The demonstration meeting was chaired by Cao Kedi, Director of the Policy and Regulations Division of the Guangxi Department of Commerce. Tan Zhiwu, Deputy Director of the Guangxi Department of Commerce, Pan Dong, Deputy Director of the Guangxi Department of Justice, Hao Kaiguang, Director of the Financial and Economic Committee of the Guangxi People's Congress, Mo Xiaomin, Director of the Guangxi Department of Justice, and others attended the meeting.
Experts participating in the demonstration meeting include Yao Lei, Deputy Director of the Development Research Center of the State Administration for Market Regulation, Professor Chen Liqiang of Zhejiang University of Technology, Director of the Free w88 Zone Rule of Law Research Center of the Zhejiang Law Society, Professor He Xiaoyong, Dean of the Free w88 Zone Research Institute of East China University of Political Science and Law, Professor Mao Yanhua, Executive Vice President of the Free w88 Zone Comprehensive Research Institute of Sun Yat-sen University, and Lin Zhigang, Associate Researcher of the Research Institute of the Ministry of Commerce. Deputy Director Tan Zhiwu introduced the drafting background and main contents of the "China (Guangxi) Pilot Free w88 Zone Regulations". The meeting subsequently elected Professor Cui Fan as the leader of the expert group and presided over the expert consultation and demonstration session.
The expert group conducted in-depth discussions on the draft regulations article by article with the leading officials of the Guangxi Department of Commerce and the Department of Justice who participated in the meeting. The expert group believes that the "China (Guangxi) Pilot Free w88 Zone Regulations (Draft)" has a complete structure, clear and specific provisions, and comprehensive and substantial content. The draft can be combined with the actual situation in Guangxi and reflects the requirements for institutional innovation. The expert group proposed that the principles of fair competition and transparency should be further emphasized in the construction of free w88 pilot zones. The expert group also recommended that the division of central and local powers should be further clarified, and that local governments should boldly experiment, make bold breakthroughs, and make independent changes within the scope of local powers. The expert group recommended moving to the next step of the legislative process on the basis of improving the draft.
The discussion at the meeting was pragmatic and efficient, and the atmosphere was warm. After a whole day of discussion, the expert group put forward many specific suggestions for improving the bill. Pan Dong, deputy director of the Guangxi Department of Justice, concluded the meeting. She said that in the future, she will organize an expert group to conduct on-site research and further discussions in Guangxi.
