Today, we solemnly gather here to celebrate the 80th anniversary of the founding of the Communist Party of China with people of all ethnic groups across the country. We also look forward to the bright prospects for the development of China and the world together with all people who love peace and pursue progress in the world.

When the Communist Party of China was born eighty years ago, there were only about fifty party members. It faced an old China full of disasters. Today, eighty years later, our party has become a major party that has been in power in the country for more than 50 years and has more than 64 million members. The Chinese people already have a prosperous socialist motherland. This huge change is a historical miracle in the development of the Chinese nation.

Looking back at the struggle of the party and the people in the last century, we feel extremely proud and proud. Looking forward to the great journey of the party and the people in the new century, we are full of confidence and strength to win.

1. Eighty years of struggle achievements and basic experience of the Communist Party of China

The people always open up a way forward in the movement of social contradictions. The people always seek, reveal and develop the truth that guides their progress from the practice and comparison of historical activities.

Eighty years ago, during the magnificent struggle of the Chinese people of all ethnic groups against imperialism and feudalism, and amid the surging movement of the world proletarian revolution, the Communist Party of China was established. This is the inevitable result of the development of social contradictions and the deepening of people's struggles in modern China.

After 1840, due to the invasion of Western powers, China gradually became a semi-colonial and semi-feudal society, and the Chinese people were subject to the dual oppression of imperialism and feudalism. The national crisis and social crisis are unprecedentedly profound. Starting from the Opium War, through the Taiping Heavenly Kingdom Movement, the Reform Movement of 1898, and the Boxer Rebellion, the Chinese people waged an indomitable struggle, and countless people with lofty ideals worked hard to explore the path of saving the country and the people. Each of these struggles and explorations promoted China's progress under certain historical conditions, but failed again and again. The Revolution of 1911 led by Dr. Sun Yat-sen overthrew the autocratic monarchy that had ruled China for thousands of years. It was of great significance to China's social progress, but it also failed to change the nature of China's semi-colonial and semi-feudal society and the tragic fate of the people.

Facts have shown that self-improvement movements and reformism that do not touch the feudal foundation, old-style peasant wars, democratic revolutions led by bourgeois revolutionaries, and other plans that copy Western capitalism cannot fulfill the national mission of saving the nation and the historical task of fighting imperialism and feudalism. China is looking forward to new social forces looking for advanced theories to create a path to save the country and the people.

At this time, in 1917 and 1919, two major events occurred in Russia and China, namely the October Revolution in Russia and the May Fourth Movement in China. The rumble of the October Revolution brought the advanced theory of Marxism-Leninism to China. Since the May 4th Movement, the Chinese working class has emerged as an advanced social force. At the same time, a group of advanced intellectuals have held high the banner of democracy and science, opening the way for the spread of new ideas and new theories in China. In 1921, in the process of combining Marxism-Leninism with the Chinese workers' movement, the Communist Party of China came into being.

Since then, it has historically fallen to the Communist Party of China to lead the revolutionary struggle against imperialism and feudalism, strive for national independence and people's liberation, and realize the great mission of revitalizing China. The Chinese revolution has entered a new stage of development.

From the Opium War to the founding of the Communist Party of China, from the founding of the Communist Party of China to the present, China has experienced two completely different eighty years. In the first eighty years, the feudal rulers lost power and humiliated the country, social wars continued, the country became poor and weak, and the people were hungry and cold. In the next eighty years, the Chinese people, under the leadership of the Communist Party of China, were unprecedentedly united and organized, overcoming numerous difficulties, and the revolutionary struggle continued to win. After the founding of New China, the economy and society developed rapidly, the country became increasingly prosperous, and the people's social status, material living standards, and cultural and educational levels improved significantly. From the comparison of the two eighty years before and after, the Chinese people and all patriotic forces of the Chinese nation have deeply realized that China can achieve a great historical transformation from the most tragic situation to a bright future only because of the leadership of the Communist Party of China. Without the Communist Party, there would be no New China. With the Communist Party, China's face will take on a completely new look. This is the most basic and important conclusion that the Chinese people have drawn from their long-term struggle.

The eighty-year eventful years and glorious achievements of our party under its leadership of the people are displayed before the world like a meandering yet majestic, powerful and colorful picture.

We have completed the tasks of the new democratic revolution and achieved national independence and people's liberation. After the Northern Expedition, the Agrarian Revolutionary War, the Anti-Japanese War and the War of Liberation, the Japanese militarist aggression was defeated, the reactionary rule of the Kuomintang was overthrown, and the People's Republic of China was established. The Chinese people have stood up since then, and the development of the Chinese nation has opened a new historical era.

We established the socialist system and achieved the most extensive and profound social changes in Chinese history. We have creatively realized the transition from new democracy to socialism, comprehensively established the basic socialist system, and enabled the large Eastern country, which accounts for a quarter of the world's population, to enter a socialist society. This is a huge leap in China's social transformation and historical progress, and it also greatly supports and promotes the cause of world socialism.

We have pioneered the cause of building socialism with Chinese characteristics and created the right path for the great rejuvenation of the Chinese nation. With the Third Plenary Session of the 11th Central Committee of the Party as a symbol, our country has entered a new period of development of the socialist cause. On the basis of long-term socialist construction, we summed up domestic and international historical experience, implemented the new policy of reform and opening up after arduous exploration, and established the party's basic theory, basic line, and basic program in the primary stage of socialism. In a situation where world socialism has undergone serious twists and turns and the situation at home and abroad has changed dramatically, the backbone of our party has remained firm and unshakable, and socialism in China has shown vigorous vitality and vitality.

We have established a national power of people's democratic dictatorship, and the Chinese people are in control of their own destiny. China is an ancient civilization with a history of more than 5,000 years, but the fact that the people are the masters of the country and truly the masters of the country, society and their own destiny only became a reality after our party came to power. This is a fundamental change in the social and political status of the Chinese people. China has made a great leap from thousands of years of feudal autocracy to people's democracy.

We have established an independent and relatively complete national economic system, and our economic strength and comprehensive national strength have been significantly enhanced. In just over half a century, we not only changed the poor and backward appearance of old China, but also established a comprehensive modern industrial system. Since the founding of the People's Republic of China, the GDP has increased 56 times. Our country's economic strength, national defense strength, and scientific and technological strength have been significantly enhanced, and many aspects of industry, agriculture, national defense, and science and technology have entered the world's advanced ranks. More than 1.2 billion Chinese people have not only solved the problem of food and clothing, but have also generally reached a moderately prosperous level. We continue to develop socialist culture, and the spiritual life of the people across the country is increasingly enriched. We adhere to the guiding position of Marxism, educate the people with patriotism, collectivism, and socialism, and vigorously promote the construction of socialist spiritual civilization. We insist on carrying forward the excellent culture of all ethnic groups in the country, actively absorb the advanced achievements of civilizations of other countries, and promote the increasing prosperity of socialist culture. The ideological and moral quality and educational, scientific and cultural quality of the people across the country have been continuously improved, showing the new spiritual outlook of the Chinese nation to the world.

We have completely ended the fragmentation of old China and achieved a high degree of national unity and unprecedented unity of all ethnic groups. We abolished the unequal treaties imposed by Western powers and all imperialist privileges in China. The feudal separatist situation is gone forever in China. Fifty-six ethnic groups breathe the same breath, share a common destiny, and are connected heart to heart, forming a socialist ethnic relationship of equality, unity, and mutual assistance. All political parties and people's organizations are united and help each other. All socialist workers, patriots who support socialism and patriots who support the reunification of the motherland form the broadest patriotic united front for the reunification and prosperity of the motherland. Hong Kong and Macao successfully returned to the motherland, realizing the long-cherished wish of the entire nation. The exchanges between compatriots on both sides of the Taiwan Strait have been continuously strengthened, and the Taiwan issue has finally been resolved.

We have forged a people's army under the absolute leadership of the party and established a solid national defense. We opened up a revolutionary path of encircling the cities from the countryside and seizing power with armed force. We used the people's army as the backbone, relied on the people and armed the people, and persisted in educating the officers and soldiers with the party's theory and program. After a long period of revolutionary war, we defeated domestic and foreign enemies with superior equipment and extremely ferocious nature. The People's Liberation Army has always adhered to the purpose of serving the people wholeheartedly and played a major role in consolidating national defense, resisting aggression, defending the socialist system and the people's peaceful labor, and participating in the country's socialist construction. Our country's national defense construction continues to strengthen, and the military's revolutionary, modernized, and regularized construction continues to advance. The People's Liberation Army led by our party is a strong pillar of the people's democratic dictatorship, the Great Steel Wall for defending the motherland and an important force in socialist construction.

We adhere to an independent foreign policy of peace and have made important contributions to the noble cause of world peace and development. We have completely ended China’s history of humiliating diplomacy in modern times and effectively safeguarded the country’s sovereignty, security and national dignity. We actively advocate and safeguard the Five Principles of Peaceful Coexistence, resolutely oppose hegemonism and power politics that use the strong to bully the weak, adhere to principles, support justice, uphold justice, strive to safeguard the legitimate rights and interests of developing countries, and promote the establishment of a fair and reasonable new international political and economic order. Socialist China's international status and international influence are increasing day by day.

Facts have fully proved that the Communist Party of China deserves to be a great, glorious, and correct Marxist party, and it deserves to be the core force that leads the Chinese people to continuously create new undertakings.

The outstanding achievements of China's revolution, construction and reform are the result of the joint efforts of the people of all ethnic groups in the country, the result of the unremitting efforts of all Chinese people with lofty ideals since modern times, and the result of the selfless dedication of generations of Chinese Communists.

We deeply miss the deceased older generation of proletarian revolutionaries such as Mao Zedong, Zhou Enlai, Liu Shaoqi, Zhu De, Deng Xiaoping and Chen Yun who made significant contributions to China's revolution, construction and reform, and the establishment, consolidation and development of the Communist Party of China. We deeply miss the revolutionary martyrs who sacrificed heroically to found, defend and build New China, and all the pioneers who fought for the independence and liberation of the Chinese nation in modern times. Their great achievements for the motherland will forever be remembered in history!

The people are the real creators of history. On behalf of the Central Committee of the Communist Party of China, I would like to extend my highest salute to the workers, farmers, and intellectuals across the country, to all democratic parties, people's organizations, and patriots from all walks of life, as well as to the Chinese People's Liberation Army, the Armed Police Force, and the public security officers! The eighty years of the Communist Party of China are the eighty years of continuous pursuit of truth and pioneering and innovation by combining Marxism-Leninism with Chinese practice. They are the eighty years of continuous testing and development in order to fulfill the historical mission it shoulders.

Eighty years of practice have inspired us to always adhere to the integration of the basic principles of Marxism with China’s specific reality, adhere to the guidance of scientific theories, and unswervingly follow our own path. This is the most basic experience derived from summarizing the history of our party. Marxism is a powerful ideological weapon for us to understand and transform the world, and is a guide to action for China's revolution, construction and reform. Marxism is not a dogma. It has great vitality only when it is correctly applied in practice and continuously developed in practice. The first-generation central leadership collective with Comrade Mao Zedong as the core and the second-generation central leadership collective with Comrade Deng Xiaoping as the core led our party to adhere to the close integration of the basic principles of Marxism-Leninism with China's specific reality, forming Mao Zedong Thought and Deng Xiaoping Theory. These two major theoretical achievements are Sinicized Marxism, which not only embodies the basic principles of Marxism-Leninism, but also contains the outstanding thoughts of the Chinese nation and the practical experience of the Chinese Communists. It is precisely because of the guidance of Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory that our party can lead the people to overcome all difficulties and setbacks and achieve victory one after another. Deng Xiaoping Theory is the great crystallization of the practical experience and collective wisdom of the party and the people. It is the best inheritance and creative development of Mao Zedong Thought under the new historical conditions. It has made a major contribution to us creating a new situation in the cause of socialism with Chinese characteristics. All comrades in the party hold high the great banner of Deng Xiaoping Theory, continue to study new situations and solve new problems, and are comprehensively and creatively advancing the great cause of building socialism with Chinese characteristics. In the new historical period, the key to adhering to Marxism-Leninism and Mao Zedong Thought is to persist in using Deng Xiaoping Theory to observe the current world and contemporary China, constantly sum up practical experience, constantly make new theoretical generalizations, and constantly forge ahead.

Eighty years of practice has inspired us to always rely closely on the people, sincerely seek the interests of the people, and draw inexhaustible strength for progress from the people. Always maintaining flesh-and-blood ties with the people is the fundamental guarantee for our party to overcome various difficulties and risks and continue to achieve career success. At any time and under any circumstances, we must not change our stance of sharing our fate with the people, our purpose of serving the people wholeheartedly, and our historical materialist view of firmly believing that the masses are the real heroes must not be lost. We must always regard embodying the will and interests of the people as the starting point and destination of all our work, and always rely on the wisdom and strength of the people as the fundamental work line for advancing our cause.

Eighty years of practice have also inspired us that we must always consciously strengthen and improve party building, continuously enhance the party's creativity, cohesion and combat effectiveness, and always maintain the party's vitality and vitality. The key to running China's affairs well lies in our party. It is necessary to continuously strengthen party building in conjunction with the development of the situation and closely focus on the party's central tasks. We must be good at summing up experience, adhere to the truth, correct mistakes, and be modest and prudent. We must have the courage to face up to the problems existing among party members and cadres, and rely on all party members and the people to continuously solve them. This is fundamental to maintaining the vitality and vitality of the party. We must continue to focus on the basic issues of what kind of party to build and how to build the party under new historical conditions, further solve the two historical issues of improving the party's governance ability and leadership level, and improving the ability to resist corruption, prevent degeneration, and resist risks, and comprehensively promote the new great project of party building.

Summing up the eighty years of struggle and basic experience, and looking forward to the arduous tasks and bright future of the new century, our party must continue to stand at the forefront of the times and lead the people to advance victoriously. In summary, it must always represent the development requirements of China’s advanced productive forces, represent the direction of China’s advanced culture, and represent the fundamental interests of the overwhelming majority of the Chinese people.

2. Correctly understand and fully implement the requirements of the "Three Represents"

In the new century, it is a major historical task for our party to continue to promote modernization, complete the great cause of reunification of the motherland, maintain world peace and promote common development. In the face of profound changes in the domestic and international situation, our party must keep up with the trend of world progress, unite and lead the people of all ethnic groups in the country to seize opportunities, meet challenges, and successfully complete these three major historical tasks. We must unswervingly implement the requirements of the "Three Represents". The requirements of the "Three Represents" are the foundation of our party's founding, the foundation of governance, and the source of strength. It is also the fundamental requirement for us to comprehensively promote party building in the new century, continuously promote theoretical innovation, institutional innovation, and scientific and technological innovation, and continue to win new victories in the cause of building socialism with Chinese characteristics.

Our party must always represent the development requirements of China's advanced productive forces, that is, the party's theory, line, program, principles, policies and various work must strive to conform to the laws of the development of productive forces and reflect the requirements of continuously promoting the liberation and development of social productive forces. In particular, it must reflect the requirements of promoting the development of advanced productive forces and continuously improve the living standards of the people through the development of productive forces.

Productivity is the most active and revolutionary factor and the ultimate determining force in social development. The contradiction between productivity and production relations, economic base and superstructure constitutes the basic contradiction of society. This movement of basic contradictions determines the changes in the nature of society and the development direction of socio-economic, political and cultural development. The fundamental difference between socialism and capitalism lies in their different production relations and superstructure. The establishment and continuous improvement of the socialist system has opened a broad path for the liberation and development of my country's social productive forces. No matter what kind of production relations and superstructure, they must develop with the development of productive forces. If they cannot adapt to the requirements of the development of productive forces and become obstacles to the development of productive forces and social progress, adjustments and changes will inevitably occur.

Keeping a keen grasp of the development trends and requirements of my country's social productive forces, adhering to economic construction as the center, and continuously promoting the development of advanced productive forces by formulating and implementing correct lines, principles, and policies, and taking practical work steps. This is the fundamental manifestation and fundamental requirement for our party to always stand at the forefront of the times and maintain its advanced nature.

As the vanguard of the working class, our party entered the stage of history as a representative of China’s advanced productive forces when it was founded. The purpose of the new democratic revolution led by our party is to abolish the privileges of imperialism in China, eliminate the exploitation and oppression of the landlord class and the bureaucratic bourgeoisie, change the comprador feudal production relations, change the decadent political superstructure built on this economic foundation, establish a new political superstructure with the people's democratic dictatorship as the core, and fundamentally liberate the fettered productive forces. After the founding of New China, we carried out socialist transformation of agriculture, handicrafts and capitalist industry and commerce in order to establish socialist production relations and further improve the socialist superstructure on this economic basis to continue to liberate and develop productive forces. Since the Third Plenary Session of the 11th Central Committee of the Communist Party of China, we have carried out reform and opening up, adjusted and reformed the parts of the socialist production relations that do not meet the requirements of the development of productive forces, and adjusted and reformed the parts of the socialist superstructure that do not meet the economic base, in order to further liberate and develop the productive forces. For more than two decades, we have boldly explored and practiced, and have continuously promoted economic system reform, political system reform and other reforms, which has greatly liberated and developed my country's social productive forces and promoted tremendous changes in my country's economic development and social progress. The fundamental task of socialism is to develop productive forces, enhance the comprehensive national strength of a socialist country, improve people's lives day by day, and constantly reflect the superiority of socialism over capitalism. At each historical stage of socialist society, it is necessary to continuously promote the self-improvement and development of the socialist system through reforms in a timely manner according to the requirements of economic and social development. Only in this way can the socialist system be full of vitality and vitality. All comrades in the party must firmly establish the basic views and consciousness of socialist reform and development.

The development of human society is the historical process in which advanced productive forces continue to replace backward productive forces. Socialist modernization must be based on developed productive forces. The most fundamental thing in our struggle to realize modernization is to develop our country's developed productive forces through reform and development. All comrades in the Party, no matter what position they hold, must regularly inspect and summarize the work they are doing to see if it meets the requirements for the development of advanced productive forces. If it does, they should persist unswervingly, and if it does not, they should seek truth from facts and correct it. Only in this way can the advanced nature and spirit of the times of the Communists be fully reflected.

People are the most decisive force in productivity. Our country's working class, including intellectuals, is the basic force that promotes the development of our country's advanced productive forces. Our country's peasant class and other working people are closely united with the working class and are an important force in promoting the development of my country's social productivity. Continuously improving the ideological and moral quality and scientific and cultural quality of workers, farmers, intellectuals and other working people as well as the entire people, constantly improving their labor skills and creative talents, and giving full play to their enthusiasm, initiative and creativity are always the top priorities that our party must fulfill on behalf of the development of China's advanced productive forces.

Science and technology are the primary productive forces and are the concentrated expression and main symbol of advanced productive forces. The rapid advancement of science and technology has brought great impetus to the world's productivity and the development of human economy and society. Future scientific and technological development will also produce new major leaps. We must keenly grasp this objective trend and always pay attention to closely integrating the advantages of our country's socialist system with the mastering, application and development of advanced science and technology, vigorously promote scientific and technological progress and innovation, continue to use advanced science and technology to transform and improve the national economy, and strive to achieve leapfrog development of our country's productivity. This is an important duty that our party must perform on behalf of the development requirements of China's advanced productive forces.

Our country's socialist modernization drive has made great achievements, but our country is still in the primary stage of socialism, with a large population, a weak foundation, very unbalanced economic and cultural development, and the overall situation of underdeveloped productive forces has not changed. Continuously liberating and developing productivity remains our long-term central task. We must unremittingly develop advanced productive forces. For some backward production methods that still exist that do not meet the requirements of advanced productive forces and the development of the times, we can neither reject them in a simplistic way without being realistic, nor adopt an attitude of being content with the status quo and protecting backwardness. Instead, we must be based on reality and create conditions to transform, improve and improve them, and through long-term efforts, gradually transform them into advanced and applicable production methods.

It must strive to embody the requirements of developing a national scientific and mass socialist culture that is oriented to modernization, the world and the future, promote the continuous improvement of the ideological and moral quality and scientific and cultural quality of the entire nation, and provide spiritual power and intellectual support for my country's economic development and social progress.

A socialist society is a society of all-round development and progress. The cause of socialist modernization is a cause in which material civilization and spiritual civilization complement each other and develop in a coordinated manner. All comrades in the party must fully grasp the dialectical relationship between the construction of two civilizations, and while promoting the construction of material civilization, strive to promote the construction of socialist spiritual civilization. In contemporary China, developing advanced culture means developing a culture of socialism with Chinese characteristics and building socialist spiritual civilization.

Firmly grasp the development trends and requirements of China's advanced culture, adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory, be based on the practice of building socialism with Chinese characteristics, focus on the forefront of world scientific and cultural development, and continue to develop a healthy, progressive, colorful socialist culture with Chinese style and Chinese characteristics to meet the people's growing spiritual and cultural needs, and guide the broad masses of the people to be ideologically and spiritually armed and constantly improve. This is also the fundamental manifestation and fundamental requirement for our party to always stand at the forefront of the times and maintain its advanced nature.

What kind of cultural direction it adheres to and what kind of culture it promotes is the ideological and spiritual banner of a political party. Over the past eighty years, our party has held high the banner of China's advanced culture, worked hard to build and carry forward a new culture that reflects the requirements of revolution, construction and reform, and purged the decadent and declining old culture left over from the old society and infiltrated from abroad. It has greatly liberated and inspired the broad masses of cadres and the masses ideologically and spiritually, and has formed correct guiding ideology and common ideals that unite people's hearts and unify their will among the entire party and the people.

The fundamental task of developing socialist culture is to cultivate generations of citizens with ideals, morality, culture, and discipline. We must persist in arming people with scientific theories, guiding people with correct public opinions, shaping people with noble spirits, and inspiring people with excellent works. Uphold and consolidate the guiding position of Marxism, help people establish a correct world outlook, outlook on life and values, strengthen their belief in Marxism, firm belief in socialism, enhance confidence in reform, opening up and modernization, enhance trust in the party and government, and enhance awareness of self-reliance, competition, efficiency, democracy and the rule of law, and pioneering and innovative spirit. We must persist in implementing the strategy of rejuvenating the country through science and education, further popularize education, improve educational quality and the educational level of the whole society, and vigorously develop scientific and cultural undertakings. Strengthen the publicity and education of scientific knowledge, scientific methods, scientific ideas and scientific spirit. Singing the main theme of socialist culture, persisting in serving the people and socialism, and letting a hundred flowers bloom and a hundred schools of thought contend are important policies that must be implemented in the development of advanced culture. Efforts should be made to master and develop various modern communication methods and actively promote the spread of advanced culture.

Strengthening the construction of socialist ideology and morality is an important content and central link in the development of advanced culture. We must realize that if we only talk about material interests, only money, and not ideals and morality, people will lose their common goal and correct norms of behavior. It is necessary to combine governing the country by law with governing the country by virtue, and create a noble ideological and moral foundation for maintaining good order and fashion in society. We must advocate patriotism, collectivism, and socialist ideas throughout society, oppose and resist decadent ideas such as money worship, hedonism, and extreme individualism, enhance the national self-esteem, self-confidence, and pride of the people across the country, and encourage them to work tirelessly to revitalize China.

Socialist culture has taken a dominant position in our country. However, due to historical and practical reasons, there are still some backward cultures that are superstitious, ignorant, decadent, vulgar, etc., and there are even some decadent cultures that corrode people's spiritual world and endanger the cause of socialism. Our party must always represent the fundamental interests of the vast majority of the people in China, which is the party’s theory, line, program, principles, policies and various work. We must insist on taking the fundamental interests of the people as the starting point and destination, give full play to the enthusiasm, initiative and creativity of the people, and enable the people to continuously obtain practical economic, political and cultural benefits based on the continuous development and progress of society.

Serving the people wholeheartedly, establishing the party for the public good, and governing for the people are the fundamental differences between our party and all exploiting class parties. At any time, we must adhere to the consistency of respecting the laws of social development and respecting the people's dominant position in history, the consistency of striving for lofty ideals and seeking the interests of the overwhelming majority of the people, and the consistency of completing the party's work and realizing the interests of the people.

All the struggles our party has carried out over the past eighty years have ultimately been for the benefit of the overwhelming majority of the people. During the revolutionary war years, the party called on all comrades in the party to fight bravely for the victory of the revolution without fear of sacrifice. After the founding of New China, the party warned all comrades in the party to be modest and prudent, guard against arrogance and impetuosity, and always maintain the revolutionary spirit of hard work. Under the guidance of the party's basic theory, we must proceed from reality in everything and consciously liberate ideological understanding from those outdated concepts, practices and systems, liberate ourselves from erroneous and dogmatic understandings of Marxism, and liberate ourselves from the shackles of subjectivism and metaphysics. Whether they can consciously strive to realize the party's line and program and whether they meet the conditions for party membership are the main criteria for recruiting new party members. Party members from workers, farmers, intellectuals, soldiers, and cadres are the most basic components and backbone of the party. Now, when we develop a socialist market economy, the situation is very different from what the founders of Marxism faced and studied at the time. We should deepen our research and understanding of labor and labor value theory in socialist society based on new realities. Achieving people's prosperity and happiness is the fundamental purpose of building socialism. With the development of the economy, the living standards of the broad masses of the people continue to improve, and personal property also gradually increases. In this case, we cannot simply regard whether or not we have property or how much property we have as the criterion for judging whether people are politically advanced or backward. To implement the requirements of the "Three Represents", we must adhere to democratic centralism, establish and improve a scientific leadership system and working mechanism, fully develop intra-party democracy, resolutely safeguard the party's centralization and unity, and maintain and continuously enhance the party's vitality.

Democratic centralism is the fundamental organizational system and leadership system of our party. Abuse of power for personal gain or corruption and perversion of the law must never be allowed. Party organizations and leading cadres at all levels must take a clear-cut stand against corruption. Any corrupt behavior or corrupt elements must be investigated to the end without any tolerance or mercy. There is no hiding place for corrupt elements within the party. We must win the trust of the people with practical results in building a clean and honest government.

In short, in the face of the heavy historical responsibilities we shoulder, in the face of the influence of various complex factors at home and abroad and the test of various risks, our party must always be the vanguard of the Chinese working class, the vanguard of the Chinese people and the Chinese nation, and the pioneer of China. To be a faithful representative of the development requirements of productive forces, the direction of China's advanced culture, and the fundamental interests of the vast majority of the Chinese people, and to become the core leadership of the cause of building socialism with Chinese characteristics, we must continuously strengthen and improve party building and strive to train all party members into staunch communists.

4. Continue to strive to realize the party’s basic line and historical tasks

Our country has entered a new stage of development in building a moderately prosperous society in an all-round way and accelerating socialist modernization. All comrades in the party must be prepared for danger in times of peace, increase their awareness of danger, avoid arrogance and impetuosity, continue to comprehensively promote reform, opening up and modernization, and work hard to basically realize socialist modernization by the middle of this century.

The platform of a political party is a flag. In each historical stage of revolution, construction and reform, our party has both the basic program for each stage, that is, the minimum program, and the maximum program that determines the long-term goal of struggle. We are unificationists of the minimum and maximum programmes.

We firmly believe in the basic Marxist principle that human society will inevitably move towards communism. Communism can only be realized on the basis of a fully developed and highly developed socialist society. A communist society will be a society in which material wealth is greatly enriched, the spiritual realm of the people is greatly improved, and everyone develops freely and comprehensively. It must be noted that the realization of communism is a very long historical process. In the past, our understanding of this issue was superficial and simple. After so many years of practice, our understanding of this issue is now much more comprehensive and profound. We can make scientific predictions about the future development direction of society, but how things will develop in the future should be answered by future practice. We must stick to the right direction, but it is impossible and unnecessary to make specific assumptions and descriptions of the distant future. Past experience and lessons have fully demonstrated that it is easy to fall into unrealistic fantasy. Everyone should have a deep understanding of this truth.

All comrades in the party must not only establish the lofty ideals of communism, strengthen their beliefs, and spur themselves with noble ideological and moral requirements, but also work down-to-earth to make unremitting efforts to realize the party’s basic program at the current stage and do a solid job in every work at the current stage. If you forget your lofty ideals and only focus on the present, you will lose your way forward; if you leave practical work and talk about lofty ideals, you will be divorced from reality.

Our country is now and will be in the primary stage of socialism for a long time to come. The primary stage of socialism is the initial stage in the long historical process of building socialism with Chinese characteristics. With economic development and overall social progress, when conditions are met in the future, my country's socialist construction will enter a higher stage of development. All comrades in the party must unswervingly implement the party's basic line in the primary stage of socialism, always focus on economic construction, adhere to the four basic principles, persist in reform and opening up, strive to realize the party's basic program at the current stage, and constantly advance the cause of building socialism with Chinese characteristics into the future.

All comrades in the Party and the whole country must strive to achieve the development goals of the "10th Five-Year Plan" period in accordance with the economic, political, and cultural requirements of building socialism with Chinese characteristics, insist on taking development as the theme, structural adjustment as the main line, reform and opening up and scientific and technological progress as the driving force, and improving people's living standards as the fundamental starting point, and constantly promote economic development and social progress. We must always pay attention to the relationship between reform, development and stability, correctly understand and handle contradictions among the people, and always maintain social stability and unity.

In all our undertakings to build socialism with Chinese characteristics, all the work we carry out must not only focus on the people's actual material and cultural life needs, but also focus on promoting the improvement of people's quality, that is, we must strive to promote the all-round development of people. This is the essential requirement of Marxism for building a new socialist society. We must continuously promote the all-round development of people on the basis of developing the material civilization and spiritual civilization of socialist society.

We must enable the people across the country to live a prosperous and well-off life as soon as possible and continue to move towards a higher level. We must adhere to the Party's policy of enriching the people and, on the basis of economic development, strive to increase the income of urban and rural residents, continuously improve people's conditions for food, clothing, housing, transportation and necessities, improve the social security system, improve medical and health conditions, and improve the quality of life. Through some people and some regions getting rich first, and the first getting rich driving the latter to get rich, we will gradually realize the common prosperity of all people.

We must give full play to the subjective initiative and great creative spirit of the people, ensure that the people manage their own affairs in accordance with the law and realize their wishes and interests. Continue to promote the reform of the political system, develop socialist democratic politics, improve the socialist legal system, and ensure that the people fully exercise their rights to democratic elections, democratic decision-making, democratic management, and democratic supervision.

We must adhere to the implementation of sustainable development strategies, correctly handle the relationship between economic development and population, resources, and the environment, improve the ecological environment and beautify the living environment, and improve public facilities and social welfare facilities. Promoting the all-round development of people, promoting economic and cultural development and improving people's material and cultural life are mutually prerequisites and foundations.
