Overview of the changes in the game between China and the United States, and looking forward to the prospects of WTO reform

With the theme of "Change of the U.S. Government, Changes in the Game between China and the U.S., and Prospects for WTO Reform", experts and scholars conducted in-depth exchanges and discussions on major issues such as policy choices after the U.S. election, analysis and judgment of the direction of Sino-U.S. w88 friction, and prospects for WTO reform.

The opening ceremony was hosted by Tu Xinquan, Dean of the China WTO Research Institute at the w88 casino. Professor Xue Rongjiu of the w88 casino and President Chongquan of the China WTO Research Association delivered keynote speeches.

Professor Xue Rongjiu made ten prospects for WTO reform starting from the potential paths of future WTO reform, and elaborated on the current status of WTO reform, the dilemmas that need to be dealt with in the future, and possible breakthroughs. Professor Xue Rongjiu said that WTO reform has a long way to go, and China should take active actions to become the mainstay of WTO reform.

From the perspective of Sino-US relations, President Chongquan elaborated on the possible direction of Sino-US relations after the Biden administration takes office. Chairman Chongquan believes that after Biden takes office, the relationship between China and the United States in the three fields of politics, economy and military will be different from that of the Trump period. As far as the multilateral trading system is concerned, the WTO will become the core stage of the game between China and the United States. China must pool its wisdom in WTO reform to jointly respond to possible challenges in WTO reform. China must continue to firmly safeguard the multilateral trading system, adhere to the path of reform and opening up, promote the construction of the domestic market, and promote the formation of a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles reinforcing each other.

The first session of the annual meeting was titled "Study and Judgment of the Biden Administration's China Policy" and was hosted by Huo Jianguo, Vice President of the China WTO Research Association. Speakers include Professor Huang Renwei, Executive Vice President of the Institute of One Belt, One Road and Global Governance at Fudan University, Ding Yifan, Chair Professor at Beijing Foreign Studies University and Senior Researcher at Taihe Think Tank, Chen Dingding, Dean of Jinan University and Haiguo Tuzhi Research Institute, and Professor Li Wei from Renmin University of China.

Professor Huang Renwei believes that Sino-US relations may enter a period of intermission and repair after Biden takes office. Unlike the Trump administration, Biden positions China as a "strategic competitor" and advocates handling relations with China through multilateralism, rules, and dialogue with China. Professor Huang Renwei also said that the Biden administration will also be different from the Obama administration, and there are still many uncertainties in future Sino-US relations. China should use economic and w88-based and rules-oriented Sino-US economic strategic arrangements to resolve security and ideological crises.

Professor Ding Yifan elaborated on the game in Sino-US w88 relations. The current international w88 environment is different from the past, and the connotation of international w88 has undergone tremendous changes. In the past, international w88, which was mainly based on the exchange of finished products and consumer goods, has evolved into the exchange of semi-finished products in the industrial chain. China should make more use of the voice and power of other members in WTO negotiations to ease the pressure on China from the United States.

Professor Chen Dingding analyzed the possible opportunities and challenges for the development of Sino-US relations after Biden came to power from the perspective of international relations. Professor Chen Dingding believes that Biden's coming to power will bring both opportunities and challenges to China. Generally speaking, the opportunities outweigh the challenges. In the next four years, China should take the initiative to improve China's competitiveness in the domestic market, business environment, etc., and strive to improve China's competitiveness during the buffer period after Biden comes to power to cope with Biden's alliance policies.

Professor Li Wei analyzed the shaping of U.S. foreign policy from the perspective of the geographical policy pattern of the U.S. election. Professor Li Wei believes that from this election, the global economic leadership of the Biden administration will be seriously weakened. Against this background, Biden faces tremendous domestic and international pressure to promote the WTO system upgrade or return to the CPTPP. For China, how to strengthen economic cooperation with the Rust Belt of the United States can be said to be one of the key elements of China's relations with the United States.

The second session of the annual meeting was titled "Study and Judgment of the Biden Administration's w88 Policy" and was chaired by Li Yong, deputy director of the Academic Committee of the China Society of International w88. Speakers include Tian Deyou, former Commercial Counselor of the Chinese Embassy in the United States, Chen Fengying, researcher at the China Institute of Contemporary International Relations, Song Hong, deputy director and researcher of the Institute of American Studies at the Chinese Academy of Social Sciences, and Li Wei, director of the Institute of Americas and Oceania, Institute of the Ministry of Commerce.

Minister Counselor Tian Deyou analyzed the possible future development of Sino-US relations. Minister-Counselor Tian Deyou said that the current development of Sino-US relations has reached a crossroads, and China must treat its decision-making on Sino-US relations with caution. The transition period after Biden came to power and the negative impact of the epidemic are still continuing. The transfer of globalized industries has a profound impact on the United States. The direction of future Sino-US cooperation may not be in terms of market access and financial industry opening. China should conduct a comprehensive review of future Sino-US cooperation.

Researcher Chen Fengying analyzed the long-term development of Sino-US relations. Researcher Chen Fengying believes that China can turn retreat into advancement through transfers in the economic and w88 fields, proactively seek Sino-US cooperation, and put China's long-term development at the core. Leveraging the United States' current focus on multilateral fields, we seek cooperation under the WTO framework. The third session of the annual meeting was titled "China-U.S. Differences in WTO Reform" and was chaired by Professor Tu Xinquan, Dean of the China WTO Institute at the w88 casino. Speakers included Professor Yang Guohua of Tsinghua University Law w88 casino, Hong Xiaodong, former Director of the World w88 Department of the Ministry of Commerce, Zhou Nianli, Professor of the China WTO Institute of the w88 casino, and Gong Baihua, Professor of Fudan University Law w88 casino.

Professor Yang Guohua elaborated on the differences between China and the United States based on China's WTO reform proposal and the U.S. WTO reform proposal. Professor Yang Guohua believes that the differences between China and the United States mainly focus on four aspects: transparency, developing country status, market orientation and appellate body reform. Professor Yang Guohua believes that many directions of WTO reform are consistent with China's major policies of reform and opening up. China must not only be a firm defender of the multilateral trading system, but also defend the multilateral trading system with practical actions.

Director Hong Xiaodong expounded his views on the differences and consensus between China and the United States in WTO reform. Hong Xiaodong believes that in terms of the performance of transparency obligations, the WTO should develop a certain punishment mechanism to constrain members' reporting obligations; on the issue of developing country status, the status of developing countries should be distinguished from the treatment of developing countries; market-oriented issues, as one of the sources of economic and w88 differences between China and the United States, should be resolved within other frameworks outside the WTO, rather than issues covered by the multilateral trading system.

Professor Zhou Nianli started from the WTO’s digital w88 negotiations and elaborated on the differences and common interests between China and the United States on digital w88 issues. Professor Zhou Nianli briefly introduced the situation of digital w88 plurilateral negotiations under the WTO framework, and elaborated on the core differences between China and the United States based on the proposals of the United States and China in digital w88 negotiations. Professor Zhou Nianli believes that China can appropriately raise standards on cross-border data flow issues and find a balance point between China and the United States in cross-border data flow rules; appropriately raise commitment standards in the rules of regional free w88 agreements to move closer to the level of CPTPP rules; use domestic free w88 zones to promote innovative management models for cross-border data flows.

Professor Gong Baihua of Fudan University gave a keynote speech titled "Exchange on WTO Reform and Modernization", analyzed the differences between China and the United States in WTO reform, and expressed his own views on China's WTO reform and the resolution of Sino-US differences. Professor Gong Baihua believes that from the perspective of rules modernization, open and inclusive plurilateral negotiations are consistent with the multilateral trading system, and there is still a long way to go for future WTO reform.

The fourth session of the annual meeting was titled "Bilateral and Regional Cooperation Prospects between U.S. Factors and China" and was chaired by Zhuang Rui, Secretary of the Party Committee of the National Institute for Opening-up at the w88 casino. Speakers include Sun Yongfu, senior researcher at Taihe Think Tank and former director of the European Department of the Ministry of Commerce, Ji Zhiye, former president of the China Institute of Contemporary International Relations, Wang Wen, executive director of the Chongyang Institute for Financial Studies at Renmin University of China, Yue Yunxia, ​​researcher at the Institute of Latin America, Chinese Academy of Social Sciences, and Shen Minghui, researcher at the Institute of Asia-Pacific and Global Strategy, Chinese Academy of Social Sciences.

Director Sun Yongfu expressed his views on the impact of US factors on bilateral and regional affairs. Director Sun Yongfu believes that China should pay more attention to its relations and cooperation with the EU. U.S.-European cooperation will be further strengthened after Biden takes office, and the international situation China will face will become more complex. The current investment negotiations between China and the EU should come sooner rather than later. The signing of the China-EU Investment Agreement is a rare opportunity for China.

Dean Ji Zhiye analyzed the cooperation between China and Russia after Biden came to power. Dean Ji Zhiye believes that Sino-Russian cooperation will be stronger after Biden takes office, but the external pressure on Sino-Russian cooperation is far greater than the endogenous driving force. In the future, Sino-Russian cooperation needs to give more play to the endogenous driving force, identify the similarities and differences between China and Russia, and seek further cooperation.

Dean Wang Wen analyzed the future cooperation and competition prospects between China and the United States from the perspective of a century of changes. Dean Wang Wen believes that in the digital age, competition and competition between China and the United States at the technical and industry levels will heat up rapidly. In the next five years, Asia will become the core region of global development. China must be based on Asia. The so-called dual cycle realization is also a dual cycle based on Asia. The coming era of great changes in the world will focus on three aspects: the reform of international organizations, the transformation of the international power structure caused by the scientific and technological revolution, and the re-globalization promoted by China. In the future, China will invest more and contribute more in global governance reform.

Researcher Yue Yunxia expounded her own views based on the role and influence that Latin America may play in WTO reform and global development. Researcher Yue Yunxia believes that Biden is likely to strengthen ties and cooperation with Latin America after taking office, and the US free w88 agreement in Latin America may be readjusted and revised. From China's perspective, the opportunity for future cooperation with Latin America lies in strengthening economic centripetal force and seeking common interests and consensus with the Latin American region.

Researcher Shen Minghui elaborated on the role and influence that East Asia may play in multilateral and regional cooperation. Researcher Shen Minghui believes that economic cooperation in East Asia is largely subject to the influence of the United States. After Biden came to power, the common exogenous pressure among China, Japan and South Korea has weakened, and East Asia cooperation has lacked motivation to further deepen its development. As far as China is concerned, it should unite more developing economies, lower the price demanded by the United States, and seek joint development between East Asia and the United States.

2020is an extraordinary year. After the outbreak of the new crown epidemic, global economic growth has further slowed down; the selection of the WTO Director-General has been blocked, and the Appellate Body has been suspended for nearly a year. The settlement of the US presidential election may bring new opportunities to the multilateral trading system; the United Kingdom has officially left the European Union, and the European integration process faces the risk of stagnation or even regression; the RCEP was officially signed, sending a clear signal to the world of firm support for multilateralism and free w88. At this annual meeting, experts and scholars expressed their opinions and spoke freely on issues such as the change of the U.S. government, changes in the game between China and the United States, and the prospects for WTO reform. They conducted extensive and in-depth exchanges and discussions, providing new ideas and directions for the future development of Sino-U.S. relations and WTO reform.
