Notice of the General Office of the Beijing Municipal People's Government on implementing the "four party responsibilities" to further strengthen the prevention and control of pneumonia epidemics caused by new coronavirus infection in key groups, places and units
All district people’s governments, all municipal government committees, offices, and bureaus, and all municipal agencies:
In order to implement the "Notice of the Beijing Municipal People's Government on Further Clarifying Responsibilities to Strengthen the Prevention and Control of Pneumonia Infected by New Coronavirus" (Jingzhengfa [2020] No. 2), strengthen the "four party responsibilities", and further strengthen the prevention and control of pneumonia caused by new coronavirus infection in key groups, places and units in accordance with the principle of classified service management, the relevant matters are hereby notified as follows:
一、Strengthen service management for key groups
(1) Service management for people coming to Beijing from Hubei area
Residents of this city who are on business trips or visiting relatives and friends in Hubei must strictly abide by the measures taken by the local government in Hubei for epidemic prevention and control, and must not leave Hubei without permission in violation of regulations.
Within 14 days before arriving in Beijing, those arriving in Beijing who have left Hubei or have had contact history with people from Hubei should proactively report their health status to the community (village) where they live or stay on the day they arrive in Beijing, and undergo 14 days of supervised medical observation from the day they arrive in Beijing. Monitor body temperature in the morning and evening, and are not allowed to go out. The community (village) responsible for supervised medical observation should provide them with basic living security; report immediately if symptoms such as fever, fatigue, dry cough, etc. occur, and the community (village) responsible for supervised medical observation should assist them to go to the fever clinic of the nearest medical and health institution for treatment.
The Beijing Center for Disease Control and Prevention assesses the epidemic situation across the country. For personnel coming from key areas identified through assessment, services and management will be provided in accordance with relevant personnel arriving in Beijing from Hubei.
(2) Service management for people coming to Beijing from other parts of the country
Persons arriving in Beijing from other parts of the country should obey the service management of air, railway, long-distance passenger transport and other transport operators and road checkpoints entering Beijing, and consciously accept and cooperate with body temperature tests. For those with abnormal body temperature, the city will immediately arrange for them to go to the fever clinic of the nearest medical and health institution for treatment. Persons with normal body temperature should self-monitor their body temperature and health every morning and evening within 14 days after arriving in Beijing. They should wear masks when going out to strengthen personal protection; when symptoms such as fever, fatigue, dry cough and other symptoms occur, they should immediately go to the fever clinic of the nearest medical and health institution for treatment.
The units where employees come from other parts of the country should urge them to implement relevant prevention and control measures and equip them with necessary protective equipment. For employees who are under the 14-day medical observation period, flexible working hours shall be implemented; staggered commuting hours shall be implemented; if conditions permit, employees shall be arranged to work from home, or a working environment that minimizes human contact shall be provided.
二、Strengthen prevention and control work in key places and units
(1)Places with densely populated areas
The operation and management units of hotels, restaurants, cultural and entertainment venues, shopping malls, supermarkets, public transportation stations and other crowded places and the operation and management units of public transportation such as subways and buses should increase the frequency of cleaning and disinfection of places and transportation vehicles, keep records and signs of cleaning and disinfection work, and maintain Good ventilation; scientific and reasonable control of the scale and density of people; if possible, take temperature detection measures at the entrance, strictly implement the temperature screening system, and have the right to refuse entry to those who refuse to accept temperature testing or have abnormal body temperature; assist and guide those with abnormal body temperature to the fever clinic of the nearest medical and health institution for treatment. Discourage those who do not wear masks.
Operation and management units in public places and other crowded places should equip employees with necessary protective equipment, and require employees to wear masks at all times to strengthen personal protection.
(2)Sensitive group unit
Units with sensitive groups such as nursing homes, children's welfare homes, primary and secondary schools, and preschool education institutions should strictly control visitors; strictly implement prevention and control measures such as cleaning, disinfection, and ventilation; conduct daily body temperature monitoring of the elderly and young children; if abnormal body temperatures are found, isolate them in a timely manner and send them to the fever clinic of the nearest medical and health institution for treatment.
(3)Governments, enterprises and institutions, social organizations
Governments, enterprises, institutions, social organizations, etc. should strengthen health education and health reminders for employees, equip them with necessary protective equipment, and urge them to protect themselves. Competent departments in various industries should formulate prevention and control work plans for their own industries and systems, strictly fulfill their responsibilities, and ensure that there are no dead ends in prevention and control work.
Promote flexible work systems such as staggered commuting times; encourage the use of flexible working methods such as telephone and Internet; give priority to video meetings; on-site meetings should reduce the number of participants, shorten meeting time, increase seat spacing, and ensure ventilation in the venue.
Public utility units such as water supply, heating, and power supply, urban public transportation management units, and daily necessities business units such as supermarkets and convenience stores shall ensure normal services and shall not suspend operations without authorization to meet the daily needs of citizens.
(4)Street (township) and community (village)
Street streets (townships) and communities (villages) should strictly implement the "Community Prevention and Control Work Plan for Pneumonia Epidemic of New Coronavirus Infection (Trial)", strengthen personnel health monitoring, monitor the movement of people, take targeted prevention and control measures, report any abnormal situations in a timely manner and take corresponding prevention and control measures to prevent the importation of the epidemic.
In line with the ownership spirit of "Everyone is the first person responsible for his or her own health" and "My health is my decision", citizens of the city should actively learn and master relevant knowledge such as the "Public Prevention Guidelines for Novel Coronavirus-Infected Pneumonia" issued by the Chinese Center for Disease Control and Prevention, actively participate in and take the lead in practicing healthy lifestyles, achieve scientific and effective prevention and control, and jointly create a good atmosphere.
