We hope that academic experts and industry representatives will contribute their insights, further clarify the theory and implementation path of social co-governance in the field of Product Quality Law, and provide constructive opinions and suggestions for the revision of the Product Quality Law.

In his speech, Xue Guoqin, the first-level inspector of the Regulations Department of the State Administration for Market Regulation, on behalf of the Regulations Department of the State Administration, thanked the leaders and experts who attended the forum for their concern and support for the rule of law in market supervision, especially the revision of the "Product Quality Law". Professor Zhang Yanfang from the University of the Chinese Academy of Social Sciences pointed out from the perspective of national policies and the legislative context of the Product Quality Law that promoting quality social co-governance means taking quality power and social co-governance as key areas in building a strong modern socialist country in an all-round way, and effectively promote quality reform. Regarding quality power and social co-governance, Professor Zhang elaborated on his views from five aspects: first, product quality governance is a key element of social governance; second, promoting quality social co-governance requires ensuring the realization of the basic rights of social co-governance, including the right to know, the right to comment and the right to request; third, the "Industrial Co-Governance" The revision of the Product Quality Law should be coordinated with the establishment of a quality standard system; fourth, the revision of the Product Quality Law should be based on the construction of technical institutions, such as selecting and building a number of national quality laboratories; fifth, in the key areas of "three products and one speciality", laws and policies must be closely integrated.

Wang Xuhua, deputy director of the Quality Standards Department of the China Light Industry Federation, introduced his work experience in the practice of quality management of light industry products, elaborated on the role that industry associations can play in social co-governance, and analyzed the pain points in the current practice of quality supervision of light industry products. He said that in the practice of light industrial product quality supervision, there are still problems such as the difficulty of product supervision of small and medium-sized enterprises in the traditional light industry industry, the reduced quality reliability of light industrial products such as household appliances, the poor accountability of the first person responsible for product quality accidents, and the social misunderstanding of product quality standards. He hopes that through the revision of the "Product Quality Law", these problems can be effectively solved in the form of social co-governance.

Wang Yan, director of the Defective Product Management Center of the State Administration for Market Regulation, analyzed the role of technical institutions in the social co-governance of product quality, and put forward suggestions for social co-governance of product quality from a practical approach. He said that technology supply is an important part of the product quality co-management system. As products become intelligent and connected, products become more and more complex, and the demand for technology in product quality supervision is also gradually increasing. It is very difficult to analyze and judge the risks of many products today. It is far from enough to judge based on the set national standards and industry standards. Comprehensive judgments also need to be made through complex professional technologies. The revision of the Product Quality Law should fully consider the role of technical institutions in the social co-governance of product quality. In particular, the legal status, responsibilities, capacity building, resource guarantees, etc. of national technical institutions should be clarified to better play their unique role in supporting product quality governance.

Wang Yuanting, director of the legal department of the China Consumers Association, said that the role of the Consumers Association in product quality co-governance mainly falls into two categories: one is to perform administrative functions, and the other is to act as a bridge between public authorities and social institutions. In recent years, as social expectations have increased, consumer rights protection tasks have become more complex, and social governance models have changed, Consumers Associations have faced greater challenges in participating in social co-governance of product quality. In order to give full play to the role of the Consumers Association in participating in social co-governance of product quality, it is recommended that when the "Product Quality Law" is revised, provisions on a class action system, a major product accident reporting and announcement system, and a product quality and safety risk early warning system should be added.

Du Yin, President of China Quality Miles Magazine, analyzed the role of the media in the social co-governance of product quality and the problems encountered. He believes that from the perspective of media practice, the time is ripe for the inclusion of social co-governance provisions into the Product Quality Law, which already has a theoretical and practical basis. He also pointed out that there are still some problems in the media's role of public opinion supervision and social supervision in the social co-governance of product quality, such as media reporters' inaccurate grasp of laws and regulations, relatively single means of participating in social co-governance, and poor social linkage. He also put forward specific suggestions for the revision of relevant provisions of the "Product Quality Law."

Yu Chenglong, head of the Intelligent Supervision and Social Co-Governance Research Institute of China Industrial and Commercial Publishing House, introduced the Industrial and Commercial Publishing House’s exploration of social co-governance of product quality. He said that in recent years, more and more diverse forces have invested in social co-governance, and he hopes that when the "Product Quality Law" is revised, the legal status of multiple subjects participating in product quality governance will be clarified and recognized. At the same time, regarding how to implement the concept of social co-governance when revising the Product Quality Law, he proposed that the provisions should be refined in accordance with the principles of conceptualization, systematization, and coordination.

During the exchange and speech stage, Guo Xin, a first-level inspector of the Quality Development Bureau of the State Administration for Market Regulation, said that the revision of the "Product Quality Law" is to achieve effective quality governance.
