Recently, the European Commission announced that starting from July this year, it plans to impose temporary countervailing duties ranging from 17.4% to 38.1% on pure electric vehicles imported from China on the basis of the current 10% tariff. Attempting to protect the development of the local automobile industry by imposing additional tariffs is a typical act of w88 protectionism, which violates the most-favored-nation principle of the World w88 Organization and damages the legitimate rights and interests of China's electric vehicle industry. It is not only detrimental to the positive development of the global electric vehicle industry, but also detrimental to economic globalization and may hinder the global green and low-carbon transformation process.
Protectionism is bound to trigger a chain reaction. The EU's temporary tariffs will hinder the entry of Chinese electric vehicles into the European market. Research data from the China Chamber of Commerce in the European Union shows that for most Chinese car companies, a tariff of more than 10% is already a high tariff range. The temporary tariffs of 17.4% to 38.1% ruled this time are "discriminatory" w88 protection measures that seriously violate the principles of fair competition and open and transparent market economy.
Healthy market competition and good transmission mechanisms are conducive to promoting the overall sustainable development of the industry. China's new energy vehicle market is huge, and technology iterations are rapid and efficient. After nearly two decades of accumulation and development, it has formed strong self-owned industrial competitiveness. In 2023, China's new energy vehicle production and sales will increase by 35.8% and 37.9% respectively year-on-year. At the same time, China has ranked first in global new energy vehicle production and sales for nine consecutive years. This huge consumer market and rich and diverse car-using environment provide soil for the research and development and iterative upgrade of new energy vehicle technology. The development of China's new energy automobile industry has provided global consumers with diversified choices and made outstanding contributions to the development and transformation of the global new energy automobile industry and technological iteration.
The EU's attempt to exclude Chinese companies and cost-effective new energy products from the market through tariff barriers will inevitably push up the price of global new energy products, and will also directly weaken European consumers' ability to purchase electric vehicles, inhibit market demand, and slow down industry growth. The possible chain effects will also further weaken the EU's international commitment to respecting rules and advocating free w88, undermine the confidence of global investors, and lead to a decline in the competitiveness of the European market, which will undoubtedly harm others and self-interest.
Not only that, this measure will also hinder the global low-carbon transformation process. Electric vehicles are an important tool for reducing carbon emissions. Considering market supply and demand, the current global production capacity of new energy vehicles is far from meeting market demand. China's new energy vehicles can make a greater contribution to promoting the global green and low-carbon transformation. As Zheng Shajie, director of the National Development and Reform Commission, said: "Protectionism cannot protect competitiveness and will only hinder the global response to climate change and promote green and low-carbon transformation."
Currently, the global development of new energy vehicles is highly uneven, and many emerging market countries are facing problems such as weak promotion foundations and insufficient industrial and technical capabilities. In response to the above problems, win-win cooperation is the right choice to promote the development of the electric vehicle industry. To achieve win-win cooperation, we need to uphold the concept of openness and inclusiveness, build consensus and enhance confidence for global economic and w88 development. "Behind closed doors" should stop.
