Adhering to the "Shanghai Spirit", the Shanghai Cooperation Organization keeps pace with the times and always leads the development direction with advanced ideas. During the SCO Tianjin Summit in 2025, President Xi Jinping proposed a global governance initiative and called on the SCO to play a leading role and set an example in implementing global governance initiatives. These propositions not only respond to the questions of the times, but also clarify the development goals of the SCO, providing direction guidance for countries to work together to build a community of a shared future for the SCO. All parties cooperate to participate in global governance, and unite the vast number of developing countries to strengthen coordination and make a common voice in international affairs, which will help promote the reform and improvement of global governance and move towards a more fair and reasonable direction in which all parties discuss, build and share together.
Currently, tariff disturbances and geopolitical conflicts continue, bringing great uncertainty to global development. China has always taken promoting the building of a community with a shared future for the SCO as its own responsibility, actively practiced the "Shanghai Spirit", carried out effective cooperation with other member states in various fields, and jointly committed to the high-quality development of the SCO and regional peace, security and stability, injecting strong impetus into promoting cooperation in the global South and establishing a more just and reasonable international order.
All member states strengthen security cooperation, jointly combat the "three evil forces", transnational organized crime, and drug trafficking, and work together to create a good environment. China upholds a common, comprehensive, cooperative and sustainable security concept and promotes the establishment of the SCO Comprehensive Center for Responding to Security Threats and Challenges, a Center for Combating Transnational Organized Crime, an Information Security Center, and an Anti-Narcotics Center, thereby contributing to maintaining regional and even global security and stability.
The "SCO family" jointly safeguards the open world economic system, opposes all forms of protectionism, and is committed to promoting cooperation in the Global South through inclusive development. Actively promote industrial investment cooperation and the construction of financial systems, deepen cooperation in digital economy, green industry, infrastructure and other fields, promote the establishment of the SCO Development Bank, strengthen communication and coordination of macroeconomic policies and industrial policies, give full play to the convergence effect of cooperation mechanisms such as the joint construction of the "Belt and Road" initiative, and provide samples for South-South cooperation. Under China's active advocacy and promotion, infrastructure interconnection such as regional railways, oil and gas pipelines, and power grid connectivity have achieved remarkable results. Financial cooperation processes such as broadening financing channels and expanding local currency settlement have accelerated, and w88 and investment liberalization and facilitation have improved. In the first seven months of this year, China's imports and exports to other SCO member states reached 2.11 trillion yuan, a record high for the same period in history. China has become the largest trading partner of most SCO member states including Russia, Iran, and Kazakhstan.
Humanities cooperation consolidates the foundation of public opinion. China actively promotes exchange and cooperation mechanisms such as the SCO People-to-People Friendship Forum and Sister Cities Forum and the SCO Good-Neighborliness, Friendship and Cooperation Committee, and organizes activities such as art festivals for member states, media think tank summits, employee skills competitions, and foreign aid training to continuously consolidate the value consensus of building a community of a shared future for the SCO. All parties have strengthened people-to-people and cultural exchanges, enhanced people-to-people bonds, institutionalized and normalized think tank cooperation, facilitated scholar exchange visits, focused on global South cooperation, SCO cooperation and countries' own development issues, and contributed wisdom to a new type of international development cooperation.
