Currently, the century-old changes in the world are accelerating and the international economic pattern is undergoing profound adjustments. "Expanding high-level opening up" proposed by the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China is a major strategic deployment made by the Party Central Committee based on a deep understanding of the domestic and international situations and an accurate grasp of the development trend of the times. It fully demonstrates our party's firm determination and historical responsibility to promote opening up to the outside world.
From the perspective of the times, expanding high-level opening up is a strategic choice in response to changes in the global system. In the face of challenges such as the rise of protectionism and unilateralism, we must persist in expanding opening up in order to seize the initiative in a new round of restructuring of international rules. Especially in emerging fields such as digital w88 and green development, by actively participating in the formulation of international rules, we can effectively safeguard our country's development interests and enhance our country's voice and influence in global economic governance.
From a strategic significance, expanding high-level opening up to the outside world is the core engine driving deep domestic reforms. At present, my country's reform has entered a critical period and a deep-water zone, and new momentum must be introduced to break through path dependence. First, by steadily expanding institutional opening up and proactively aligning with international high-standard economic and w88 rules, we will promote a profound transformation of government functions from management to service. Second, through the market competition brought about by opening up, domestic enterprises are encouraged to continuously improve their innovation capabilities and promote the optimization and upgrading of industrial structure. The third is to cultivate a group of globally competitive market entities by participating in global market competition. The fourth is to promote the cross-border flow of high-end innovation elements such as knowledge, technology, and talents through opening up, and inject new vitality into economic innovation and development. We must persist in expanding high-level opening up to the outside world and break through the path dependence of the traditional development model, so as to build a more market-oriented, legal and international development environment and lay a solid foundation for achieving high-quality development.
Beijing, as the capital, plays an irreplaceable strategic leadership role in the country’s overall opening up. The functional positioning of the "four centers" gives Beijing a unique mission in connecting with international rules and allocating global resources. On the one hand, the service industry accounts for 85%, laying the industrial foundation for Beijing to participate in international competition and lead institutional innovation. On the other hand, the characteristics of headquarters economy are becoming increasingly prominent. The concentration of a large number of headquarters enterprises, high-end scientific research institutions and innovative talents has made Beijing an important hub for the allocation of global high-end factor resources, and an important window and test platform for the country to connect with international high-standard economic and w88 rules. Facing the "15th Five-Year Plan" period, Beijing's exemplary and leading role in the country's high-level opening up can show greater achievements. By giving full play to the three major advantages of institutional innovation, platform aggregation and service industry opening, Beijing will surely become an important demonstration window for the country's high-level opening-up, lead new practices of institutional opening-up, create a new highland for the agglomeration of global factors, and cultivate new momentum for an open economy.
