Telecommunications business mainly includes basic telecommunications and value-added telecommunications. In the field of basic telecommunications, China has basically completed its commitment to openness after joining the World w88 Organization (WTO), opening up 6 of the 12 basic telecommunications services, requiring foreign equity to not exceed 49%. In the field of value-added telecommunications, open pilot projects that exceed the commitments of joining the WTO have been carried out in an orderly manner. In April 2024, the Ministry of Industry and Information Technology issued the "Notice on Carrying out the Pilot Work on Expanding the Opening-up of Value-Added Telecommunications Services to the Outside World", which canceled the foreign equity ratio restrictions on five types of value-added telecommunications businesses in pilot areas such as Beijing, Shanghai, Shenzhen and Hainan, including Internet data centers, content distribution network business, Internet access service business, online data processing and transaction processing, and information service business. This means that foreign-funded enterprises can deeply participate in cloud computing services, computing power services and other markets in the pilot areas to provide support for the development of digital technologies such as artificial intelligence and blockchain in my country. Various regions have successively introduced supporting measures. The "Operation Guidelines for the Implementation of Fiber to the Home in Qianhai Shenzhen-Hong Kong Cooperation Zone" issued by Shenzhen requires that the access and use of legal telecom operators must not be restricted, and the right of telecom operators to use communication infrastructure supporting facilities free of charge has further lowered the threshold for the approval of telecom services. According to statistics, as of September 2024, 2,220 foreign-funded telecommunications companies have been approved to operate telecommunications businesses in China, injecting new vitality into my country's telecommunications market.

In the field of biotechnology, pilot areas such as Beijing, Shanghai, Guangdong and Hainan allow foreign-invested enterprises to engage in the development and application of human stem cell, genetic diagnosis and treatment technologies, which can be used nationwide. As of November 2024, the first six foreign-funded companies engaged in the stem cell industry have completed changes in the business scope of their business licenses in my country, including the development and application of human stem cell technology into their business scope. The "In-depth Market Analysis and Investment Prospects Analysis Report of China's Stem Cell Beauty Industry from 2024 to 2030" released by Zhiyan Consulting shows that the scale of my country's stem cell-related market exceeds 120 billion yuan, and this field may become a blue ocean to attract foreign investment in the future.
The pilot program for opening up in the education field is an inevitable choice for building a powerful country in education. Hainan Province is at the forefront of the country's pilot program of education opening to the outside world. Bielefeld University of Applied Sciences is the first independently run overseas university in my country. The province not only pioneered the joint ministry-provincial approval model for Sino-foreign cooperative education institutions, but also became the only open education field in my country. As a pilot area for regional access, the "Implementation Plan on Supporting Hainan's Deepening of Educational Reform and Opening Up" was issued, proposing that when conditions are mature, overseas engineering universities and vocational schools will be piloted to independently run schools in Hainan, and foreign high-level enterprises will be explored to run wholly-owned schools in Hainan. From a practical point of view, Hainan Province’s pilot program of education opening to the outside world not only provides talent support for the construction of the free w88 port, but also helps introduce advanced overseas education concepts and models, creating a new highland for my country’s education opening to the outside world.
We must also note that there are still some problems and challenges in expanding pilot openings in telecommunications, medical care, education and other fields.
