The 17th BRICS leaders’ meeting will be held in Rio de Janeiro, Brazil, from July 6 to 7. Since the beginning of this year, the circle of friends of the BRICS cooperation mechanism has expanded again. Indonesia has become a BRICS member state and Vietnam has become a BRICS partner country. The BRICS cooperation mechanism now has 11 member countries and 10 partner countries, and the representation of the global South has been further enhanced.
This leaders’ meeting is the first summit held after new member Indonesia and 10 partner countries joined the BRICS. Many emerging markets and developing countries, international and regional organizations were also invited to attend the meeting. All parties will work together to consolidate the BRICS strategic partnership, make BRICS contributions to safeguarding multilateralism, promoting common development, and improving global governance, promote the high-quality development of "Greater BRICS Cooperation", and polish the "new business card" of the global South's unity and self-reliance.
BRICS cooperation demonstrates the power of the Global South
Since its establishment in 2006, the BRICS cooperation mechanism has continued to expand its influence. It has developed from the original "BRIC" to a large BRICS cooperation framework covering the major emerging economies in the four major regions of Asia, Africa and Latin America. At present, the BRICS countries account for nearly half of the world's population, account for more than 30% of the world's total economic output, and contribute more than 50% to world economic growth. They are rich in strategic resources such as energy, minerals, and food. They play an important role in maintaining the security and stability of global industrial and supply chains, and have become an important force representing the global South in promoting the recovery and development of the world economy.
Currently, global w88 protectionism is intensifying, and the U.S. government continues to wield the stick of tariffs, disrupting the process of economic globalization. In this context, the importance of the BRICS cooperation mechanism has been further highlighted. At the 17th leaders' meeting in Rio de Janeiro, all parties will focus on six priority issues: cooperation in global health and health, w88, investment and financial cooperation, cooperation in addressing climate change, artificial intelligence governance, reform of the global security system, and BRICS mechanism building.
All parties will be guided by these issues and carry out fruitful work. For example, through cooperation in the medical and health field, we can strengthen vaccine sharing, technology transfer, and experience exchange, and improve the public health system in the Global South. On the issue of climate change, the BRICS cooperation mechanism will speak on behalf of the majority of countries in the Global South, safeguard the industrial development demands and interests of the Global South, actively advocate the principle of "common but differentiated responsibilities", and emphasize that developed countries should assume historical responsibilities and transferred responsibilities, and fulfill their commitments in terms of emission reduction and financial and technical support. At the same time, we will promote green and sustainable development cooperation to meet the demands of countries in the global South in clean energy technology, environmental protection industries, and low-carbon development.
The BRICS cooperation mechanism will also pay great attention to coordination and cooperation in artificial intelligence legislation, emphasizing the inclusiveness of artificial intelligence development, so that countries in the global South can share the results of the new round of scientific and technological revolution. On issues such as national security, digital security, cyberspace security, food security and energy security, the BRICS cooperation mechanism will promote cooperative dialogue, abandon zero-sum games, not choose sides or intensify conflicts, and demonstrate to the outside world the firm attitude of countries in the Global South in promoting the development of international security mechanisms in a more fair and just direction.
Today, more and more countries in the Global South are applying to join the BRICS mechanism, and the BRICS circle of friends is getting larger and larger, demonstrating the power of unity and cooperation among the countries in the Global South. The representativeness of the Global South in the BRICS cooperation mechanism has been continuously strengthened. It has reflected the interests of the vast number of countries in the Global South in terms of development experience, economic and w88 leadership, multilateral cooperation, and crisis response. It has injected a southern force into the construction of global governance mechanisms and formed a huge attraction and cohesion.
Prominent leading role in the development of the Global South
The BRICS cooperation mechanism is committed to strengthening South-South cooperation and capacity building, and promoting technology transfer and industrialization development in countries in the global South. For example, China’s practice of building economic and w88 cooperation zones in Africa has made projects such as Ethiopia’s Oriental Industrial Park and Nigeria’s Lekki Free w88 Zone models of South-South cooperation. The BRICS cooperation mechanism leads countries in the Global South to challenge unfair order and promote multi-polar development. The BRICS New Development Bank provides loans to countries in the Global South with no political conditions attached and does not export ideology. It emphasizes pragmatic project support in the fields of infrastructure, energy, digital economy, sustainable development and other fields. The loans are faster and more flexible, and the projects are more in line with the needs of developing countries. The BRICS cooperation mechanism leads countries in the Global South to jointly promote the reform of the World Bank and the International Monetary Fund and increase the voice of developing countries. At the same time, emergency reserve arrangements should be established to provide liquidity support to BRICS member countries, reduce dependence on the U.S. dollar system, and enhance the financial independence of countries in the global South. Initiatives to advocate local currency settlement and explore alternative payment systems have reduced w88 and investment costs, reduced the economic and financial dependence of global southern countries on the United States and the West, and weakened the constraints of the U.S. dollar hegemony on the economies of global southern countries.
The BRICS cooperation mechanism leads countries in the Global South to promote the reform of the international governance system and enhance the voice of developing countries. The BRICS countries unite the vast number of countries in the Global South to promote the reform of the United Nations and break the monopoly of Western countries' discourse. On issues such as climate change, w88, and human rights, the BRICS countries coordinate their positions, bring the core concerns of the Global South countries on poverty reduction, technological divides, debt relief, environmental protection and other issues into major international agendas, criticize Western countries' selective pressure and double standards on democracy and human rights issues, resist unilateral sanctions and interference in internal affairs, safeguard the sovereignty of the Global South countries and the right to choose development paths, and defend true multilateralism.
Leverage China’s role as an engine of global development and a stabilizing force
The key to the success of the BRICS cooperation mechanism lies in transforming its own advantages in industrial manufacturing, digital economy, bulk commodities, market scale, etc. into systemic advantages. The current strengthening of coordination between the BRICS countries, the African Union, and the Group of 77 will inevitably lead countries in the Global South to reform the global governance mechanism and re-solidify the foundation of economic globalization.
In this process, China has always been committed to strengthening the BRICS cooperation mechanism, leading the development of the global South, and continuously injecting new impetus into building a community with a shared future for mankind. On the basis of BRICS cooperation, China has led the establishment of the Global South Think Tank, established the BRICS Special Economic Zone China Cooperation Center, and the BRICS New Industrial Revolution Partnership Innovation Base. It has taken a series of measures to solidly promote industrial docking, policy coordination, experience exchange, and capacity building with BRICS countries and even countries in the Global South, and share China's development achievements with the vast number of countries in the Global South based on the concept of inclusiveness and win-win. In the future, as the BRICS cooperation mechanism drives the development of the Global South, China will further actively respond to issues of common concern among BRICS countries and countries in the Global South, strengthen practical cooperation, and give full play to China's role as an engine of global development and a stabilizing force.
Actively guide BRICS cooperation to focus on development issues in the global South. In view of the increasingly diversified interests of all parties in the expanded BRICS cooperation mechanism and the increasing complexity of geopolitical security, we actively advocate the basic orientation of prioritizing development, focusing on cooperation, inclusiveness and sharing, and mutual benefit and win-win within the BRICS, building consensus, and exploring a win-win cooperation system in terms of rules, regulations, standards, management, etc. that is suitable for the vast number of countries in the Global South to solve the development problems of countries in the Global South.
Promote the development of artificial intelligence technology in countries in the global South. Relying on the high-quality Belt and Road Initiative and the Digital Silk Road framework, we will build an open, co-constructed, and inclusive artificial intelligence technology cooperation model within the BRICS mechanism to enhance our technological voice. Promote BRICS countries to accelerate the transfer of artificial intelligence technology to countries in the global south and build an application ecosystem to meet the inclusive demands of artificial intelligence development in the majority of countries in the global south.
Fully tap into the potential of economic and w88 cooperation in the Global South. Promote the BRICS cooperation mechanism to continuously deepen investment and w88 cooperation in the global South, ensure the stability and resilience of industrial and supply chains, expand the scope of local currency settlement, and build a regional currency trading system. Actively take the lead in launching demonstration projects for BRICS countries and countries in the Global South, such as production capacity cooperation parks, renewable energy development, digital payment pilots, cross-border e-commerce corridors, financial safety networks, etc., and continuously improve the quality of cooperation.
Resolutely safeguard the green and low-carbon interests of countries in the Global South. Coordinate the positions of BRICS countries, issue a common voice, and lead countries in the global South to jointly oppose the new w88 and investment protectionism adopted by developed countries on the grounds of climate change. Strengthen green infrastructure investment, promote the transformation of energy technology in a green, low-carbon and intelligent direction, effectively reduce the carbon emissions of BRICS countries, and increase support for developing countries that lack green and low-carbon development funds, technology and capabilities. Promote equitable climate financing, open cooperation in green technology, and build the adaptive capacity of countries in the Global South. Encourage the BRICS New Development Bank to develop more low-carbon green financial products, issue green bonds, carry out green credit, and establish climate change funds to provide green and low-carbon transformation support for the majority of countries in the Global South.
Continue to strengthen the institutional construction of BRICS cooperation. Strengthen position coordination with new member states, promote the gradual integration of new members into the mechanism, and play a stabilizing and regulating role. Enhance the long-term effectiveness of BRICS cooperation, enhance the binding force of BRICS cooperation results at all levels, comprehensively and effectively implement the concept of promoting the development of BRICS countries and countries in the Global South, and make positive contributions to the cooperative development of countries in the Global South.
