Urbanization is the inevitable result of economic development. It is a comprehensive process of upgrading industrial structure, transferring rural population to cities, and transforming production methods from rural to urban. Urbanization is a major strategy for my country's development and is of great significance to the current national economic development. Professor Cheng Dening introduced and analyzed this time from four aspects: the process of my country's urbanization under the perspective of modernization, my country's new urbanization strategy in the new stage of development, urban governance and the prospects of big cities, and new thinking in big city governance.
According to Professor Cheng Dening, our country is an exogenous modernization country, and due to the planned economic system implemented before the reform and opening up, the urban-rural separation system and urban-biased policies were adopted, resulting in lagging urbanization. Under the strategic requirements of New China's Three Thirties and Two Centenaries, China must adhere to the new path of industrialization, informatization, urbanization, and agricultural modernization with Chinese characteristics; promote the simultaneous development of industrialization, informatization, urbanization, and agricultural modernization.
When talking about my country’s new urbanization strategy in the new stage of development, Professor Cheng Dening raised three questions to guide students’ thinking. Why implement a new urbanization strategy? What is “new” about new urbanization? What are the difficulties in promoting new urbanization? The urbanization rate of the registered population lags behind the urbanization rate of the permanent population, the value-added benefits of agricultural land development during the urbanization process are difficult to benefit rural areas and farmers, and the effect of urbanization in driving rural development is not strong. These problems have made the implementation of the new urbanization strategy more difficult. Therefore, it is extremely necessary to put people first, promote urbanization with people at the core, and improve the quality of urbanization development.
Professor Cheng Dening said that global urban competition is becoming increasingly fierce, and the level of urban governance is a key factor in determining the fate of a city. In the future, the rise of super cities and urban agglomerations will be the trend. In order to optimize the urban system and scale structure and improve the spatial pattern of urbanization, on the one hand, it is necessary to accelerate the development of urban agglomerations; on the other hand, it is necessary to promote urbanization construction with county towns as an important carrier and develop characteristic towns. Finally, Professor Cheng Dening concluded that what needs to be accomplished now is: the transformation from urban management to urban governance; the transformation from controlling the floating population to the integration of the floating population; and the transformation from traditional technologies of urban governance to new technologies.
During the question-and-answer session, the students actively participated in the interaction and raised many issues related to big city governance and new urbanization based on the professor's explanation and their own understanding. Professor Cheng Dening also answered the questions patiently and in detail.
