The joint initiative proposes a "four baskets" framework at the policy level, dividing policies into the "prohibition basket", which prohibits beggar-thy-neighbor policies; the "bilateral negotiation and coordination basket", which means that when Party A's policies cause losses to Party B but do not have the characteristics of beggar-thy-neighbor, the two countries can cancel these policies through negotiations; the "domestic adjustment basket" ", that is, when negotiations to cancel Party A's policy fail, Party A retains the policy, while allowing Party B to adjust domestic policies to mitigate the negative impact on the other party; "Multilateral governance basket", that is, when Party A's policy not only affects Party B, but also causes collateral damage to third countries, international rules and multilateral mechanisms are activated to control the situation.

He pointed out at the meeting: First, the currentWTOReform faces many challenges, but these challenges are not the first time; secondly, multilateral mechanisms still serve the interests of the United States, and the United States will not withdraw in the short termWTO;Third, plurilateral negotiations are advancementWTOAn important path for reform, "sector-bundled" plurilateral negotiations are conducive to giving full play to each other's comparative advantages and making it easier to reach consensus; fourth, industrial policies will undergo historical evolution. With the continuous development of the economy, China's spillover industrial policies will be appropriately reduced, and the United States should not over-interpret China's industrial policies. The above-mentioned views of Dean Tu Xinquan are very feasible and have been unanimously recognized by the experts attending the meeting.
