Dean Dai Changzheng made an opening speech and expressed a warm welcome to Professor Yang Guangbin. Dean Dai emphasized to everyone that Professor Yang is a leading figure in the humanities and social sciences in my country. He represents the domestic leading level and embodies international standards in the fields of political theory, comparative politics, Chinese politics and international relations. Professor Yang also serves as the Executive Director of the Institute of National Governance at Renmin University of China. Some of his research theories have attracted the attention of national leaders and have a great influence on the country's major policies, future political development directions and national strategies. Therefore, Professor Yang’s lecture tonight will definitely bring profound inspiration and great help to the students here. In the lecture, Professor Yang Guangbin believed that world politics in the true modern sense began in the 19th century. Over the past two centuries, the themes of world politics have been constantly changing. He introduced the changes in the themes of world politics from three political championships.
Professor Yang first elaborated on the first political championship: "National Creation". Under the influence of the French Revolution, European "nation-states" were born; World War I became a watershed in "nation creation", with the rise of empires and the disintegration of traditional empires, promoting the emergence of nation-states; World War II was the first time that democracy was used as a national institution, promoting the birth of emerging nation-states, and "nation creation" followed the "law of the jungle", resulting in frequent wars. As Tilly said: "Wars create countries, and countries initiate wars."
The second political championship: the battle between the superior and inferior political systems. The "institutional cage" woven by the Cold War made the world's political systems mainly dominated by the Anglo-American capitalist system and the Soviet-style socialist system. The Cold War turned into a battle of systems. In the 1950s and 1960s, the Soviet Union and China used democratic movements and national liberation movements to end the Western-led world colonial system. In the 1970s, both the East and the West encountered different crises. The West fell into an oil crisis and a democratic crisis, while the East faced economic stagnation. By the 1980s and 1990s, the West not only used neoliberalism to survive stagflation, but also used nationalism to dismember the Soviet Union. The end of world politics is the democratic transformation accompanied by the failure of national governance. Professor Yang divides countries in transition into four categories: Category I is a political transition with normal economic and social development; Category II is a political transition to Western-style democracy but is stuck in a governance dilemma; Category III is a country that has achieved democratic transition and returned to authoritarian politics, with normal economic and social development; Category IV is a political transition but with periodic unrest, civil war, and even division.
Professor Yang believes that although democratization has swept the world, the results of "poor governance" are as hard to get rid of as a ghost. In such a general environment, it is not accidental that the "China Model" has become the focus. “National governance” thus surfaced and received attention.
The third political championship: governance and governance capabilities. The Western governance plan is to "invest in people" and cultivate civil society; but East Asia experienced a financial crisis in 1998, and the "East Asian model" was rejected. Professor Yang pointed out that after World War II, there were hundreds of developing countries in the world. They were unable to enter the developed sequence. They were weak countries in a fragmented and strong society. They did not have a "strong government" and lacked governance capabilities. Therefore, they cannot be expected to develop. Professor Yang also compared China and India from the human development index, poverty population index, other corruption indexes, GDP and other indices, demonstrating the advantages of the Chinese model.

So how to improve the country’s governance capabilities? In this regard, Professor Yang emphasized the need to build a capable limited government and realize the modernization of national governance, that is, the country has capabilities, power has boundaries, and power is constrained, allowing the country to centralize political power and have the ability to implement policies and carry out reforms; allow the market to play a decisive role in resource allocation; allow the judicial power of national power to be centralized, while political governance power is decentralized. Finally, Professor Yang concluded that the understanding of politics must keep up with the requirements of the times, and our politics should be able to solve real problems in reality, not just empty slogans.
