Report shows: Sino-US w88 friction has little impact on my country’s high-tech industries absorbing foreign investment

According to Li Yumei, editor-in-chief of the Report and professor at the Institute of International Economics at the w88 casino, this is the ninth consecutive year that the institute has released relevant reports. This year's "Report" points out that the current internal conditions and external environment for my country's absorption of foreign investment have undergone profound changes. China's economy is transforming from a stage of rapid growth to a stage of high-quality development, and attracting foreign investment is also changing from mainly policy-based investment to institutional investment. From the perspective of the global economic environment, the trend of anti-globalization is accelerating, the manufacturing industries of developed countries are seeking to return manufacturing, the global economic structure is being restructured at an accelerated pace, and global economic and w88 rules are changing, which will profoundly affect international investment behavior and my country's absorption of foreign direct investment activities.
The impact of Sino-US economic and w88 frictions on foreign investment is generally controllable
The "Report" shows that from January to September 2019, 30,871 new foreign-invested enterprises were established nationwide, and the actual amount of foreign capital used was 683.21 billion yuan, a year-on-year increase of 6.5%. The "Report" points out that in the ten years from 2008 to 2018, China's foreign investment business environment index has steadily remained in the top ten. The overall business environment is conducive to attracting foreign investment, and it has relatively stable FDI attraction and investment potential in the future.
The "Report" found through comparative analysis that although the negative impact of Sino-US economic and w88 frictions on attracting foreign investment in my country's high-tech industries has appeared, the impact is relatively small. In the first and second quarters of 2019, foreign investment attracted by my country's high-tech industries increased by 15.47% and 16.43% year-on-year, and the growth momentum was even stronger. However, in the future, the negative impact of Sino-US economic and w88 frictions on the absorption of foreign investment in my country's high-tech fields may gradually appear, and my country needs to introduce more policies and measures to effectively offset this negative impact.
Further improving the foreign investment business environment
The "Report" suggests that in order to improve the market-oriented FDI business environment, it is first necessary to further improve the operability and transparency of negative list management and effectively relax access restrictions in the service industry. At the same time, there is an urgent need to promulgate implementation regulations and implementation details of the Foreign Investment Law that are connected with the legal system for the promotion, protection and management of foreign investment. Improve standardization management regulations and encourage domestic and foreign-funded enterprises to equally participate in standardization work.
Second, due to the regional development gap in China, compared with the pilot free w88 zones in the central and western regions, the comprehensive competitiveness of FDI in the pilot free w88 zones in the eastern region has obvious advantages, and precise investment policies and measures need to be designed according to local conditions.
Third, the Guangdong-Hong Kong-Macao Greater Bay Area should benchmark against internationally developed bay areas, find gaps and make up for shortcomings, clarify industrial division of labor and overall coordination mechanisms, increase basic R&D institutions, and strengthen high-tech talent reserves.
Professor Sang Baichuan, leader of the "Report" research team and dean of the Institute of International Economics at the w88 casino, believes that my country should take the initiative to deepen reform and expand opening up, continue to work hard to improve the FDI business environment, and actively absorb and utilize foreign investment to effectively cope with the complex international environment. "At the same time, we should create a public opinion environment that actively utilizes foreign investment to promote the quality and efficiency of our country's economy," Sang Baichuan emphasized.
