The lecture was hosted by Dean Mei Xiaying. Mei Xiaying expressed her warm welcome and heartfelt thanks to Professor Shu Guoying for coming, and introduced Professor Shu Guoying’s numerous academic achievements and outstanding social influence to the teachers and students.

The theme of Professor Shu Guoying’s lecture is “The ‘knowledge connection problem’ on the road to modernization of China’s legal system.” Professor Shu Guoying believes that the "knowledge connection problem" on the road to modernization of China's legal system has become the biggest obstacle on the road to modernization of China's legal system. China's legal system has a modernization problem of transitioning from tradition to modernity; if China wants to implement modernization, it cannot directly rely on the old legal system of traditional China that has not undergone any transformation or update to achieve its goals. It is impossible to "naturally evolve" Chinese society into a modern society ruled by law with the help of the traditional old legal system. In addition, there is an "ideal picture" or "ideal goal" for realizing modern rule of law in the modernization of China's legal system. This issue is practical. In a "plan" like "China", "internal participants" who are preparing to devote themselves to the construction of modern rule of law must find an "picture" or "goal" of the rule of law that suits their own "national conditions" from a practical level. A series of special historical events that have occurred in China since the late Qing Dynasty have led to two ruptures in the Chinese legal cultural tradition. The above-mentioned "ideal picture" or "ideal goal" has not been realized in certain historical stages, so there is a so-called "delayed legal modernization" phenomenon. Therefore, when the old legal system of traditional China as an institutional system lost its direct role as the basis for the modernization of Chinese society“Legality”After establishing the foundation and serving as a connecting bridge, how to take the path of modern rule of law and find ways to find a way that is both in line with China’s reality and“In line with practical ideals”The legal modernization plan has become China's smooth completion of the ancient times“Farming Civilization”Society is moving towards modernity“Commercial and industrial civilization”The transformation of society and its integration into the modern world system is a major and urgent historical task.
Professor Shu Guoying emphasized that only based on correct or appropriate knowledge can it be possible to find a desirable path to legal modernization. Regarding the issue of China's legal modernization, there are at least six types of knowledge worthy of attention: the first is the self-understanding of their respective historical and current legal systems and legal cultures formed by the outside world in the role of "internal participants"; the second is the understanding of the legal systems and legal cultures transplanted from some late-developing countries or regions in the outside world in the role of "external observers" or sometimes in the role of "internal participants" as "model" objects. The third is the knowledge of the outside world as an "external observer" about China's historical and current legal systems and legal culture; the fourth is China's knowledge of the outside world's and current legal systems and legal culture as an external observer; the fifth is China's knowledge of China's own historical and current legal systems and legal culture as an internal participant; the sixth is China's knowledge of China's historical and current legal systems and legal culture as both an external observer and an internal participant, and its influence on the overall politics-Knowledge of the legal system of the world of social units.
Professor Shu Guoying explained the intellectual conditions needed to solve the "knowledge connection problem" in the modernization of China's legal system. Professor Shu Guoying believes that for the current and future development of the rule of law in China, the restart of the modernization of the legal system is undoubtedly a major event that has an important impact in both time and space dimensions. But the restart of China’s legal modernization path cannot be used in itself“Institutional Practice”'s course of action directly solves the problem of connecting various kinds of knowledge. In the contemporary world, in addition to the issues of "economic WTO accession" and "legal accession to the WTO", China also has the issue of "knowledge accession to the WTO". Professor Shu Guoying also introduced the "Savigny Problem" in German legal circles, vividly explaining that the "knowledge connection problem" in law is not completely unsolvable, but to achieve such success does require some possible intellectual conditions. Professor Shu Guoying believes that cracking the road to modernization of China’s legal system“Knowledge connection problem”, it requires the formation of a legal science within the group of jurists, as well as the theoretical consciousness and collective impulse to update and construct the system in methodology. It requires scholars of different generations to be undistracted and dedicated to their "vocation" and continue to work hard in the study of law. It also requires academic contributions from other philosophical and social science circles to support the law in terms of worldview, methodology, conceptual theory and philology.

Afterwards, Associate Professor Yang Bei expressed his thoughts on Professor Shu Guoying’s lecture and thanked Professor Shu Guoying again for coming.During the question-and-answer session, Professor Shu Guoying also had a full discussion and exchange with the participating teachers and students.
