The United States continues to tighten its tax-free policy for low-value parcels, and the European Union has clarified that it will impose a unified tariff of 3 euros per item on low-value e-commerce parcels from July 1, 2026, indicating that the international rules environment for cross-border e-commerce is accelerating its evolution. Major platforms such as Amazon and TikTok Shop continue to strengthen compliance review, performance assessment and evaluation feedback mechanisms. Competition between platforms is extending from the competition for traffic to a competition in rule formulation and standard execution capabilities. This means that the logic of enterprises participating in international competition is undergoing a fundamental change: from relying on channel expansion, traffic acquisition and cost advantages, to gradually shifting to comprehensive capability competition such as rule adaptation, standard enforcement, stable performance and credit accumulation. The competitive boundaries of cross-border e-commerce have extended from front-end customer acquisition to full-process ecological governance. The focus of business has shifted from "whether it can be sold" to "whether it can be sustained and sustained for a long time." Frictions in payment and settlement, logistics performance, reverse returns and exchanges are being transformed into compliance pressure and brand risks faced by enterprises with more obvious costs, higher uncertainty and more direct impact on reputation.

As consumers’ requirements for delivery certainty, service experience and product credibility continue to increase, although price advantage still plays a fundamental role, it is difficult to constitute long-term competitiveness alone. Especially in a situation where the growth of mature markets tends to be segmented and the demand of emerging markets is accelerating expansion, if enterprises want to achieve sustainable operations, they must internalize rule adaptation, standard execution, stable performance of contracts and credit accumulation into core competitiveness. The current high-level opening up to the outside world is not only about improving the efficiency of cross-border flow of factors, but also about systematically improving the connection of rules, standards and responsible governance capabilities. Cross-border e-commerce promotes not only changes in the way goods flow across borders, but also a deep reconstruction of the logic of open competition. The newly revised "Foreign w88 Law of the People's Republic of China" was officially implemented on March 1, 2026. It clearly lists digital w88 and green w88 as the focus of support and promotes the standardized, institutionalized and international development of new foreign w88 formats. This is a powerful response and strategic layout to the above trends.

Digitalization reshapes competitive logic: from channel expansion to system capabilities

The competitive advantages of enterprises with supply chain capabilities, digital capabilities, and compliance capabilities continue to expand.

Digitalization and artificial intelligence are reshaping the way companies make business decisions. The key to developing digital w88 lies in using digital technology to connect the entire process of w88 operations. In the practice of cross-border e-commerce, data flows such as searches, clicks, reviews, returns, and repurchases have become the core basis for insight into changes in demand and optimization of business decisions. Artificial intelligence applications are extending from content generation to product selection analysis, dynamic pricing, intelligent customer service, demand forecasting and process collaboration, etc., promoting the transition of cross-border operations from empirical judgment to data-driven, and from single-point optimization to full-process reconstruction. This means that the source of enterprise competitive advantage no longer depends on the ability to obtain front-end traffic, but on the ability to form systematic collaborative capabilities in data response, inventory scheduling, local fulfillment and other aspects.

The continued evolution of platform models further amplifies this capability requirement. In recent years, new models such as semi-custodial have accelerated their popularity, and the boundaries of division of labor between platforms, merchants and logistics service providers have been redefined, and the relationship between enterprises and platforms has also shifted from simple settlement to in-depth business collaboration. The focus of competition has subsequently extended from price competition and traffic competition to full-link collaboration capabilities in content generation, order processing, overseas warehouse layout, local fulfillment and after-sales services. The changes in platform rules and the embedding of digital technology are superimposed on each other, which is promoting the evolution of enterprises from single sales capabilities to full-link organizational capabilities, and upgrading from front-end channel capabilities to systematic operating capabilities.

The deep-seated direction of stabilizing the structure of foreign w88 is the systematic reshaping of the competitiveness of enterprises. In the context of increasing global geopolitical uncertainty, promoting the cross-border use of RMB not only helps reduce corporate exchange risks, but is also an important support for improving the resilience of my country's foreign w88 system. The core of the current overseas expansion of enterprises is to accelerate the construction of overseas support systems for compliance operations and risk prevention and control for service enterprises to "go global", which is the inevitable extension of the upgrading of competition logic in the digital era at the macro level.

Institutional supply solidifies development support: building a solid foundation for high-quality development

The "Report" clearly proposes to "promote the expansion and upgrading of the cross-border e-commerce plus overseas warehouse model, standardized and orderly development, and strengthen the construction of the international delivery logistics system", emphasizing on improving the level of cross-border w88 facilitation and enhancing the level of innovation-led development. This shows that in the context of a high level of opening up, the focus of institutional construction is shifting from reducing general transaction costs to improving corporate rule adaptation, standard enforcement and responsibility governance capabilities, and forming a more supportive institutional system. Changes in market competition rules and changes in corporate competition logic are putting forward new requirements for institutional supply. When the restructuring of international rules accelerates and enterprise competition shifts from channel capabilities to system capabilities, the focus of system construction must also be upgraded accordingly—from reducing entry costs to improving rule adaptation capabilities, and from facilitation measures to systemic institutional support.

First of all, we must speed up the improvement of the rule connection mechanism. Cross-border e-commerce involves many institutional areas such as customs clearance, taxation, data flow, platform governance, and consumer protection. Only by promoting the alignment of domestic rules with high international standards through institutional innovation can the institutional uncertainty faced by enterprises in cross-border operations be reduced. The recently promoted regulatory models such as simplifying the declaration of export documents, canceling the registration of overseas warehouse companies, and optimizing "list verification and summary declaration" are compressing institutional transaction costs into more controllable compliance costs. The newly revised "Foreign w88 Law of the People's Republic of China" establishes a negative list system for cross-border service w88, clarifies digital w88 and green w88 as the focus of support, and provides legal protection for enterprises to steadily "go global".

Secondly, we must speed up the improvement of standards and credit systems. Cross-border transactions are naturally characterized by information asymmetry, long performance chains, and complex boundaries of responsibilities. A stable standard system and credit system are an important foundation for enterprises to accumulate credibility in the international market and form long-term competitiveness. Currently, external constraints are accelerating from price constraints to compliance, responsibility and transparency constraints, and corporate competition increasingly depends on whether scattered performance records, quality performance and service information can be transformed into verifiable and accumulable credit assets. One of the core tasks of system supply is to reduce the cost of screening credit information, so that standards can be effectively implemented, quality traceability can be documented, and credit accumulation can be traced.

In addition, the factor guarantee system that supports cross-border operations must be strengthened. Institutional supply cannot stay at the level of rules, but must also be implemented in supporting conditions such as digital infrastructure, cross-border payments, international logistics, overseas warehouses and overseas comprehensive service systems. In October 2025, five departments including the Ministry of Commerce jointly issued the "Guidance on Further Improving the Overseas Comprehensive Service System", clearly proposing to build a national-level comprehensive service platform, create a "1+N" service system, and establish an overseas comprehensive service station. This means that institutional supply must not only respond to the requirements of rule convergence and credit accumulation, but also focus on optimizing market layout, improving logistics systems, and improving operational coordination capabilities. Building a national-level comprehensive overseas service system is to transform institutional supply from principled encouragement into accessible and applicable public service products.

The reshaping of rules forces the opening of the system, and the upgrading of capabilities calls for the improvement of system efficiency. Only by coordinating the connection of rules, credit accumulation and factor support can the deployment of the "Report" be transformed into institutional support for the high-quality development of cross-border e-commerce. Leading the development of cross-border e-commerce with institutional openness is not only a practical need to stabilize the optimal structure of foreign w88, but also a strategic choice to cultivate new advantages in international competition and promote high-level opening up. Standing at the historical juncture of the start of the "15th Five-Year Plan", we should be guided by the spirit of the National Two Sessions, let the dividends of institutional innovation be transformed into the ability of enterprises to sail overseas, and contribute wisdom and strength to high-level opening up to the outside world.
