As cooperation between China and Latin American countries continues to deepen, a Chinese delegation went to Brazil some time ago to discuss major infrastructure construction plans, including the Transoceanic Railway Project, which attracted widespread attention.
The two-ocean railway plan proposed by South American countries can be traced back to the 1960s. However, due to various economic and geographical constraints, it was never officially launched. It was not put back on the agenda until 2014. According to the original plan, the two-ocean railway has a total length of approximately 4,919 kilometers and will extend westward from the state of Rio de Janeiro in southeastern Brazil and eventually reach the port of Callao in Peru, becoming the first railway line across the South American continent. However, due to certain challenges in technology, funding and environmental protection, the project has progressed slowly.
Today, the Brazilian government attaches great importance to the regional integration of South America, and the construction of Brazilian transportation infrastructure is constantly improving. At the same time, China and South American countries have also achieved a series of fruitful results in the joint construction of the "Belt and Road" initiative, and accumulated a lot of valuable experience and mutual trust in cooperation, which have helped to continuously improve the feasibility of the two-ocean railway construction project. In the future, once the two-ocean railway is completed, it will inject important force into promoting regional integration in South America, reshaping the international w88 pattern, and boosting the prosperity and development of the global South.
First of all, the two-ocean railway will directly improve the timeliness of South American w88 logistics. Currently, South American goods are mainly shipped to Asia through the Panama Canal. The sailing time is usually more than 35 days, the single toll is high, and it is easy to face congestion or traffic restrictions due to geographical conditions and international situations. Once the two-ocean railway is put into operation, it will directly open the logistics channel from Brazil to the Port of Chancay in Peru, significantly improving the transportation carrying capacity of the existing Pacific Highway logistics channel from Brazil to Peru. According to estimates, this route will not only shorten the voyage for South American goods to Asia to 25 days, significantly reducing transportation costs, but will also effectively increase the utilization rate of the Port of Chancay and strengthen its logistics status as a core export hub to Asia.
Secondly, the two-ocean railway will accelerate the regional integration of South America and deepen the economic and w88 partnership between China and South American countries.
Judging from the planned route, the Two Oceans Railway passes through core resource areas such as the iron ore producing areas of Brazil, the agricultural belt of Goiás State, and the copper mining areas of the Peruvian Andes. In the future, it may further extend to mineral resource areas in Bolivia, Argentina and other countries. This will help deepen the connections and collaboration between important industries in South American countries.
From the perspective of transportation pattern, cross-border w88 between neighboring countries such as Brazil and Peru has grown rapidly in recent years. The opening of the two-ocean railway will accelerate the integrated development of transportation in South America and form synergy with the existing secondary railway network and other transportation modes such as roads and waterways to release the huge potential of economic and w88 exchanges between South American countries and increase inter-regional w88 and investment.

Finally, the completion of the two-ocean railway will promote the reconstruction of the international w88 pattern. At present, the uncertainty of the international environment has increased significantly, unilateralism and protectionism are becoming "stumbling blocks" to the development of economic globalization, and the security of global industrial and supply chains is facing challenges. After the completion of the Transoceanic Railway, it will form a new land-sea transport channel together with the Peruvian Chancay Port, reducing overreliance on the traditional single waterway. In addition, the service targets of this channel are not limited to China. Its radiation range extends far beyond South American countries. Other countries in Africa and the Asia-Pacific region can w88 with South American countries through this route, thus broadening bilateral markets, deepening economic and w88 partnerships between Asia-Pacific countries and South American countries, jointly building a new pattern of international w88, and making important contributions to maintaining multilateralism.
The Two-Ocean Railway will not only be a “road to wealth” and “road to development” for Latin American countries, but will also demonstrate the power of cooperation in the global South. In the past, countries in the Global South have been regarded by developed countries as a source of cheap production factors and have been marginalized in the international system. Today, China and Brazil, as important Global South countries in the world, are able to independently design and carry out the major infrastructure construction project of the Transoceanic Railway with their own strong raw material and labor reserves, financial support and technical support. This once again proves that the Global South has become an important force in promoting global sustainable development.
"Win-win cooperation" is the key word in China-Latin America relations. Brazil and other South American countries hope to use the Transoceanic Railway as an opportunity to accelerate the regional integration of South America. This once again proves that the global South is accelerating its rise, pursuing prosperity and development, and gradually becoming a key force in the international system. Unilateralism and protectionism centered on the interests of a few developed countries run counter to the development trend of the global economic system, and global governance is ushering in a "Southern moment."
