Researcher Huang Baoyin, Secretary of the Party Committee of the w88 casino and Dean of the Research Institute of the World's Important Education Center, was invited to attend the second plenary session. The theme: Inclusive Evaluation: How Multiple Perspectives Promote Equity and Sustainability in the Accountability System.

Based on his long-term work experience and research in university, postgraduate education and discipline evaluation, Secretary Huang Baoyin pointed out in his speech that he raised and studied the issue of "inclusive evaluation" in universities a few years ago. Inclusive evaluation is particularly important, reflecting diversity, uniqueness, and richness. The purpose of inclusive evaluation is to reflect the actual characteristics of diversity and promote inclusive personality development. Each country, nation, region and group has different historical stages, different development status and different development demands. Inclusive evaluation is to reflect the actual situation more truly, embody respect and differences, and promote the full development of individuals. There are several aspects of inclusive evaluation that are important. One is value orientation. Why and what is the purpose of evaluation? By what value standard should we measure it? The second is policy-driven. The government plays a very important role in inclusive development, especially the long-term, systematic and coordinated development of higher education. The third is resource allocation. There must be resource allocation that matches the value orientation, and actions and goals must be consistent. The fourth is methods and methods, which require the unity of diversity and subjectivity.
Secretary Huang Baoyin took China’s higher education as an example and emphasized that China’s higher education is people-centered education and has achieved inclusive, harmonious, leap-forward, and sustainable development over the years. China continues to increase its higher education supply capacity, continuously increases the number of higher education institutions, continues to expand higher education enrollment opportunities, and has built the largest education system in the world. The gross enrollment rate of higher education in China has increased to more than 60%, and the proportion of national fiscal education expenditures in GDP has remained above 4% for more than ten consecutive years. China continues to adapt to the needs of economic and social development, intensify efforts to adjust majors, and promote better employment for students. Vigorously develop higher vocational education and cultivate more skilled talents. Actively promote the national education digitalization strategic action and provide services and platforms for a learning society and lifelong development. At the same time, we will continue to optimize the allocation of educational resources, increase policy adjustments, and promote equal access to regional urban and rural areas. In particular, we will increase the construction of a national scholarship system so that children in underdeveloped areas in the central and western regions will not lose schooling opportunities due to family financial difficulties. The development practices and achievements of China's higher education fully reflect the optimal combination of value orientation, policy drive and resource allocation. Therefore, any evaluation should reflect and be conducive to the inclusive development of higher education in the world.

In the communication session, Secretary Huang Baoyin pointed out that the selection of evaluation indicators and weights directly affects the evaluation results. In the era of big data and digital economy, the international community needs to form a consensus on inclusive values and embody the spirit of promoting common development and fair order. Cooperation between all parties should be strengthened, including giving full play to the role of universities, professional institutions, experts and scholars, and international organizations. They can learn from each other and inspire each other in terms of evaluation subjects, evaluation methods, and evaluation tools. Secretary Huang Baoyin's speech aroused positive responses from the participants, and Chinese and foreign guests responded with warm applause. In subsequent speeches, foreign guests such as the African Assessment and Results Center spoke highly of China's innovation in assessment concepts, practices and great achievements in various fields such as higher education, and expressed their willingness to work with China to contribute to the realization of the United Nations' 2030 Sustainable Development Goals.
During the conference, Zhang Haisen, deputy dean of the w88 casino of International Development Cooperation, participated in a parallel meeting on the theme: Building a Strong Evidence Base through Cooperation - Global Partnership, and shared the results of the Sino-German joint research on effective development cooperation - systematic monitoring and evaluation, emphasizing that tripartite cooperation is a new way to improve global cooperation in evaluation capabilities.
