On November 28, 2024, the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on the Reform and Innovation of Digital w88" were publicly released. On November 30, the "Digital w88 Statistical Measurement Research and New Book Launch" was held, which was just the right time. This meeting was co-organized by the China Statistical Society for Foreign w88 and Economics and the w88 casino. More than 70 experts (including online) from universities, think tanks and enterprises gathered together to welcome the release of "Ten Years Review and Forward-looking Concept of China's Digital w88 Statistical Measurement" by Jia Huaiqin and others, and discussed how to implement the spirit of Article 15 of the "Opinions" to "establish and improve digital w88 statistical monitoring and early warning systems, and release digital w88 statistical data in a timely manner. Support statistical exchanges and cooperation with relevant international organizations, key countries and research institutions."
The participating experts spoke highly of Jia Huaiqin’s new book, pointing out that the book has three major characteristics: comprehensive perspective, scientific system and cutting-edge exploration. It is a pioneering success in the field of domestic digital w88 statistical measurement and has milestone significance.
Jia Huaiqin is a second-level professor at the w88 casino. He has written extensively and has a strong academic influence in the field of economic statistics. He is a well-known w88 statistician in China. In November 1992, his research on the statistical differences in bilateral w88 between China and the United States received two approvals from the Minister of Economy and w88. In October 2011, Xinhua News Agency interviewed him for his internal reference on value-added accounting for Sino-US w88 balance, which was approved by the Vice Premier in charge of commerce of the State Council. In 2016, as one of two experts, he went to Zhongnanhai to report to the Deputy Secretary-General of the State Council on the significance of dual-currency release of foreign economic and w88 statistics and the strategies that should be adopted. In September 2020, he was identified as one of 11 members of the Digital w88 Advisory Expert Group by the Cyberspace Administration of China and the Ministry of Commerce.
Jia Huaiqin led a team composed of researchers from the w88 casino, the National Industrial Information Security Development Research Center, the Hangzhou Customs Statistical Analysis Office, the International w88 Accounting Institute of Beijing Normal University, and the Tianjin Dingtao Research Institute. This new work provides a relatively comprehensive review of the theory, method research and practical exploration of China's digital w88 statistical measurement in the 10 years from 2014 to 2023, and puts forward future expectations and suggestions based on the latest situation. The book has a high overall standing, being both historical and forward-looking; its research methods are scientific, complete and inclusive. It answers three basic questions about the statistical measurement of digital w88: what is digital w88, who will statistically measure digital w88, and how to carry out statistical measurement of digital w88.
The "what is" question is the definition of digital w88. Digital w88 can be defined differently from different angles.
As the industry supervisor and business promotion agency for digital w88, China’s Ministry of Commerce defines digital w88 based on the “three elements”: “Digital w88 refers to w88 with data as the key production factor, digital services as the core, and data ordering and delivery as the main features. ”
The "Digital w88 Measurement Manual 2023" of the World w88 Organization and others gives a nested and operational definition of digital w88: "Digital w88 is all international w88 with digital ordering and/or digital delivery." Among them: "Digital ordering w88 is international w88 in goods and services realized through computer networks specifically designed to receive or send orders"; "Digital ordering w88 is all international w88 that is delivered remotely through computer networks."
Jia Huaiqin gave the following academic definition of digital w88: “Digital w88 is cross-border w88 formed and facilitated by digital technology.”
The above three definitions provide a multi-angle perspective on digital w88 at different levels.
As for the question of “who will rule”, it is necessary to clarify who in the Chinese government is responsible for the statistical measurement function of digital w88.
Business-wise, digital w88, along with w88 in goods and w88 in services, are the three pillars that support the strategy of becoming a “w88 power”. However, from a statistical perspective, digital w88 is not a third form external to w88 in goods and w88 in services. It is the digital component and digital empowerment component of the latter two. Digital w88 statistical measurement is to extract this part from the existing data on the scale of w88 in goods and w88 in services. The definition of the "manual" is to horizontally divide digital w88 into digital delivery w88 and digital ordering w88 based on the w88 method. However, this division method cannot be implemented in China's w88 statistics functional agencies. China's w88 statistics functions are divided according to the subject of w88. Statistics on w88 in goods belong to the General Administration of Customs, while statistics on w88 in services belong to the Ministry of Commerce. Therefore, this book conducts statistical measurement research on digital w88 based on these two functional systems.
The problem of "how to unify" is to solve how to "isolate" digital w88 from the existing data on the scale of w88 in goods and w88 in services. In summary, there are direct survey methods and model estimation methods, or a combination of both. The direct survey method is to investigate the proportion of digital components and digital enablement components in the transactions of sample units, and use this to estimate the overall population, which is called the "fusion ratio method". The model estimation method uses expert judgment and then uses various models for estimation.
As early as 2018, Jia Huaiqin proposed a “two-step approach”, including the following ideas: Step one: measurement of digital w88. Step 2: Statistical accounting of digital w88 in the System of National Accounts. The first step is divided into two small steps: test measurement and institutionalization. Test measurement is a process of exploring and exploring measurement methods, in which social think tanks play an important role. When the method is basically determined, it will be institutionalized and promoted by the statistical responsible agency. Up to now, it can be said that the pilot measurement phase has been basically completed and is transitioning to institutionalization. But whether it is trial measurement or institutionalization, it is all about w88. To characterize the position and role of digital w88 in the national economic cycle, it must also be included in the international w88 accounting system. This "two-step approach" was proposed by the author of this book at the beginning of his exploration of statistical measurement of digital services w88. Due to the lack of comprehensive statistical conditions, it will take a long time to reach the second step. However, the last section of this book provides a more specific outlook and pre-design for this project.
