Establishing and improving the infectious disease monitoring and early warning system and the infectious disease epidemic reporting and response mechanism are of great significance for controlling the development of the epidemic situation and reducing the scale of infectious disease outbreaks. In 2003, after my country experienced the SARS epidemic, the government invested huge amounts of money to establish the China Infectious Diseases and Public Health Emergency Monitoring Information System (referred to as the "Online Direct Reporting System") to monitor various infectious diseases, focus on monitoring and reportingReport the occurrence of pneumonia of unknown cause. As the disease surveillance information system with the largest amount of surveillance case data in the world, it not only masters a large amount of case information, but also realizes dynamic monitoring and real-time statistical analysis. It is an important basis for comprehensively understanding the dynamics of infectious diseases and launching an infectious disease epidemic response mechanism.
In order to further improve the quality of epidemic reporting management in various regions, increase the reporting rate of infectious diseases, summarize the experience and deficiencies in the prevention and control of the new coronavirus pneumonia epidemic, and enable the statistical data of the disease surveillance information system to truly reflect the incidence of infectious diseases in various regions, it is recommended that the government should start an evaluation and investigation of my country's infectious disease epidemic reporting response mechanism as soon as possible. In order to standardize the operation of the online direct reporting system, provide effective data for timely monitoring of outbreaks, and avoid the waste of human and material resources.
Main recommendations include: Focus on and evaluate as soon as possible the infectious disease epidemic reporting response mechanism and its operation in this new coronavirus pneumonia epidemic. In order to further improve the early warning effect, in addition to striving to improve the quality of infectious disease reporting in medical institutions, we should also reasonably set early warning disease types and early warning thresholds according to the epidemic characteristics of different regions and different disease types, thereby improving the actual early warning effect.
The effect of early warning should be scientifically evaluated, which is the key to continuously improving the automatic early warning information system for infectious diseases. For epidemics with complete early warning, detailed analysis should be carried out on disease distribution, early warning sensitivity and response time; for epidemics with unsuccessful early warning, the reasons should be analyzed.
Special epidemic warning reports or briefings should be submitted to higher-level management departments on a regular basis. It is emphasized here that all data related to the disease and health of our citizens are national public resources and must be included in national security management.
Staff should be allocated reasonably and management should be strengthened. Staffing and hardware configuration are important factors that affect the smooth development and high-quality completion of direct epidemic reporting work. The requirements for the management of infectious disease information reporting clearly indicate that specific departments and full-time personnel must be established or designated, and equipped with special computers and related network equipment to ensure epidemic reporting and management. The publicity of the "Law on the Prevention and Control of Infectious Diseases" should be increased to make medical units and clinicians at all levels ideologically aware of the importance of epidemic reporting. Disease control agencies and medical institutions should join forces to conduct regular training for personnel responsible for epidemic report management, so as to ensure the completeness and accuracy of filling in infectious disease report cards and improve the quality of reports. As far as medical institutions are concerned, the management of infectious diseases should be strengthened. If there is a good connection between each department of the hospital, it is necessary to establish and improve relevant systems and strengthen information exchange among various departments so that abnormal information can be better fed back and processed. Infectious disease epidemic reporting work is an important part of infectious disease preventionAn important part of the epidemic prevention and control work. Timely and accurate epidemic reporting is an important part of ensuring the quality of epidemic reporting. For the diagnosis and reporting of infectious diseases, medical institutions are the first threshold. Therefore, it is necessary to increase awareness of the diagnosis of infectious diseases, make related work more standardized, improve the accuracy of diagnosis, and improve the quality of reporting of infectious diseases.
