The Third Plenary Session of the 20th CPC Central Committee further pointed out that "actively align with international high-standard economic and w88 rules." The 20th National Congress of the Communist Party of China emphasized the need to steadily expand institutional opening up such as rules, regulations, management, and standards, pointing out the way forward for my country's high-level opening up to the outside world in the new stage of development. Steadily expanding institutional opening-up is an important strategic decision to comply with the new trend of my country's opening-up and high-quality economic development. It is a key move to respond to changes in the international situation and promote reform and opening-up to open up new prospects.
Institutional openness is an inevitable choice in response to the global economic situation. Recently, the U.S. government has introduced a "reciprocal tariff" policy in an attempt to gain a favorable position in international w88 by unilaterally imposing additional tariffs. In essence, this is an act of unilateralism and protectionism concocted to shift internal contradictions under the predicament of the hollowing out of American industry. This kind of zero-sum game thinking not only harms the interests of local American producers and consumers, but also affects the long-term stability of the world economy. Institutional openness is an important way to actively participate in global governance. With the development of economic globalization, China and other emerging economies have gradually emerged and become a force that cannot be ignored in the international community, and their voice in the global governance system has gradually increased. This change is manifested in the transformation of global governance methods, from the dominance of Western developed countries to global joint governance. Institutional openness is an important way for my country to actively participate in global governance. Governance rules are one of the important contents of global governance. Institutional opening up can promote my country to better benchmark international high-standard economic and w88 rules, continue to promote institutional innovation and institutional supply, thereby better participating in global governance and enhancing my country's voice in global governance.
Institutional openness is an important path to achieve high-quality development. Our country's domestic economy is in a critical period of transformation and development. From the perspective of the new development pattern, smooth international circulation and domestic circulation are still inevitable requirements for high-quality economic development. At present, there are still many blocking points in the domestic and international dual circulation process, especially some artificial institutional obstacles that hinder the free flow of factors in the dual circulation. Institutional opening up helps my country optimize the supply and demand structure and build a new development pattern, and is an inevitable requirement for achieving high-quality development. By studying advanced international rules, regulations, management, and standards, my country is forced to further comprehensively deepen reforms, enhance institutional advantages, remove obstacles that hinder the optimal allocation of production factors in many fields, introduce key factors and improve resource allocation efficiency, and promote the optimization and upgrading of the supply structure.
Steady expansion of institutional opening-up has become the focus of building a high-level opening-up system
Steady expansion of institutional opening-up not only requires internally to further comprehensively deepen reforms, but also externally requires the integration of high-standard international economic and w88 rules, active participation in global governance, and promotion of institutional innovation and institutional supply. According to the Central Economic Work Conference's deployment of economic work in 2025, it is necessary to steadily expand institutional opening up. From an internal perspective, it is necessary to improve the basic system of the market economy and build a unified national market; from an external perspective, it is necessary to actively promote high-quality joint construction of the "Belt and Road", actively align with international high-standard economic and w88 rules, and promote the construction of free w88 pilot zones.
Improve the basic system of market economy and build a unified national market. Opening up and reform are closely linked and mutually reinforcing, a dialectical and unified relationship, and opening up should be used to promote reform. Institutional openness has gradually expanded from "border" opening to "behind-border" opening, that is, it has shifted from solving the problem of whether entry can and whether entry is convenient to the issue of whether domestic policies, systems and rules are more transparent, unified and fair. In order to better promote institutional opening up, we need to further improve the basic system of the market economy and build a unified national market. First, we must improve the property rights system and establish an efficient comprehensive management system for intellectual property rights. The property rights system is the basic system that protects all types of economic entities from competing in the market. It is necessary to protect the property rights of all types of economic entities, especially the non-public economy, and promote the sustainable and healthy development of all types of ownership economies. Secondly, it is necessary to improve the market access system, establish unified national market access rules, and remove local protection and market barriers. Standardize local regulations and systems for investment promotion, and break various market blockades and local protections. Thirdly, it is necessary to deepen the market-oriented reform of factors, promote the free flow of factors, and optimize resource allocation. For a long time, in the development process of my country's market system, the market-oriented reform of land, labor, capital and other factors has been relatively lagging behind, and there have been many weaknesses. Therefore, for traditional production factors such as capital and labor and emerging production factors such as data, it is necessary to accelerate the rational allocation and efficient utilization of various production factors, break the institutional barriers to the free flow of factors, and prevent administrative power from improperly intervening in the market. Finally, the market supervision system must be improved. Market supervision is the institutional guarantee for building a unified national market. On the one hand, a unified national regulatory code framework is established, the standards and rules that must be followed in market supervision are disclosed to the public in accordance with the law, and a stable, fair, transparent and predictable regulatory environment is created for the market; on the other hand, national unified enforcement rules are built to strengthen departmental coordination, strengthen regional collaboration, and improve law enforcement effectiveness.
Promote institutional openness based on the joint construction of the “Belt and Road”. The core concept of the current international system and order is multilateralism. High-quality joint construction of the "Belt and Road" is the upgrade and deepening of my country's opening-up strategy in the new era. To strengthen the design of the institutional system for opening up to the outside world, we must accelerate the construction of an institutional system and regulatory model that is consistent with internationally accepted rules, regulations, management, and standards, and implement high-level w88 and investment facilitation policies. Since my country proposed the Belt and Road Initiative, it has signed more than 230 cooperation documents with more than 150 countries and more than 30 international organizations. In the future, my country will continue to expand institutional opening-up based on the high-quality Belt and Road Initiative. Based on the principle of "co-consultation, co-construction, and sharing", promote bilateral and multilateral cooperation with countries co-building the "Belt and Road", strengthen the docking of strategies, plans, and mechanisms, strengthen the connectivity of policies, rules, and standards, jointly establish coordinated and unified institutional standards, and form unified technology, investment, and w88 rules and standards.
Proactively align with international high-standard economic and w88 rules. At present, my country has basically achieved international integration in traditional fields such as commodities, services, and investment, but the level of liberalization and facilitation still needs to be improved. There is still a big gap with developed economies in emerging areas of opening up such as digital w88 and cross-border talent flows, and there is a big gap with developed economies in major "post-border" policy areas such as intellectual property protection and state-owned enterprises. Therefore, what my country needs to continue to promote is: first, continue to deepen the integration of rules and standards in traditional fields with developed economies. Continue to reduce tariffs on manufactured goods; promote the foreign investment access list in education, culture and other fields, actively implement the foreign investment law; adopt a registration system for foreign investment by non-state-owned capital. Second, seize the opportunity to apply to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA), compare with international high-standard rules in emerging fields, promote its own development to be in line with the international frontier, and enhance its competitiveness and adaptability in the global economic landscape. CPTPP and DEPA represent international high-level economic and w88 rules and digital economic rules. They must actively benchmark their rules and standards in emerging fields such as digital w88, intellectual property rights, and transparency, integrate into the global governance system, and enhance my country’s international voice. Third, in major "post-border" areas such as intellectual property protection and state-owned enterprises, it is necessary to rationally abandon them. We must not only consider the reasonable factors for our country to connect with international standards, but also carry out institutional innovation to make up for the flaws and deficiencies of international standards. For example, in terms of intellectual property protection, it is necessary to improve the top-level design and align with the high standards of developed economies in specific rule areas.
Promote the construction of free w88 pilot zones and strengthen the function of institutional innovation. The free w88 pilot zone is an important carrier for expanding institutional openness, and its key task is institutional innovation. It is an important strategic high ground for my country to benchmark international high-standard economic and w88 rules and provide institutional supply to the outside world. As of the end of 2024, my country has established 22 free w88 pilot zones, forming a strategic pattern of "two-way mutual assistance between the East and the West". In the future, we must proactively promote the development of the free w88 pilot zone and steadily play its role in "institutional innovation." First, strengthen the synergy and supporting nature of institutional innovation in the pilot free w88 zone. When carrying out institutional innovation in key areas of the industrial chain, the compatibility of various policies and systems should be improved so that the policies and systems can form synergy and promote coordinated development in various fields. Second, improve the top-level design of the pilot free w88 zone. It is necessary to actively promote the institutional reform and innovation of free w88 pilot zones in different regions according to their own characteristics and give full play to institutional spillover effects. At the same time, it is necessary to coordinate the institutional innovation of the free w88 pilot zone, actively promote institutional innovation in w88, investment, finance and other fields, and avoid excessive innovation in a certain field and overall imbalance. Third, relax the institutional reform authority of the free w88 pilot zone. Institutional innovation is a process of continuous trial and error. It is necessary to not only give the pilot free w88 zones greater autonomy in reform, but also to build an error-tolerant and error-correcting mechanism, formulate supporting detailed rules and standards, and provide operable procedures.
In the process of actively promoting institutional opening up, the Henan Pilot Free w88 Zone should proceed from the strategic positioning of “two systems, one hub”, strengthen institutional innovation, and create a new highland for institutional opening up in Henan. On the one hand, based on its own reality, it actively learns from the replicable and popularizable institutional innovation achievements of other free w88 pilot zones across the country. As of April 1, 2025, the Henan Pilot Free w88 Zone has promoted a total of 25 institutional achievements nationwide and 101 institutional achievements throughout the province. The institutional innovation achievements are rich, covering commercial system reform, cross-border e-commerce and other institutional innovation achievements. However, there is insufficient institutional innovation in new business areas such as high-end and cutting-edge industries. We should actively learn from the institutional innovation results of other free w88 pilot zones and give full play to institutional spillover effects. On the other hand, we should promote the formation of systematic and integrated reform experience to avoid fragmentation. At present, the Henan Pilot Free w88 Zone covers three major areas: Zhengzhou, Kaifeng, and Luoyang. The Zhengzhou area focuses on developing advanced manufacturing, modern service industries, and innovating systems and mechanisms to create a logistics center and play the role of a transportation hub; the Kaifeng area focuses on developing the service industry, enhancing international cooperative w88 capabilities, and promoting the integrated development of culture and tourism; the Luoyang area focuses on developing high-end manufacturing and modern service industries, improving industrial capabilities, creating an intelligent manufacturing demonstration area, and promoting the construction of a civilization inheritance and innovation area. In the future, it is necessary to not only take advantage of the factor endowments and strategic positioning of different areas, give full play to the advantages of different areas, carry out differentiated institutional innovation, but also strengthen the collaborative innovation of the three major areas to form a systematic and integrated reform experience.
