[Editor's Note] 2021 is the 100th anniversary of the founding of the Communist Party of China. Over the past century, in the face of difficulties and tests, the Communist Party of China has retained its original intention of serving the people, shouldered its historical mission, and explored a path suitable for China's development amidst arduous revolution and struggle. The "Party History Calendar" records the major events in the history of the Party that happened on this day in history. When we get closer to the history of the Party and review history, we realize that today is not easy to come by, and we also know that our generation still has a mission to shoulder.
3Month 1st
On March 1, 1925, the National Congress of the National Assembly, co-sponsored by the Communist Party of China and the left wing of the Kuomintang, opened in Beijing. The congress publicized the anti-imperialist and anti-feudal political propositions of the Communist Party of China, and made resolutions on the principles and organizational outline of the National Assembly Movement.
On March 1, 1949, the All-China Student Federation was announced in Peking. The National Federation of Students adopts a group membership system.
On March 1, 1953, the Central People's Government promulgated and implemented the "Election Law of the National People's Congress and Local People's Congresses at All Levels". After more than a year of work, more than 214,000 units nationwide have conducted grassroots elections, with a total number of registered voters of more than 323 million. A total of more than 5.66 million deputies to grassroots people's congresses have been elected across the country, and local people's congresses at all levels have been held step by step. On this basis, 1,226 deputies were elected to attend the National People's Congress.
On March 1, 1984, the Central Committee of the Communist Party of China and the State Council forwarded the Ministry of Agriculture, Animal Husbandry and Fisheries’ “Report on Creating a New Situation for Community and Brigade Enterprises” and issued a notice agreeing with the report’s suggestion to change the name of commune and team enterprises to township enterprises, and proposed several policies for the development of township enterprises to promote the rapid development of township enterprises.
3Month 2nd
On March 2, 1930, under the leadership and promotion of the Communist Party of China, the Chinese Left-wing Writers Alliance was established in Shanghai. Left-wing cultural workers and their various organizations played an important role in promoting Marxist ideas, expanding the influence of the Communist Party, and opposing the Kuomintang's fascist cultural despotism and cultural "encirclement and suppression" campaigns.
On March 2, 1962, Zhou Enlai delivered a report "On the Problem of Intellectuals" in Guangzhou, reaffirming that the vast majority of my country's intellectuals are already intellectuals of the working people, and emphasized the role of science and scientists in socialist construction.
From March 2 to 7, 1985, the National Science and Technology Work Conference was held in Beijing. Deng Xiaoping delivered an important speech at the meeting, pointing out: Reforms in the economic system and the scientific and technological system are all aimed at liberating productive forces. Deng Xiaoping emphasized that public ownership occupies the main body and common prosperity is the fundamental principle of socialism that we must adhere to.
On March 2, 2000, the Central Committee of the Communist Party of China and the State Council issued the "Notice on Conducting Pilot Work on Rural Tax and Fee Reform." It is required to explore effective ways to establish a standardized rural tax and fee system and fundamentally reduce the burden on farmers through pilot projects. The rural tax and fee reform is another major reform since the implementation of household contract management.
3Month 3rd
On March 3, 1950, the Government Affairs Council issued the "Decision on Unifying National Financial and Economic Work" to curb inflation, stabilize prices, and achieve a balanced national fiscal balance. The prototype of a financial management system based on centralization and unification was constructed.
On March 3, 1971, my country's first scientific experimental satellite "Shijian-1" was successfully launched. The satellite is equipped with cosmic rays, X-rays, high magnetic field and extraorbital heat flow detectors, making it the first time for my country to use satellites to obtain space physics data. This is my country’s second man-made satellite and its first scientific experiment satellite.
On March 3, 1986, the "863 Plan" was launched. Scientists Wang Daheng, Wang Ganchang, Chen Fangyun, and Yang Jiaqi wrote to the Central Committee of the Communist Party of China and put forward suggestions for the development of high technology. This proposal later became known as the "863 Plan." Deng Xiaoping gave instructions on this proposal: Make a quick decision on this matter without delay. In March 1987, the "863 Plan" began to be officially implemented. Since then, China's high-tech research has entered a new stage of development.
3Month 4th
On March 4, 1935, Mao Zedong served as the political commissar of the former enemy headquarters of the Red Army. The Central Revolutionary Military Commission issued an order to set up a former enemy headquarters for the Zunyi Campaign, entrusting Comrade Zhu De as the former enemy commander and Comrade Mao Zedong as the former enemy political commissar. This laid the foundation for the Red Army to move from a turning point to victory under the command of Mao Zedong's correct military policy.
On March 4, 1985, when Deng Xiaoping met with the visiting delegation of the Japan Chamber of Commerce and Industry, he pointed out: The real big problems in the world now are global strategic issues. One is peace, and the other is economic or development. The issue of peace is an east-west issue, and the issue of development is a north-south issue. To sum it up, they are four words: east, west, north, south. The North-South question is the core issue.
On March 4, 1988, the State Council held a working conference on the opening up of coastal areas in Beijing. The meeting recommended that the State Council appropriately expand the scope of coastal economic development zones, which is roughly equivalent to the total scope of opening up in the past nine years.
3Month 5th
March 5, 1898, Zhou Enlai’s birthday. Comrade Zhou Enlai was a great Marxist, a great proletarian revolutionist, statesman, militarist and diplomat, one of the main leaders of the party and the country, one of the main founders of the Chinese People's Liberation Army, the founding father of the People's Republic of China, and an important member of the party's first-generation central leadership group with Comrade Mao Zedong as the core.
On March 5, 1927, Mao Zedong published the "Inspection Report on the Peasant Movement in Hunan". Proposed theories and policies to solve the central issue of China's democratic revolution - the peasant issue.
From March 5 to 13, 1949, the Second Plenary Session of the Seventh Central Committee of the Communist Party of China was held in Xibaipo. The meeting focused on the issue of completely destroying the Kuomintang rule, winning nationwide victory, and implementing a strategic shift in the focus of the party's work under the new situation, that is, from rural to urban areas.
On March 5, 1963, "People's Daily" published Mao Zedong's inscription "Learn from Comrade Lei Feng". Subsequently, there was a craze across the country to learn from Lei Feng's advanced deeds.
On March 5, 1958, the Guangxi Tong Autonomous Region was established, with its capital in Nanning. On October 12, 1965, it was renamed Guangxi Zhuang Autonomous Region.
3Month 6th
On March 6, 1940, the "three-three system" was implemented. The Central Committee of the Communist Party of China issued an instruction on "Political Issues in the Anti-Japanese Base Areas", proposing that the anti-Japanese democratic regime in the base areas was a united front-led regime led by the Party; among government staff, a "three-three system" should be implemented in which Communist Party members, non-Party left progressive elements, and centrists should each account for one-third. It ensured the leadership of the Communist Party in the political power, and at the same time extensively united the broad masses of the petty bourgeoisie, won over the middle bourgeoisie and enlightened gentry, and further developed the anti-Japanese national united front.
On March 6, 1961, "fixed production to the field and responsibility to the person" was trialled. Based on the demands of the farmers, the Anhui Provincial Committee of the Communist Party of China decided to trial the field management responsibility system of "fixing the output to the fields and assigning responsibilities to the people", which was warmly welcomed by the farmers. At the same time, more than 20% of provinces and autonomous regions across the country have implemented similar measures. The Anhui Provincial Party Committee made three written reports to the Party Central Committee and Mao Zedong, and obtained Mao Zedong's approval.
On March 6, 1991, the State Council issued the "Notice on Approving National High-tech Industrial Development Zones and Related Policies and Regulations." Then 26 development zones including Wuhan East Lake New Technology Development Zone were selected as national high-tech industrial development zones. By the end of 2018, a total of 169 national high-tech industrial development zones (including Suzhou Industrial Park) had been established.
3Month 7th
On March 7, 1927, the Wuchang Central Peasant Movement Institute founded by Mao Zedong and others began classes. Outstanding Communists such as Yun Daiying, Fang Zhimin, Peng Pai, and Xia Minghan all taught or worked there. The Agricultural Lecture Institute has trained a group of outstanding cadres who have Marxist-Leninist standards and practical work abilities to lead the peasant movement.
On March 7, 1931, Mao Zedong formulated a guerrilla war strategy. The Red Army issued a general order formulated under the leadership of Mao Zedong on local armed forces to carry out guerrilla warfare and cooperate with the main force of the Red Army to annihilate the enemy. The general order proposed ten tasks and ten methods: disturbing the enemy, blocking the enemy, intercepting the enemy, attacking the enemy, luring the enemy, poisoning the enemy, catching the enemy, detecting the enemy, starving the enemy, and blinding the enemy.
On March 7, 1948, the Linfen Campaign was launched. Under the command of deputy commander Xu Xiangqian, the Shanxi-Hebei-Shandong-Henan Field Army gathered 53,000 people to launch the Linfen Campaign. This battle lasted for 18 days, annihilating more than 25,000 Kuomintang troops, liberating all of southern Shanxi, and connecting the two liberated areas of Luliang and Taiyue.
On March 7, 1978, our country implemented a system that combined compulsory and volunteer soldiers. The first meeting of the Standing Committee of the Fifth National People's Congress discussed and approved the "Decision on the Military Service System." Since 1978, the length of service for compulsory soldiers has been: 3 years for soldiers of the Army; 4 years for soldiers of the Air Force, Marine Corps and Army Special Technical Forces; and 5 years for soldiers of the Navy Ship Force and Army Ship Detachment.
On March 7, 1983, the Central Committee of the Communist Youth League held a naming and commendation meeting in Beijing and awarded Comrade Zhang Haidi, who was known as the "New Lei Feng of the 1980s", the title of "Outstanding Communist Youth League Member". The League Central Committee also called on members of the Communist Youth League and young people across the country to learn from Comrade Zhang Haidi.
3Month 8th
On March 8, 1924, our country commemorated the International Women’s Day for the first time. Under the leadership of the Communist Party of China, working women in Guangzhou held commemorative meetings and marches. The meeting was chaired by He Xiangning, a pioneer of my country's women's movement, at which the slogans of "Down with imperialism" and "Protect women and children" were put forward. This event shows the awakening and strength of Chinese working women.
On March 8, 1982, the 22nd Session of the Standing Committee of the Fifth National People's Congress adopted the "Report on the Institutional Reform of the State Council". The State Council plans to reduce the number of vice-premiers and establish a State Councilor. The State Council’s executive meeting will be composed of the Premier, Vice-Premiers, State Councilors and Secretary-General. It is planned to reduce or merge 98 ministries, commissions, directly affiliated agencies and offices into about 52.
From March 8 to March 25, 1996, in order to show that the Chinese people are fully determined, capable, and capable of safeguarding the reunification of the motherland and deterring "Taiwan independence" forces, the People's Liberation Army conducted missile launch training into the East China Sea and South China Sea, and conducted sea and air live-fire exercises in the East China Sea and South China Sea and joint army, navy and air force exercises in the Taiwan Strait.
3Month 9
From March 9 to 12, 1990, the Sixth Plenary Session of the Thirteenth Central Committee of the Communist Party of China was held in Beijing. The plenary session reviewed and adopted the "Decision of the Central Committee of the Communist Party of China on Strengthening the Party's Contact with the People", emphasizing that the people are the source of our party's strength and the foundation of victory. Whether we can always maintain and develop flesh-and-blood ties with the people is directly related to the rise and fall of the party and the country. At present, we must pay special attention to effectively solving the problems that the masses are most concerned about and have the conditions to solve, and use practical actions to close the relationship between the party and the masses.
From March 9 to 10, 1992, the Political Bureau of the CPC Central Committee held a plenary meeting in Beijing to discuss a number of major issues in my country's reform and development. The meeting fully agreed with Deng Xiaoping's Southern Speech, believing that the speech not only has a very important guiding role in current reform and construction and the success of the 14th National Congress, but also has great and far-reaching significance for the entire cause of socialist modernization.
On March 9, 1992, China joined the Treaty on the Non-Proliferation of Nuclear Weapons. China submitted its instrument of accession, and the Treaty on the Non-Proliferation of Nuclear Weapons came into effect for China at the same time. The Treaty on the Non-Proliferation of Nuclear Weapons is an international treaty signed by the United Kingdom, the United States, the Soviet Union and 59 other countries in London, Washington and Moscow on January 7, 1968. On June 12, 1968, the United Nations General Assembly approved the draft treaty.
3Month 10th
On March 10, 1935, Mao Zedong attended the meeting of leaders of the Central Committee of the Communist Party of China held in Gouba (now Gouba). Mao Zedong stated in his speech that we should not attack entrenched enemies but should destroy them in mobile warfare. His opinion failed to gain the approval of the majority of participants. On the morning of the 11th, Zhou Enlai adopted Mao Zedong's advice, held another meeting of central leaders, and decided to abandon the plan to attack the new drum field. Subsequently, in view of the rapidly changing combat situation and the need for centralized command, Mao Zedong proposed the establishment of a three-person regiment with full authority to command the military. Before crossing the Wujiang River, the central government decided to form a three-man regiment composed of Mao Zedong, Zhou Enlai, and Wang Jiaxiang.
On March 10, 1973, Deng Xiaoping resumed his duties as Vice Premier of the State Council. The Central Committee of the Communist Party of China issued the "Decision on Restoring Comrade Deng Xiaoping's Party Organizational Life and the Position of Vice Premier of the State Council" to restore Deng Xiaoping's party organizational life and resume his position as Vice Premier of the State Council, and the State Council will assign him appropriate jobs.
On March 10, 1986, my country officially became a member of the Asian Development Bank. The Asian Development Bank aims to promote socio-economic development and cooperation in the Asia-Pacific region and provides funds, technology and management experience to developing members in the Asia-Pacific region. After China joined the ADB, it actively participated in ADB affairs, and its exchanges and cooperation with the ADB and its members continued to increase.
On March 10, 1988, my country’s first test-tube baby was born at Peking University Third Hospital. Her birth not only represents the birth of a new life, but also represents that my country's reproductive medicine and assisted reproductive technology have reached the international advanced level, and has since opened a new chapter in the history of China's reproductive medicine.
