Organizing and carrying out "two studies and one action" study and education is the main responsibility of party organizations at all levels and their leaders. "Leading cadres at the county level and above must set an example in study and education, closely connect with the actual leadership work, learn more and deeper, have stricter and higher requirements, and strive to improve their ideological and political literacy and theoretical level." How to learn more and deeper? To study the Party Constitution and Party Rules, leading cadres should be familiar with the content that all Party members should learn and master. At the same time, they should master the regulations and requirements closely related to the performance of their duties and improve the political literacy and policy level necessary for good leadership work. To study the series of speeches, we must work hard in a comprehensive, systematic and in-depth manner, insist on reading the original works, studying the original texts, and understanding the principles, and study with faith, emotion, mission, and questions. How to have stricter and higher requirements? Becoming a qualified Communist Party member is a requirement for all party members. Only by closely combining ideological reality and work practice, truly touching the mind and touching the soul, and solving the five aspects of "taking the lead in strengthening ideals and beliefs, taking the lead in strictly observing political disciplines and political rules, taking the lead in establishing and implementing new development concepts, taking the lead in overcoming difficulties and daring to take on responsibilities, and taking the lead in implementing the responsibility of comprehensively and strictly governing the party" can we ensure that we are practical and at the forefront.
"Teachers are to be effective, the superiors should follow the example, and the subordinates should follow the example." The masses look to party members, and party members look to cadres. If leading cadres set an example and set an example, everyone will follow and do the same. In learning and education, leading organs, leadership groups, and leading cadres at all levels must practice and set a good example, both leading and guiding others.
