In China, New Energy Generation actively promotes youth groups to participate in activities in the fields of climate change and renewable energy through small-amount funding projects; and through practical actions, it has accumulated first-hand on-site data on the impact of fossil energy use on the climate and environmentSolar generation19137_19153 2004) and the United Nations Climate Change Conference in Montreal (COP11), convey the voice of young people to politicians and mobilize them to participate in joint international youth actions.

Our climate, our challenges, our future——2005Montreal International Youth Declaration

2005Year11month28Sunday, Montreal)

We, today’s youth and future leaders, face the unprecedented challenge of global climate change. Saving the earth is our unshirkable responsibility. Looking back at the arduous and complicated compromise and negotiation process, we are worried about the increasingly serious global environmental crisis. We work closely with people in vulnerable communities, including low-income, marginalized and local people, and those living in ecologically fragile areas who are more vulnerable to the impacts of climate change. We, as stewards of the planet, fight for the right of all future generations to inherit a healthy planet. We hereby solemnly declare - beyond Kyoto, the responsibility lies with me!

We promise

Global youth pledge to protect the climate, and we will promote community participation in actions that encourage respect for nature, cultural diversity, indigenous rights and traditional knowledge. We will support clean energy through our consumption choices. We will engage at a wider national and international level and encourage wider participation on behalf of young people.

We request

We inherit the previous Youth Declaration and continue to demand the provision of permanent institutional arrangements and funding guarantees for youth representatives to participate in the global climate negotiation process at the 12th Conference of the Parties.

Based on existing scientific knowledge, we require developed countries to comply with at least2020Decrease30%,2050yearly decrease80% emissions reduction target. Additionally, it must be in2008Years ago, the agreement should include additional support for developing countries to reduce carbon emissions, and part of the funds should come from default penalties on developed countries.

Flexible mechanisms should be supplementary measures for domestic emission reductions, rather than alternatives, which requires that the main emission reduction tasks still need to be achieved domestically. At the same time, supplementary requirements, oversight and transparency requirements for project-based flexible mechanisms should not be abandoned. Local communities must be involved during project implementation.

We demand that the government switch to renewable energy with less environmental impact and resolutely eliminate subsidies for fossil energy. Human rights and social justice must be taken into account in fossil energy replacement. Projects for nuclear power, large-scale hydropower and waste incineration do not contribute to sustainable development. Carbon sequestration is a last resort for mitigating climate change.

Adaptive selection should be paralleled by emissions reduction efforts. The most vulnerable countries with the lowest adaptive capacity urgently need more resources, especially funding to support improved adaptation. Plans for human adaptation options and appropriate ecological management techniques must be integrated into national policies.

Ensure food and water security to avoid conflicts caused by climate change. Assistance must be provided to environmental refugees.

We urge the government to update urban planning policies, promote green buildings, integrate public transportation systems, and encourage non-motorized modes of transportation.

Standards for transportation energy efficiency must be raised. Aviation and maritime emissions should be reduced through mandatory targets.

We hope that the government will integrate education for sustainable development based on a multidisciplinary approach into the education system, including courses on climate change.

Our vision

We respect past and future generations and recognize that humans are part of the Earth's ecosystem. The well-being of humans and ecosystems should transcend purely economic considerations, as economies depend on ecosystems. Technology itself is not the answer, and we cannot continue those unsustainable habits. We value community, culture and life beyond superficial consumption.

Every community has insights into its own environment and is the best creator of mitigation and adaptation measures. We support businesses taking the initiative to help us realize our vision. The government's responsibility is to serve the people and should take precedence over businesses.

Addressing climate change must ensure human rights to a healthy environment and the environment's own right to health. It should also ensure fairness to current and future generations. Education should promote sustainability within cultural diversity. A low-carbon economy is not a low-employment economy.

We expect that all members of society not only have the right but also the means to influence the world around them, a world that is sustainable, equitable and just.

As youth, we have the right to improve the world we live in. We are already finding ways to realize our vision in our own lives and communities, and we ask our leaders to do the same.

The era of competition has passed, and the era of cooperation has arrived! United to fight climate change.
