[Editor’s note]2021 is the 100th anniversary of the founding of the Communist Party of China. Over the past century, in the face of difficulties and tests, the Communist Party of China has retained its original intention of serving the people, shouldered its historical mission, and explored a path suitable for China's development amidst arduous revolution and struggle. The "Party History Calendar" records the major events in the history of the Party that happened on this day in history. When we get closer to the history of the Party and review history, we realize that today is not easy to come by, and we also know that our generation still has a mission to shoulder.
March 11
On March 11, 1940, Mao Zedong made a report on "Current Strategic Issues in the Anti-Japanese United Front" at the Yan'an Senior Cadres Conference. The report summarized the experience of the united front work since the Anti-Japanese War. In view of the "left" tendency that emerged in the party at that time, it comprehensively summarized and discussed that the Communist Party must adhere to the policy of uniting and fighting against the Kuomintang and seeking unity through struggle.
On March 11, 1988, the first National Congress of the China Disabled Persons' Federation (referred to as the China Disabled Persons' Federation) was held in Beijing, announcing the establishment of the China Disabled Persons' Federation. The meeting elected Deng Pufang as chairman of the presidium and chairman of the executive council of the China Disabled Persons' Federation.
March 12
On March 12, 1925, Sun Yat-sen, the great pioneer of China’s modern democratic revolution, passed away in Beijing at the age of 59. The Kuomintang and the Communist Party organized people to carry out mourning activities and widely publicized Sun Yat-sen's will and revolutionary spirit, forming a large-scale revolutionary propaganda movement among people from all walks of life.
From March 12 to 24, 1979, the issue of establishing and improving the agricultural production responsibility system was discussed. The National Agricultural Committee invited the heads of the rural work departments of the seven provinces of Guangdong, Hunan, Sichuan, Jiangsu, Anhui, Hebei, and Jilin and the three counties of Anhui Quanjiao, Guangdong Boluo, and Sichuan Guanghan to hold a symposium to discuss the issue of establishing and improving the agricultural production responsibility system. At the meeting, there was a lively discussion around the issue of joint production and remuneration, especially the issue of household-based production, and the final opinion reached was: At present, most places implement production-to-group and fixed-rate remuneration; isolated households in deep mountains and remote areas can have household-based production; now that spring plowing has arrived, no matter what form of responsibility system is adopted, it must be decided quickly so that all efforts can be devoted to spring plowing.
On March 12, 1980, Deng Xiaoping delivered a speech entitled "Streamlining the Army and Improving Combat Effectiveness". It is pointed out that the army must improve its combat effectiveness and work efficiency without "reducing swelling". To "reduce swelling", we cannot do without reforming the system. Among institutional and institutional issues, it is very important to establish an officer service and retirement system.
March 13
1940YearOn March 13, the Battle of Yan'an began. Chiang Kai-shek ordered Hu Zongnan to lead an army of 250,000 people to attack the Northern Shaanxi Liberated Area from the south, west and north. Based on the situation between the enemy and ourselves, the Communist Party of China decided to lure the enemy deep into the country first and abandon Yan'an at the right time. The Central Committee of the Communist Party of China and the border troops took the initiative to withdraw from Yan'an and began to fight in northern Shaanxi. Due to the proper use of tactics in the Yan'an Defense War, the Kuomintang troops were exhausted and suffered heavy losses amid the continuous harassment and maneuvers of the Northwest Field Army, but they could not even touch the CCP's command center. The victory in the Yan'an Defense Battle created favorable conditions for the People's Liberation Army to launch strategic counteroffensives in other battlefields.
On March 13, 1985, the Central Committee of the Communist Party of China issued the "Decision on the Reform of the Science and Technology System." The "Decision" emphasizes that modern science and technology are the most active and decisive factors in the new social productive forces, and the whole party must attach great importance to and give full play to the huge role of science and technology. It is emphasized that economic construction must rely on science and technology, and scientific and technological work must be oriented to economic construction. The science and technology system must be reformed based on my country's reality.
March 14
On March 14, 1956, the State Council established the Scientific Planning Committee and began to formulate a 12-year long-term plan for the national natural sciences and social sciences from 1956 to 1967.
On March 14, 1979, Chen Yun and Li Xiannian wrote to the central government regarding financial work. Suggestions are right.
Adjustment of the national economy, believes that the pace of progress must be steady. On March 14, 1980, the Fifth Plenary Session of the Eleventh Central Committee of the Communist Party of China adopted "Several Guidelines on Inner-Party Political Life." Its purpose is to comprehensively restore and further carry forward the Party's fine traditions and style, improve the Party's democratic life, maintain the Party's centralization and unity, strengthen the Party's unity, consolidate the Party's organization and discipline, and improve the Party's combat effectiveness. On March 14, 1997, the Fifth Session of the Eighth National People's Congress decided to approve the establishment of Chongqing Municipality and abolish the original Chongqing City.
March 15
From March 15 to 23, 1961, the Central Committee of the Communist Party of China held a working conference in Guangzhou. Discuss and adopt the "Regulations on the Work of Rural People's Communes (Draft)" (the "Sixty Articles on Agriculture") to adjust rural policies.
The "Sixty Articles on Agriculture" summarizes the experience of rural people's communes in the past few years and the experience of implementing the "Twelve Articles". It makes relatively systematic provisions for correcting problems such as the size of communes and teams being too large, the communes' excessive and rigid management of subordinates, and the imperfect democratic system and business management system.
From March 15 to 31, 1993, the First Session of the Eighth National People's Congress was held in Beijing. The meeting adopted amendments to the Constitution of the People's Republic of China; affirmed that the responsibility system in rural areas based on household contracting is a socialist collective ownership economy of the working people; affirmed the country's implementation of a socialist market economy, etc. The meeting adopted the Basic Law of the Macao Special Administrative Region of the People's Republic of China and the decision on the institutional reform plan of the State Council.
March 16
On March 16 and 20, 1943, Mao Zedong was elected chairman of the Political Bureau of the Central Committee. The Central Committee of the Communist Party of China held a Politburo meeting in Yan'an. Ren Ruoshi reported at the meeting the draft adjustment and streamlining of central agencies. The meeting decided that Mao Zedong would be Chairman of the Political Bureau of the Central Committee and Chairman of the Secretariat of the Central Committee; Mao Zedong, Liu Shaoqi, and Ren Shaoshi would form the Secretariat of the Central Committee.
On March 16, 1979, the self-defense counterattack against Vietnam ended. The Guangxi and Yunnan border defense troops of the Chinese People's Liberation Army have all withdrawn from Vietnam and returned to China. The self-defense counterattack lasted 28 days.
Same day, Xinhua News Agency reported the results of this self-defense counterattack.
March 17
On March 17, 1941, Mao Zedong wrote the preface to "Rural Survey". The preface points out: "Without investigation, there is no right to speak." Although this sentence was once ridiculed as "narrow empiricism", I still don't regret it; not only do I not regret it, I still insist that without investigation, it is impossible to have the right to speak.
On March 17, 1975, all war criminals were pardoned. The Standing Committee of the Fourth National People's Congress held its second meeting and discussed the suggestions put forward by Zhou Enlai in accordance with the relevant instructions of the Central Committee of the Communist Party of China and Mao Zedong, and decided to implement amnesty for all war criminals in custody and grant citizenship rights. This decision is implemented by the Supreme People's Court. A total of 293 war criminals were pardoned this time. At this point, all war criminals in custody have been dealt with.
March 18
On March 18, 1926, the March 18th Massacre occurred. In order to protest against the hegemonic acts of the imperialists, people from all walks of life in Beijing, under the leadership of the Northern District Committee of the Communist Party of China and the Beijing Executive Committee of the Kuomintang headed by Li Dazhao, held an anti-imperialist demonstration with more than 10,000 people in front of Tiananmen Square. After the meeting, when a petition group of thousands of people arrived in front of the Duan Qirui government, the guards opened fire on the crowd, killing 47 people and injuring 199
From March 18 to 31, 1978, the National Science Conference was held in Beijing. In his opening speech, Deng Xiaoping emphasized that science and technology are productive forces, and the key to the "four modernizations" is the modernization of science and technology. He pointed out that the vast majority of my country's intellectuals are already part of the working class, and called on everyone to be ambitious and ambitious and march towards the modernization of science and technology.
On March 18, 1988, the State Council issued the "Notice on Expanding the Scope of Coastal Economic Open Zones" and decided to appropriately expand the coastal economic open zones and include 140 cities and counties, including the three provincial capital cities of Hangzhou, Nanjing, and Shenyang, into coastal economic open zones.
March 19
On March 19, 1944, Guo Moruo published "Jiashen Three Hundred Years Ceremony". Subsequently, the Central Committee of the Communist Party of China decided to use the "Three Centenary Years of Jiashen" as a rectification document to be widely printed and distributed in the liberated areas for all party cadres to study, requiring "Our party, first of all, senior leading cadres, no matter what favorable situation and actual victory they encounter, no matter how successful they are in the party and state, and their morals are high, they must always maintain a clear mind and a learning attitude, and never get carried away, forget what they are doing, and repeat the mistakes of Li Zicheng.
On March 19, 1953, Mao Zedong drafted instructions for the Central Committee of the Communist Party of China on solving the "five excess" problem in district and township work. The instructions pointed out: The so-called "five more" means more tasks, more meetings and trainings, more official documents and reports, more organizations, and more part-time jobs for activists. In the process of fighting against bureaucracy, commandism and lawlessness and discipline, we must focus on overcoming bureaucracy and decentralization in leading agencies, and change those systems and methods that were needed in the past but are no longer needed in order to solve this problem.
On March 19, 1980, Deng Xiaoping put forward three guiding thoughts on the drafting of the "Resolution on Certain Historical Issues of the Party Since the Founding of the People's Republic of China".
First, establish Comrade Mao Zedong’s historical status, uphold and develop Mao Zedong Thought. This is the most important one. Second, we must conduct a realistic analysis of the major events in the history of the 30 years since the founding of the People's Republic of China, which ones are correct and which ones are wrong, including the merits and demerits of some responsible comrades, and make fair evaluations. Third, this resolution is used to make a basic summary of past events. This summary should be broad rather than detailed. Summarizing the past is to guide everyone to unite and look forward.
March 20
On March 20, 1948, Mao Zedong drafted the "Bulletin on the Situation" for the Central Committee of the Communist Party of China, proposing the famous assertion that "policies and strategies are the life of the party." The notification also pointed out: We are not planning to establish a Central People's Government within this year, and the time for establishing a Central People's Government will be around 1949.
From March 20 to April 4, 1990, the third session of the Seventh National People's Congress was held in Beijing. The meeting adopted the "Decision on the Establishment of the Hong Kong Special Administrative Region" and the "Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China".
