The Fourth Plenary Session of the 16th Central Committee of the Communist Party of China comprehensively analyzed the current situation and tasks, focused on several major issues in strengthening the party's governance capabilities, and made the following decisions.

1. The importance and urgency of strengthening the party’s governance capacity

Our party becoming the ruling party is a choice of history and a choice of the people. Strengthening the party's governance capabilities is the requirement of the times and the people. The strategic intentions of hostile forces to implement Westernization and differentiation of our country have not changed. We still face the pressure of developed countries to have advantages in economy, science and technology. Our country is in a critical period of reform and development, the relationship between social interests is more complex, and new situations and new problems are emerging one after another. Under domestic and international conditions where opportunities and challenges coexist, our party must lead the people of all ethnic groups in the country to build a moderately prosperous society in an all-round way and achieve the three historical tasks of continuing to advance modernization, completing the reunification of the motherland, safeguarding world peace, and promoting common development. We must vigorously strengthen the construction of our governance capabilities. This is a major strategic issue that affects the success or failure of the cause of socialism with Chinese characteristics, the future and destiny of the Chinese nation, the life and death of the party, and the long-term stability of the country. Only by continuously resolving this issue can we ensure that our party remains at the forefront of the times in the historical process of profound changes in the world situation, remains the backbone of the people of the country in the historical process of responding to various risks and tests at home and abroad, and remains a strong leadership core in the historical process of building socialism with Chinese characteristics.

The Party’s ability to govern is the Party’s ability to propose and apply correct theories, lines, principles, policies and strategies, lead the formulation and implementation of the Constitution and laws, adopt scientific leadership systems and methods, mobilize and organize the people to manage state and social affairs, economic and cultural undertakings in accordance with the law, effectively govern the Party, the country and the military, and build a modern socialist country. Governing capacity building is a fundamental construction after the Party comes to power. The Party's three generations of central leadership attach great importance to this. They lead the whole Party to focus on the two historic topics of improving leadership and governance levels, and improving the ability to resist corruption and degeneration, and resist risks. They focus on strengthening and improving ideas and styles, systems and mechanisms, methods and methods, qualities and abilities, etc., which have effectively promoted the development of the Party and the country's undertakings. Our party has become more mature and stronger in practice, and its ability to govern is generally consistent with the important responsibilities and missions it shoulders. However, in the face of new situations and new tasks, the party's leadership and governance methods, leadership system and working mechanism are still not perfect; some leading cadres and leadership teams have low ideological and theoretical levels, weak ability to govern according to law, and poor ability to resolve complex conflicts. We have not yet adapted to the requirements of a prosperous society; some party members and cadres have serious problems such as low professionalism and sense of responsibility, improper ideological and style, not solid work style, and separation from the masses; some party grassroots organizations are weak and disorganized, and some party members cannot play a vanguard and exemplary role; corruption is still relatively serious in some places, departments and units. These problems affect the party's governance effectiveness and must be paid great attention by the whole party and effectively resolved.

It is not easy for a proletarian party to seize power, and it is even more difficult to hold power well, especially for a long time. The party's ruling status is not inherent, nor is it something that can be achieved once and for all. We must be prepared for danger in times of peace, enhance our sense of urgency, learn deeply from the experiences and lessons of the rise and fall of some ruling parties in the world, more consciously strengthen our governance capabilities, and always govern and hold power well for the people. At present, the domestic and international situation is generally favorable for advancing the various undertakings of the party and the country. The whole party must seize the opportunity, forge ahead with determination, and raise the party's governing ability to a new level in the process of building a moderately prosperous society in an all-round way.

2. The main experience of the Party in power over the past fifty-five years

Our party is a party that has the courage to pursue the truth, correct mistakes, and is good at summing up experience and constantly improving itself. In more than half a century of governance practice, the party has conducted arduous explorations around the two major issues of what socialism is, how to build socialism, and what kind of party to build and how to build the party, and has accumulated successful experience and lessons from mistakes. Adhering to the basic experience put forward by the 16th National Congress of the Communist Party of China and conscientiously summarizing and learning from the historical experience of the Party’s governance are crucial to improving the Party’s ability to govern and carrying forward the cause of the Party and the country into the future.

First, we must persist in keeping pace with the times in terms of the party’s guiding ideology and use the developing Marxism to guide new practices. Marxism is the fundamental guiding ideology for our party and country. We must adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of "Three Represents", be based on new practice and new development, focus on theoretical thinking on major issues, emancipate the mind, seek truth from facts, advance with the times, constantly open up new realms for the development of Marxist theory, and constantly create new situations for the development of the socialist cause.

Second, we must persist in promoting the self-improvement of socialism and enhance the vitality and vitality of socialism. Only socialism can save China, and only socialism with Chinese characteristics can develop China. We must adhere to the socialist system, and through reform and opening up, we must continue to promote the adaptation of production relations and productivity, the superstructure and the economic base, promote the coordination of all fields, aspects and links of the economy and society, promote the combination of promoting Chinese civilization and learning from foreign civilization, so that the advantages of the socialist system can be more fully brought into play.

Third, we must persist in grasping development as the party’s top priority in governing and rejuvenating the country, and regard development as the key to solving all problems in China. The fundamental task of the party leading the people in building socialism is to liberate and develop productive forces, enhance comprehensive national strength, and meet the people's growing material and cultural needs. We must adhere to economic construction as the center, establish and implement the scientific outlook on development, correctly handle the relationship between reform, development and stability, constantly explore development ideas, enrich development connotations, and promote the coordinated development of socialist material civilization, political civilization, and spiritual civilization.

Fourth, we must persist in building the party for the public good and governing for the people, and always maintain the flesh-and-blood ties between the party and the people. The support of the people is the source of strength and the foundation of victory for our party. Only if the party is dedicated to the public good can the party be firmly established; only if the party is dedicated to the people can it govern well. We must keep in mind the fundamental purpose of serving the people wholeheartedly, keep in mind the "two musts", resolutely punish corruption, insist on using power for the people, feeling for the people, and seeking benefits for the people, realize, safeguard, and develop the fundamental interests of the overwhelming majority of the people, and ensure that the people share the fruits of reform and development.

Fifth, we must persist in governing scientifically, democratically, and in accordance with the law, and constantly improve the party’s leadership and governance methods. We must continue to explore and follow the laws of the Communist Party of China, the laws of socialist construction, and the laws of human society development based on China's actual conditions, and lead the cause of socialism with Chinese characteristics with scientific ideas, scientific systems, and scientific methods. 3. The guiding ideology, overall goals and main tasks of strengthening the party’s governance capacity building

To strengthen the party's governance capacity, we must adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of "Three Represents", and comprehensively implement the party's basic line, basic program, and basic experience to maintain The flesh-and-blood ties between the Party and the people are at the core, the building of a team of high-quality cadres is the key, the reform and improvement of the Party's leadership system and working mechanisms are the focus, and the strengthening of the Party's grassroots organizations and the building of Party members is the basis, and efforts are made to reflect the times, grasp regularities, and be creative.

The overall goal of strengthening the party's governance capacity is: through the joint efforts of the whole party, the party will always become a ruling party that serves the public and governs for the people, a ruling party that governs scientifically, democratically, and in accordance with the law, and a truth-seeking, pragmatic, pioneering party. A ruling party that is innovative, diligent, efficient, and honest will ultimately become a Marxist ruling party that always achieves the "Three Represents", always maintains its advanced nature, and can withstand the test of various storms, leading people of all ethnic groups in the country to achieve national prosperity, national rejuvenation, social harmony, and people's happiness.

At present and in the future, the main tasks of strengthening the party's governance capacity are: in accordance with the requirements of promoting the coordinated development of socialist material civilization, political civilization, and spiritual civilization, continuously improve the ability to control the socialist market economy, the ability to develop socialist democratic politics, the ability to build advanced socialist culture, the ability to build a socialist harmonious society, and the ability to respond to international situations and handle international affairs. The whole party must closely focus on the above tasks, be based on reality, take a long-term perspective, grasp the key points, advance as a whole, constantly study new situations, solve new problems, create new mechanisms, increase new capabilities, comprehensively strengthen and improve party building, so that the party’s governing strategy will be more complete, the governing system will be more complete, the governing method will be more scientific, and the governing foundation will be more solid.

4. Adhere to development as the party’s top priority in governing and rejuvenating the country, and continuously improve the ability to control the socialist market economy

To improve the party’s ability to govern, we must first improve the party’s ability to develop leadership. (1) Firmly establish the strategic thinking of seizing opportunities and accelerating development, and unswervingly focus on economic construction. Our country is and will remain in the primary stage of socialism for a long time, and promoting development is the party's top priority in governing and rejuvenating the country. We must seize the period of important strategic opportunities, concentrate on construction, pursue development wholeheartedly, and continuously enhance comprehensive national strength and improve people's living standards. In accordance with the requirements of building a moderately prosperous society in an all-round way and taking a new industrialization path, with economic structural adjustment as the main line, reform, opening up and scientific and technological progress as the driving force, we will strive to transform the economic growth mode and comprehensively improve the overall quality and competitiveness of the national economy. Vigorously implement the strategy of rejuvenating the country through science and education, accelerate the construction of the national innovation system, and give full play to the role of science and technology as the primary productive force. Scientifically determine the overall ideas and major strategies for development until 2020, and promptly study and formulate medium- and long-term plans for national economic and social development. We should timely and comprehensively analyze the economic situation, enhance foresight, accurately grasp the main contradictions and outstanding problems in economic operation, timely propose and effectively implement corresponding policies and policies, prevent ups and downs, and promote sustained, rapid, coordinated and healthy economic development.

(2) Adhere to the people-oriented, comprehensive, coordinated and sustainable scientific development concept to better promote economic and social development. We must deeply understand the will of the people, and earnestly embody the maintenance and realization of the fundamental interests of the overwhelming majority of the people in the major policies and various arrangements for the development of the party's leadership, and implement them into all aspects of economic and social development. (3) Adhere to the reform direction of the socialist market economy and always stand at the forefront of the times in leading and planning reforms. my country's economic system reform is still at a critical stage, and the task of building a complete socialist market economic system and a more dynamic and open economic system is still arduous. We must respect the initiative of the masses, focus on the key points and difficulties of reform, encourage bold exploration and practice, and resolutely eliminate all concepts and institutional shortcomings that hinder development. Correctly handle the relationship between adhering to public ownership as the mainstay and promoting the development of the non-public economy, unswervingly consolidate and develop the public economy, give play to the leading role of the state-owned economy, and unswervingly encourage, support and guide the development of individual, private and other non-public economies, so that the two can promote each other and develop together in the process of socialist modernization. Correctly handle the relationship between distribution according to work as the main body and the implementation of multiple distribution methods, encourage some regions and some people to get rich first, pay attention to social fairness, rationally adjust the national income distribution pattern, effectively take effective measures to solve the problem of excessive income gaps between regions and some members of society, and gradually realize the common prosperity of all people. Correctly handle the relationship between market mechanisms and macro-control, insist on acting in accordance with the laws of market economy, give full play to the fundamental role of the market in resource allocation to a greater extent, strengthen and improve national macro-control, and promote the vibrant, efficient and healthy operation of the national economy. Correctly handle the relationship between the central and local governments, rationally divide the authority and responsibilities of economic and social affairs management, and achieve consistency of powers and responsibilities, which not only maintains the unified leadership of the central government but also better unleashes the enthusiasm of local governments. Correctly handle the relationship between economic system reform and other reforms, strengthen overall coordination, and make various reforms promote each other. Correctly handle the relationship between reform, development and stability, pay attention to the timing and rhythm of the introduction of reform measures, unify the intensity of reform, the speed of development and the level of social affordability, promote reform and development amid social stability, and promote social stability through reform and development.

(4) Seize the initiative in opening up to the outside world and comprehensively improve the level of opening up to the outside world. We must adhere to the basic national policy of opening up, pay close attention to changes in the world economic situation, formulate and implement correct foreign-related economic principles and policies, and participate in international economic and technological cooperation and competition on a larger scale, in wider fields, and at a higher level. 5. Adhere to the organic unity of the party’s leadership, the people’s ownership of the country and the rule of law, and continuously improve the ability to develop socialist democratic politics

Upholding and developing people's democracy is the essential requirement and fundamental way for our party to govern for the people. We must unswervingly follow the path of political development chosen by the Communist Party of China and the Chinese people, adhere to the four basic principles, actively and steadily advance the reform of the political system, give full play to the characteristics and advantages of the socialist political system, and consolidate and develop a democratic, united, lively, stable and harmonious political situation.

(1) Promote the institutionalization, standardization and proceduralization of socialist democracy and ensure that the people are the masters of the country. Improve the democratic system, enrich democratic forms, expand citizens' orderly political participation, and ensure that people implement democratic elections, democratic decision-making, democratic management, and democratic supervision in accordance with the law. Expand grassroots democracy, improve the democratic management system of grassroots political power, grassroots mass autonomous organizations, enterprises and institutions, adhere to and improve the openness system of government affairs, factory affairs, village affairs and other open affairs, and ensure that the grassroots people exercise their democratic rights such as the right to vote, the right to know, the right to participate, and the right to supervise in accordance with the law.

Strengthen and improve the party's leadership over political and legal work, support judicial and procuratorial organs in independently and impartially exercising judicial and procuratorial powers in accordance with the law, improve the quality of the judicial team, and strengthen supervision and guarantee of judicial activities. With the goal of ensuring judicial fairness, we will gradually promote the reform of the judicial system and form a judicial system with clear powers and responsibilities, mutual cooperation, mutual restraint, and efficient operation, so as to provide legal guarantee for the realization of fairness and justice in the whole society.

(3) Reform and improve the decision-making mechanism and promote scientific and democratic decision-making. Improve the rules and procedures for major decision-making, and widely pool people's wisdom through various channels and forms, so that decision-making is truly based on science and democracy. For major matters involving the overall economic and social development, we must consult extensively and fully conduct consultation and coordination; for major matters that are highly professional and technical, we must carefully conduct expert argumentation, technical consultation, and decision-making evaluation; for major matters closely related to the interests of the masses, we must implement systems such as public announcements and hearings to expand the participation of the people. Establish an accountability system for decision-making errors and improve the error correction mechanism. (4) Strengthen restrictions and supervision on the exercise of power and ensure that the power given by the people is used for the benefit of the people. Party organizations and cadres at all levels must consciously accept the supervision of party members and the people. Broaden and improve supervision channels and put the exercise of power under effective constraints and supervision. We will conscientiously implement the regulations on intra-party supervision and further strengthen intra-party supervision. Focus on improving administrative efficiency, reducing administrative costs, integrating administrative resources, strengthening overall research on administrative system reform, and continuing to promote administrative system reform. 6. Adhere to the guiding position of Marxism in the ideological field and continuously improve the ability to build advanced socialist culture
