Dean Cui Fan introduced the main progress of my country's current foreign economic and w88 negotiations, China's position on Sino-US economic and w88 negotiations, as well as the process and main measures of my country's further opening up, as well as the basic requirements for institutional opening; at the same time, he introduced the "Foreign Investment Some important issues and highlights involved in the "Foreign Investment Law" and its implementation regulations (draft for comments), including the main principles and content of the "Foreign Investment Law" and implementation issues, discussed agreement control, return investment, digital economy opening and other important issues faced in opening up practice. Cui Fan profoundly pointed out: It is necessary to transform from expanding opening up to deepening opening up and investment facilitation, from opening up for the flow of goods and factors to institutional opening up based on rules, and to promote institutional opening up in terms of rules, regulations, management, standards, etc. In January 2020, the Foreign Investment Law and the Implementing Regulations will fully implement the pre-establishment national treatment and negative list management system, fully implement post-establishment national treatment and gradually implement the principle of competitive neutrality. Cui Fan also pointed out four general directions for the reform of the foreign investment system: namely, the gradual lifting of entry barriers, the gradual fading of preferential measures, the increasing importance of competition policy, and national treatment for technical supervision.
