The Sixth Plenary Session of the 17th Central Committee of the Communist Party of China concluded successfully. This important meeting, held during the critical period of building a moderately prosperous society in an all-round way, deployed the plan to deepen the reform of the cultural system and promote the development and prosperity of socialist culture from the perspective of the overall layout of the cause of socialism with Chinese characteristics. It emphasized the need to adhere to the development path of socialist culture with Chinese characteristics and strive to build a socialist cultural power. This is of great practical significance and far-reaching historical significance for mobilizing the entire Party and people of all ethnic groups to promote the continuous development of various undertakings under the leadership of the Party, win new victories in building a moderately prosperous society in an all-round way, create a new situation in the cause of socialism with Chinese characteristics, and realize the great rejuvenation of the Chinese nation.
The plenary session listened to and discussed Comrade Hu Jintao’s work report commissioned by the Political Bureau of the CPC Central Committee, and reviewed and adopted the “Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Deepening the Reform of the Cultural System and Promoting the Development and Prosperity of Socialist Culture.” It was unanimously agreed that in the face of the ever-changing international situation and the arduous and arduous tasks of domestic reform, development and stability, the Party Central Committee with Comrade Hu Jintao as General Secretary united and led the entire Party, the military and the people of all ethnic groups in the country to thoroughly implement the Scientific Outlook on Development, accelerate the transformation of the economic development model, comprehensively promote socialist economic construction, political construction, cultural construction, social construction and ecological civilization construction, comprehensively promote the new great project of Party building, and achieve new progress and new achievements in various tasks, in order to achieve“Twelfth Five-Year Plan”The good start of the period laid a solid foundation.

It fully reflects the common aspirations of people of all ethnic groups in the country. It is a programmatic document guiding my country's cultural reform and development at present and in the future.
Cultural construction is an important part of the overall layout of the cause of socialism with Chinese characteristics. Our party has always placed cultural construction in an important strategic position in the overall work of the party and the country. From grasping both material civilization and spiritual civilization to the combination of governing the country by law and governing the country by virtue, to the simultaneous development of cultural undertakings and cultural industries, theoretical innovation and practical exploration have continuously promoted new achievements in cultural construction, and have embarked on a path of socialist cultural development with Chinese characteristics.

Science and technology are changing with each passing day. Various ideological and cultural exchanges are becoming more frequent. The status and role of culture in the competition of comprehensive national strength has become more prominent. The task of maintaining national cultural security has become more arduous. It is more urgent to enhance the soft power of national culture and the international influence of Chinese culture. Contemporary China has entered a critical period of building a moderately prosperous society in an all-round way, deepening reform and opening up, and accelerating the transformation of the economic development model. Culture has increasingly become an important source of national cohesion and creativity, an important factor in the competition of comprehensive national strength, and an important support for economic and social development. Enriching spiritual and cultural life has increasingly become an ardent desire of the Chinese people. Deepening the reform of the cultural system at a new historical starting point and promoting the great development and prosperity of socialist culture are related to the realization of the goal of building a moderately prosperous society in an all-round way, to the upholding and development of socialism with Chinese characteristics, and to the realization of the great rejuvenation of the Chinese nation.
To promote cultural development and prosperity, we must answer the major directional and strategic questions of which path to take and what goal to move towards. The "Decision" puts forward the long-term strategic goal of building a socialist cultural power. This goal matches our country’s profound cultural heritage and rich cultural resources, is consistent with the overall layout of the cause of socialism with Chinese characteristics, and is consistent with the goal of building a prosperous, democratic, civilized, and harmonious modern socialist country. This goal has strong appeal and driving force, which will surely greatly stimulate the enthusiasm for cultural creation of the entire nation, gather powerful forces to promote cultural reform and development, and start a great march towards becoming a cultural power.
To promote cultural development and prosperity, we must adhere to the guidance of Marxism, adhere to the direction of advanced socialist culture, adhere to people-oriented, insist on putting social benefits first, and persist in reform and opening up. This“Five persistence”, which points out the fundamental guiding ideology, fundamental nature, fundamental purpose, fundamental requirements and fundamental driving force of cultural reform and development.
