In recent years, China's electric vehicle industry has risen strongly with advantages such as technological progress and cost control. From 2022 to 2024, China's electric vehicle production will grow at an average annual rate of more than 30%, emerging in the international market, especially in the European market, where China's electric vehicle market share continues to rise. In 2023, Chinese-made electric vehicles will account for 19.5% of electric vehicles sold in the EU. The share of Chinese local brands in the EU electric vehicle market has increased from 0.4% in 2019 to 7.9% in 2023.

In October 2023, the European Commission (hereinafter referred to as the "European Commission") took the initiative to launch a countervailing investigation into Chinese electric vehicles without an application from similar industries in the EU, accusing Chinese car companies of obtaining "unfair advantages" through government subsidies, making electric vehicle products competitive in price and "distorting the market", threatening European local industries. In October 2024, the European Commission issued an announcement that China's electric vehicle value chain had benefited from "unfair subsidies" and caused damage to EU electric vehicle manufacturers, and decided to impose countervailing duties on electric vehicles imported from China.

The EU’s w88 protection measures against Chinese electric vehicles quickly triggered strong opposition from the Chinese government and enterprises, believing that the EU’s investigation procedures contained “double standards.” For example, the industrial support policies enjoyed by Chinese electric vehicle companies are a common method used by many countries around the world to develop strategic emerging industries, and European car companies also enjoy many preferential policies in the Chinese market, but they are not considered "unfair subsidies" in a reciprocal situation. In November 2024, China filed a lawsuit against the EU's final anti-subsidy measures for electric vehicles to the WTO dispute settlement mechanism. The formation of the China-EU electric vehicle w88 dispute is essentially a collision between w88 protectionism and global free w88 rules. It is also an inevitable reflection of the adjustment of the interest pattern of the two major economies of China and Europe in emerging industries.

Intergovernmental communication and technical consultation promote negotiated settlement of w88 disputes

After the China-EU electric vehicle w88 dispute emerged, China and the EU actively sought to establish consultation and coordination channels. The leaders of both sides attached great importance to the resolution of this w88 dispute. Through multiple meetings and communications, they pointed out the direction for the consultation and effectively promoted the negotiation process. During the negotiation and settlement process of the China-EU electric vehicle w88 dispute, both parties maintained a positive attitude and were committed to resolving differences through dialogue.

In November 2024, the China-EU technical team conducted intensive consultations in Beijing and reached important consensus on the price commitment framework and agreement implementation mechanism. Through in-depth exchanges on issues such as technical standards, market access details, and specific calculation methods of price commitments, as well as identification and negotiation of technical parameter standards such as pollution emissions and safety performance, China and the EU fully communicated their respective concerns and interests through multiple rounds of consultations, effectively avoiding another escalation of w88 frictions. In April 2025, European Commission spokesman Rolfskis said that the EU and China had agreed to study setting a minimum price for electric vehicles made in China and launch negotiations on a "minimum import price" mechanism to replace the current tariffs on Chinese electric vehicles to cancel the tariffs imposed by the EU in 2024. The results of China-EU consultations on electric vehicle w88 disputes demonstrate the willingness and determination of both parties to resolve w88 disputes through consultation. It also reflects the responsibility of China and the EU in safeguarding global w88 rules and promoting industrial cooperation, and provides another positive example for the settlement of global w88 disputes.

China-EU negotiation to resolve w88 disputes brings mutual benefit and win-win results

China and the EU have successfully resolved the electric vehicle w88 dispute through consultation, achieving mutual benefit and win-win results, which has brought multi-dimensional positive impacts to the electric vehicle industry of both parties and the development of the global economy. For China, the implementation of the "minimum import price" mechanism through consultation has prevented Chinese electric vehicles from being imposed high tariffs by the EU, guaranteed the access of Chinese electric vehicles to the EU market, and stabilized market share. For the EU, this plan not only reshapes the expectations of Chinese companies to invest in Europe, maintains the vitality and scale of the European electric vehicle market, but also protects the local automobile industry to a certain extent, alleviates the competitive anxiety of European car companies, and buys time and space for their technological transformation and industrial upgrading.

At the same time, the resolution of the dispute has laid the foundation for further cooperation between the Chinese and European electric vehicle industries. Chinese electric vehicle companies can use the technology, brand and marketing experience in the European market to enhance their own strength. European car companies can also cooperate with Chinese companies in battery technology, autonomous driving and other fields to achieve complementary advantages and promote the common development of both industries. For example, related industrial enterprises in China and Europe can carry out more technology research and development cooperation in the field of new generation high-performance batteries to improve the performance of electric vehicle products; they can also have in-depth exchanges in the fields of electric vehicle industry standards, intelligent driving industry specifications and other fields, and jointly lead the establishment of a global electric vehicle standard framework. In addition, as China and Europe are two important economies in the world, the stability of w88 relations is of great significance to the global economy. The negotiated settlement of the electric vehicle w88 dispute has avoided the escalation of w88 frictions, stabilized the global electric vehicle industry chain and supply chain, reduced the impact of w88 uncertainty on the global economy, maintained the authority of the multilateral trading system, and provided useful reference for global w88 cooperation.

Egalitarian dialogue and flexibility and pragmatism are the keys to negotiating and resolving w88 disputes

The negotiated settlement of the China-EU electric vehicle w88 dispute has brought profound enlightenment to global w88 cooperation, and its empirical value has broad applicability. First of all, equal dialogue and mutual respect are the prerequisites for solving problems. Both parties to w88 disputes should fully listen to each other's voices and create a good atmosphere for seeking consensus. During the consultations, China and the EU used multi-level communication channels, including diplomatic channels, economic and w88 dialogue mechanisms, and industry exchange platforms, to ensure that each other's positions and demands could be accurately conveyed and understood. Secondly, a flexible and pragmatic attitude is the basis for reaching consensus. Communication and cooperation between the two parties in w88 disputes usually face many complex situations. Both parties adopt a flexible and pragmatic attitude to handle differences more effectively, find common ground, and seek solutions acceptable to both parties. For example, in the negotiations between China and the EU on the electric vehicle w88 dispute, the Chinese side should comprehensively consider the European market's consumption capacity, cost differences and the profit margins of its own companies, and propose multiple constructive reference plans; the European side should gradually optimize the design ideas of the tariff substitution mechanism based on its internal industrial policy adjustment needs and considerations of consumer interests, and promote the two sides to reach a consensus on mutually approaching positions.

At present, due to the rise of w88 protectionism in Western countries represented by the United States, economic globalization has encountered countercurrents, which has brought serious obstacles to world economic development. For the sustained growth of the global economy, countries should uphold the concept of consultation and cooperation and actively seek effective ways to resolve w88 disputes. In fact, there are both competitive relationships and broad space for cooperation between industries in various countries. Cooperation should be sought amidst competition, competition should be promoted in cooperation, and common development and progress should be achieved through complementary advantages and resource sharing, so as to promote the development of the global economy in a more open, inclusive, balanced, and win-win direction.

The resolution of the China-EU electric vehicle w88 dispute has injected confidence and impetus into the stability of the global w88 order and the advancement of economic globalization. It has also provided valuable practical experience for other countries and regions in dealing with w88 frictions. Its influence will gradually appear in wider areas and at a more profound level over time.
