Promote high-quality development of China’s economy

In order to deeply summarize my country’s reform and development experience in recent years, study major situations and issues in important fields in the future, build broad consensus and put forward relevant policy recommendations in a targeted manner, the third China Economic Development High-Level Forum was held in Beijing on January 12. Experts attending the meeting conducted discussions on topics such as the opportunities and challenges of rising to the mid-to-high end of global value and high-quality development, reconstructing w88 competitive advantages, green development and China's energy strategy, and the discipline construction and research of socialist economics with Chinese characteristics.

As theoretical workers, in addition to observing changes in the fiscal policy phenomenon, we must also abstract it and make high-level theoretical generalizations. Specifically, the perspective from which we analyze and study the economic situation and economic policies must move from the relatively single perspective in the past to diversification: in the analysis of the economic situation, we must be compatible with cyclical changes and trend changes; we must be compatible with aggregate changes and structural changes; in the layout of economic policies, we must have the dimension of expanding aggregate demand and adjusting the economic structure; we must consider both the scale and growth rate of GDP, and the quality and effectiveness of GDP.

In this context, how to formulate policies suitable for my country's national conditions, timely adjust the opening-up strategy and opening priorities, improve the level of opening-up, and grasp and respond to the opportunities and challenges brought about by globalization are important issues that every expert and scholar needs to discuss in depth.

Hong Yinxing, former Party Secretary of Nanjing University, believes that the traditional main way to integrate into the global industrial chain is to rely on comparative advantages. Anti-globalization has brought challenges to this traditional integration method. Therefore, new ways of integrating into the global industrial chain should be explored. Specifically, our country must deploy an innovation chain around the industrial chain, deploy innovation on the industrial chain, actively improve the basic industrial capabilities and the modernization level of the industrial chain, and truly implement scientific and technological innovation into industrial development. To deploy an innovation chain around the industrial chain, we must make it clear that core technologies are important to the country, solve the connection problem between technological innovation and industrial innovation, and promote the construction of an innovation chain through deep integration of industry, academia, and research.

Development is the foundation and key to solving all problems in our country. According to Pang Jinju, a professor at Nankai University, high-quality economic development is development that meets the people's needs for a better life and is shared. It is development that innovates and improves efficiency. It is development that is proportional, structurally coordinated, and optimized in economic development methods. It is development that harmoniously coexists with nature, and it is also open development. To achieve the "Two Centenary Goals", we must ensure high-quality economic development. To achieve high-quality economic development, we must unswervingly implement the new development concept and adhere to the people-centered approach to co-construction and shared development; build a modern economic system to ensure high-quality development; strive to promote scientific and technological innovation and accelerate the construction of an innovative country; deepen supply-side structural reform; implement proactive fiscal policies and prudent monetary policies, continue to implement macro-policy adjustments in depth; continue to comprehensively deepen reforms, expand opening up, give full play to institutional advantages, and promote the modernization of the national governance system and governance capabilities.
