important thought of "Three Represents".

1. The importance and necessity of carrying out advanced education activities

The Communist Party of China is a Marxist political party that governs a large country with a population of 1.3 billion. Our party's governance in China is a choice made by history and the people. It is the requirement of the times and the people to further govern and hold power well for the people. Over the past 80 years since its founding, the Party has united and led the people to achieve great victories in revolution, construction, and reform. This process is a process in which the party represents the development requirements of China's advanced productive forces, represents the direction of China's advanced culture, and represents the fundamental interests of the vast majority of the Chinese people. It is a process in which the party's advanced nature has always been maintained. Under the new historical conditions, continuing to maintain the party's advanced nature is related to the improvement of the party's ability to govern and the consolidation of its ruling status, the prosperity of the cause of the party and the people, and the long-term peace and stability of the country.

The party’s advanced nature must be reflected through the vanguard and exemplary role of party members. Our party already has more than 68 million members. At present, we are in a new stage of development in building a moderately prosperous society in an all-round way and accelerating socialist modernization. The environment in which the Party operates, the tasks it undertakes, and the status of its members have all undergone major changes. The new situation and tasks have put forward new and higher requirements for maintaining the advanced nature of Communist Party members. Under the new historical conditions, to maintain the advanced nature of Communist Party members is to conscientiously study and practice Deng Xiaoping Theory and the important thought of "Three Represents", firmly believe in communist ideals and socialism with Chinese characteristics, keep the overall situation in mind and the masses at heart, forge ahead, pioneer and innovate, be based on their posts, make selfless contributions, give full play to the vanguard and exemplary role, unite and lead the masses to move forward, and continuously contribute to reform, opening up, and socialist modernization. Overall, our party members are adaptable to these requirements and have combat effectiveness. The majority of party members have played a pioneering and exemplary role in various tasks related to reform, development and stability, and in the face of emergencies and critical moments. However, there are also problems among party members that are not compatible with the requirements of maintaining advanced nature. Some party members have shaken ideals and beliefs, have weak awareness of party membership and governance, are not strong in their ability to lead the masses forward, and find it difficult to play a vanguard and exemplary role. Some party members and cadres have low professionalism and sense of responsibility, are not correct in their ideological and style, are not solid in their work style, and are disconnected from the masses. Some party members and leading cadres have low ideological and theoretical standards and poor ability to resolve complex conflicts. Some even abuse their power for personal gain and become corrupted. The cohesion and combat effectiveness of some grassroots party organizations are not strong, and some are even weak and ineffective. The existence of these problems seriously affects the party's advanced nature, affects the party's work, and damages the cause of the party and the people.

The Fourth Plenary Session of the 16th Central Committee of the Communist Party of China made comprehensive arrangements for strengthening the party's governance capabilities and decided to carry out educational activities throughout the party to maintain the advanced nature of Communist Party members with the main content of practicing the important thought of "Three Represents". This is an important measure to persist in arming the whole party with the important thought of "Three Represents", an important measure to improve the party's governing ability, consolidate the party's ruling foundation, and complete the party's governing mission. It is an important measure to achieve the grand goal of building a moderately prosperous society in an all-round way and promote the great cause of socialism with Chinese characteristics. Adhering to the combination of regular education and appropriate centralized education is an important experience for our party to solve its own problems and strengthen its own construction. Party committees at all levels must follow the spirit of Comrade Hu Jintao's important instructions at the Fourth Plenary Session of the 16th CPC Central Committee that "Party committees at all levels must assume organizational and leadership responsibilities, promote the in-depth development of this activity and achieve good results," and with a high sense of political responsibility, regard the development of advanced education activities as a major measure to study and implement the spirit of the 16th CPC National Congress and the Fourth Plenary Session of the 16th CPC Central Committee. As a major event related to the overall situation and long-term, we must pay close attention to it. The majority of Communist Party members must actively participate in this activity in accordance with the requirements of the Central Committee, improve their ideological understanding through study and education, and better play a vanguard and exemplary role in the great practice of building socialism with Chinese characteristics.

2. Guiding ideology and goal requirements for carrying out advanced education activities

To carry out advanced education activities, we must be guided by Deng Xiaoping Theory and the important thought of "Three Represents", implement the spirit of the 16th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 16th Central Committee, establish and implement the Scientific Outlook on Development, and follow In accordance with the requirements of establishing the party for the public and governing for the people, we adhere to the principle that the party must manage the party and govern the party strictly, closely link the actual work of reform, development and stability with the current situation of party member team building, and guide the majority of party members to study and practice the important thought of "Three Represents" as the main content Study and implement the Party Constitution, strengthen ideals and beliefs, adhere to the Party's purpose, enhance the Party's concepts, carry forward fine traditions, conscientiously solve outstanding problems existing in the thinking, organization, style and work of Party members and Party organizations, promote the resolution of practical problems that affect the reform, development and stability of the region, department and unit and involve the vital interests of the people, continuously enhance the creativity, cohesion and combat effectiveness of the Party members and Party organizations, and provide strong political and organizational guarantees for the realization of the grand goal of building a moderately prosperous society in an all-round way.

To carry out advanced education activities, we must achieve the following goals and requirements:

(1) Improve the quality of party members. The consciousness and firmness of party members in studying and practicing the important thought of "Three Represents" have been further enhanced, the requirements for maintaining the advanced nature of party members in the new era have been further clarified, their ideals and beliefs have been further strengthened, and their vanguard and exemplary role has been further exerted.

(2) Strengthen grassroots organizations. The party's grassroots organizations have made new progress in becoming organizers, promoters and practitioners of the important thought of "Three Represents", their role as battle fortress has been further exerted, and the organizational foundation of the party's governance has been further consolidated.

(3) Serve the people. Party members' purpose and concept of serving the people wholeheartedly have been further strengthened, their style of work has been further improved, their ability to organize, publicize, educate and serve the masses has been further improved, the relationship between the party and the masses, cadres and the masses has become closer, and they have truly been serving the people, being pragmatic and honest.

(4) Promote various tasks. The party's line, principles and policies have been further implemented in all regions, departments and units, the scientific outlook on development and the correct outlook on political performance have been further established and implemented, and new progress has been made in various tasks.

To carry out advanced nature education activities, we must work hard to solve practical problems, and whether we have solved outstanding problems that the masses have strongly responded to and can be solved through hard work and whether the masses are satisfied are important criteria for measuring the effectiveness of advanced nature education activities.

3. Guiding principles for carrying out advanced education activities

(1) Insist on integrating theory with practice and strive for practical results. Vigorously promote the spirit of seeking truth and being pragmatic, and use scientific theories to arm the mind, guide practice, and promote work. Closely integrate advanced nature education activities with the promotion of reform, development and stability, and closely integrate with the promotion of various tasks in the region, department, and unit. We should not engage in formalism or superficiality, and truly achieve both learning, education, and promotion of work.

(2) Adhere to positive education and seriously carry out criticism and self-criticism. Establish and publicize advanced models and promote integrity. Guide party members to improve their consciousness of learning, proactively find and effectively solve their own problems, and at the same time help each other and make progress together. Carry out thematic practical activities to create conditions for party members to strengthen their party spirit and play their vanguard and exemplary role.

(3) Adhere to the promotion of intra-party democracy and follow the mass line. Respect the democratic rights of party members and mobilize the enthusiasm of party members to participate in advanced nature education activities. We must come from the masses and go to the masses, listen extensively to the opinions of the masses, and consciously accept their comments and supervision.

(4) Persist in leading cadres to take the lead and play an exemplary role. Party members and leading cadres at all levels from the central to local levels must participate in advanced nature education activities as ordinary party members, take the lead in learning, take the lead in identifying problems, and take the lead in formulating and implementing corrective measures. Party members and leading cadres must, in particular, conscientiously resolve problems in ideals and beliefs, clean and honest administration, truth-seeking and pragmatism, and contact with the masses. Party members and leading cadres must also conscientiously and responsibly carry out advanced education activities in their regions, departments, and units.

(5) Persist in distinguishing situations and providing classified guidance. According to the different situations of party members in party and government agencies, urban grassroots and rural areas, we put forward specific requirements for party members to maintain their advanced nature, and determine their respective key learning contents and key problems to be solved. For party members in new economic and social organizations, party members among floating personnel, party members among laid-off and unemployed people, and party members among retired workers, practical methods and methods can be adopted to carry out effective educational activities on the premise of adhering to the basic requirements of advanced education activities.

4. Overall arrangements and methodological steps for carrying out advanced education activities

The party-wide advanced nature education activities are carried out in three batches, each batch lasting about half a year.

The first batch: party and government agencies at county and above and some enterprises and institutions, starting from January 2005 and basically ending in June 2005. Including party and government agencies at all levels at the central and local levels, people's congresses and political consultative conferences at the national and local levels, courts, procuratorates and people's organizations at all levels, central financial institutions' headquarters agencies, public institutions directly under the central government and the State Council, some public institutions directly under the central government, departments of central state agencies and local agencies at all levels, headquarters agencies of some central enterprises, and railway bureaus and railway branch agencies under the Ministry of Railways.

The second batch: urban grassroots and township agencies, starting from July 2005 and basically ending in December 2005. Including street communities and social groups, social intermediary organizations, provincial branches, dispatched agencies, city and county branches of central financial institutions and their business outlets, ministry-affiliated and locally-affiliated colleges and universities, secondary vocational schools, urban primary and secondary schools, central enterprises and other enterprises and institutions that have not yet participated in the first batch of centralized education activities, township government agencies and their directly affiliated units, and county (city, district) grassroots units stationed in townships.

The third batch: rural areas and some party and government agencies, starting from January 2006 and basically ending in June 2006. Including villages, the party's organizational relations are in enterprises and institutions in towns, villages, rural primary and secondary schools, etc., as well as relevant central and local agencies and departments responsible for organizing and guiding advanced education activities.

On the premise of this overall arrangement, the provincial (autonomous region, municipality) party committee can make appropriate adjustments to the arrangements for advanced education activities in counties (cities, districts) with special circumstances based on the actual distribution of party members in urban and rural areas. Party members who move within the county should generally participate in advanced education activities at the original party organization; those who move outside the county should generally participate in advanced education activities at the party organization where they flow. For state-owned enterprises that have ceased production, closed down, gone bankrupt, had difficulties in production and operation, or are undergoing restructuring, if their party organizations are not sound or cannot function normally, the arrangements for their advanced nature education activities can be treated differently and arranged flexibly while adhering to the general requirements. It is necessary to ensure that advanced nature education activities cover all grassroots organizations of the entire party, and strive to enable every party member to participate in activities and receive education.

Within the half-year period of each batch, the start and end time of centralized learning and education in each unit can be flexibly controlled and arranged according to the actual situation on the premise of ensuring quality, but generally it shall not be less than 3 months. Concentrated learning education is carried out in three stages.

The first stage: learning mobilization. Carry out extensive and in-depth ideological mobilization, organize the study and training of party members, so that the majority of party members can further deepen their understanding of Deng Xiaoping Theory and the important thought of "Three Represents", deepen their understanding of the spirit of the 16th National Congress of the Party and the Third and Fourth Plenary Sessions of the 16th Central Committee, improve their understanding of strengthening the party's governance capacity building, and clarify the basic requirements for maintaining the advanced nature of Communist Party members in the new era. Organize party members to seriously study the "Education Book for Maintaining the Advanced Nature of Communist Party Members" and focus on studying the party constitution. According to the actual situation of party members, various forms such as individual self-study, special tutoring and party classes are adopted to ensure the effectiveness of learning and training. Party members and leading cadres must actively participate in special studies organized by their party branches and participate in special studies organized by the theoretical study center group of the party committee (party group).

The second stage: analysis and review. On the basis of serious study, organize party members and party member leading cadres to compare the party member obligations and the basic conditions for party member leading cadres stipulated in the party constitution, and in accordance with the requirements of "two musts" and "eight insistences and eight objections", comprehensively summarize their own thoughts, work and style in recent years, focus on examining existing problems, and analyze the root of their thoughts from the world outlook, outlook on life, and values. Leading cadres must also analyze from the aspects of power, status, and interests. Those with writing skills should write party spirit analysis materials. Party organizations must adopt appropriate methods to extensively solicit opinions from the masses and truthfully feedback the opinions solicited to party members; leading organs and party member leading cadres must solicit opinions from relevant parties through multiple channels and at multiple levels. On the basis of extensive heart-to-heart talk activities, special organizational life meetings were held to discuss among party members and carry out criticism and self-criticism. The leadership team will also hold special democratic life meetings for party members and leading cadres. The party branch puts forward evaluation opinions for each party member based on the situation of democratic evaluation, the opinions solicited from the masses and the consistent performance of party members.

The third stage: rectification and improvement. In response to the problems found in soliciting opinions and self-analysis and the problems reflected in democratic evaluation, we carefully formulate rectification measures, clarify the focus of rectification, implement rectification responsibilities, and effectively carry out rectification in accordance with the requirements of the Party Constitution. Corrective measures must be formulated separately for problems faced by individual party members, grassroots party organizations and leading organs. The rectification of higher-level agencies and party members and leading cadres must set an example for lower-level agencies and other party members. The formulation of rectification measures and the status of rectification must be announced within a certain range, fully listen to the opinions of the masses, and consciously accept the supervision of the masses.

After the centralized learning and education is basically completed, a certain amount of time must be used to effectively consolidate and expand the rectification results. For problems that should be solved but have not been solved, we must concentrate our efforts to effectively solve them; for problems that cannot be solved temporarily, we must explain to the masses; if the rectification results are not good and the majority of the people are dissatisfied, we must make rectifications again under the supervision of the superior party organization. It is necessary to establish rules and regulations and establish and improve a working mechanism for the education and management of party members. Party organizations must praise outstanding party members. It is necessary to promptly absorb those advanced elements who meet the conditions for party membership into the party to strengthen the party membership team.

This educational activity does not involve a separate organizational and processing stage. For those who do not fulfill their obligations as party members and do not meet the conditions for party membership, more education work must be done to help them transform into qualified Communist Party members as soon as possible. Those who do not change after education and do not meet the conditions for party membership shall be dealt with according to the party constitution and relevant regulations and in accordance with normal procedures. Party members who violate discipline must be given disciplinary sanctions in accordance with the "Regulations on Disciplinary Punishments of the Communist Party of China".

5. Strengthen the organizational leadership of advanced education activities

Carrying out advanced education activities is a major event in the political life of the whole party. Party organizations at all levels must attach great importance to it, make overall arrangements, organize carefully, and earnestly implement the important thought of "Three Represents" as the main line throughout, study and implement the Party Constitution, the Party's 16th National Congress and the Third and Fourth Plenary Sessions of the 16th Central Committee throughout, constantly improve the ideological understanding of party members throughout, further mobilize the enthusiasm of party members, implement and seek practical results, and strengthen leadership throughout.

(1) Establish a leadership responsibility system. The leadership relationship of advanced nature education activities is, in principle, determined according to the affiliation of the party organization. The party's organizational relationship with the advanced nature education activities of local centrally-affiliated enterprises and institutions is led by the local party committee, with the assistance and cooperation of superior authorities. The party committee (party group) must be fully responsible for the advanced nature education activities in various regions and departments, and the main responsible comrades must personally grasp it, one level at a time, and implement it at all levels. It is necessary to give full play to the role of grassroots party organizations such as party committees in government agencies, and to give full play to the role of the person in charge of grassroots party organizations as the person directly responsible. The Central Committee established a leading group for educational activities to maintain the advanced nature of Communist Party members and carried out work under the leadership of the Party Central Committee. The Central Leading Group for Advanced Education Activities has an office responsible for specific guidance on advanced education activities. Each region and department must also establish corresponding leadership agencies and working agencies to implement leadership and guidance responsibilities. Those grassroots party organizations that are weak and disorganized and unable to lead advanced nature education activities must be rectified first and then carry out advanced nature education activities. For those grassroots party organizations that really have difficulties in carrying out advanced nature education activities, we must effectively help them solve their difficulties and create necessary conditions for them to carry out advanced nature education activities. Advanced nature education activities must be carried out in a spirit of diligence and frugality, while ensuring necessary funds.

(2) Establish a contact point system for party members and leading cadres. Party members and leading cadres at all levels must determine contact points based on the characteristics of different batches of advanced education activities and their respective divisions of labor. Through in-depth investigation and research, supervision and inspection, and specific guidance of contact points, the contact points will become demonstration points for advanced education activities. It is necessary to help contact points further identify work gaps, clarify work ideas, and solve practical problems.

(3) Establish a supervision system. When the first batch of advanced education activities was carried out, the Central Leading Group for Advanced Education Activities sent supervision teams to provinces (autonomous regions, municipalities directly under the Central Government), agencies directly under the central government and departments of central state agencies, as well as institutions directly under the central and State Council, central financial institutions, and some central enterprises. All regions and departments also sent supervision teams to their respective localities and units. When the second and third batches were carried out, the Central Leading Group for Advanced Education Activities sent roving inspection teams to provinces (autonomous regions, municipalities directly under the Central Government) and relevant departments, and various regions and departments sent supervision groups or roving inspection teams to their respective localities and units. The supervision team and the patrol inspection team use various effective methods to understand the advanced nature education activities of the places and units they visit, make suggestions, supervise the resolution of problems, and prevent formalism and formality.

(4) Establish a mass supervision and evaluation system. Relevant information on advanced education activities must be announced to the masses in a timely manner, extensively solicit and listen to the opinions of the masses, fully involve the masses, and actively accept supervision by the masses. Before the end of the advanced nature education activities, the superior party organization will conduct mass satisfaction evaluation of the advanced nature education activities at the lower level through the form of mass representative evaluation and random sampling survey among the masses. If the majority of the people are dissatisfied, they must "make up lessons" in a timely manner.

Party organizations at all levels must, on the premise of adhering to the basic requirements of advanced nature education activities, combine the actual conditions of the region, department and unit, actively explore, boldly innovate, use effective activity methods and carriers, enrich activity content, strengthen activity effects, so that advanced nature education activities fully reflect the contemporary nature and creativity. It is necessary to do a good job in public opinion publicity, make full use of newspapers, radio, television, books, the Internet and other media to vigorously publicize the significance of carrying out advanced nature education activities, publicize advanced models among party members and party member leading cadres, publicize the practices, experiences and results of advanced nature education activities, and create a good public opinion atmosphere for advanced nature education activities.

After the advanced nature education activities are completed, the party committees (party groups) of all provinces (autonomous regions and municipalities), agencies directly under the central government and central state agencies must submit summary reports to the central government. All regions and departments should commend a group of outstanding Communist Party members. On the eve of the 85th anniversary of the founding of the Party, the central government will commend a group of outstanding Communist Party members and advanced grassroots Party organizations across the country.

All regions and departments must formulate specific implementation measures based on these opinions. The advanced nature education activities of the People's Liberation Army and the Armed Police Force are deployed by the General Political Department of the People's Liberation Army.
