Adhere to coordinated development and strive to form a balanced structure
——Three Discussions on Winning the Great Victory in the Decisive Stage of Building a Moderately Prosperous Society in an All-round Way

The key to building a moderately prosperous society in all respects is “comprehensive”. Among the "five major development concepts" proposed by the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China, "coordinated development" emphasizes the word "comprehensive" and focuses on solving the problem of unbalanced development. In order to fully realize the development goals during the "Thirteenth Five-Year Plan" period, we must firmly grasp the overall layout of the cause of socialism with Chinese characteristics, correctly handle the major relationships in development, promote coordinated development, form a balanced structure, and continuously enhance the integrity of development.
Coordination is an inherent requirement for sustained and healthy development. The uncoordinated development of our country is a long-standing problem, which is prominently reflected in the relationship between regions, urban and rural areas, economy and society, material civilization and spiritual civilization, economic construction and national defense construction. If the level of economic development is lagging behind, the main task for a period of time is to run fast, but after running a certain distance, we must pay attention to adjusting relationships and focusing on the overall effectiveness of development. Otherwise, the "barrel" effect will become more apparent and a series of social contradictions will continue to deepen. When planning for economic and social development during the "Thirteenth Five-Year Plan" period, we must make breakthrough progress in optimizing the structure, making up for shortcomings, and strive to improve the coordination and balance of development.
Building a moderately prosperous society in an all-round way emphasizes not only "moderately prosperous", but more importantly, and what is more difficult to achieve, is "comprehensive". "Moderately prosperous" refers to the level of development, while "comprehensive" refers to the balance, coordination and sustainability of development. If we complete the task in terms of total volume and speed by 2020, but the problems of unbalanced, uncoordinated, and unsustainable development become more serious and shortcomings become more prominent, it will not be considered as truly achieving the goal. The "Recommendations" propose to enhance development coordination, focusing on promoting the coordinated development of urban and rural areas, promoting coordinated economic and social development, promoting the simultaneous development of new industrialization, informatization, urbanization, and agricultural modernization, and focusing on improving the country's soft power while enhancing the country's hard power. Based on this spirit, we should further carry out targeted research and concentrated research on key problems, put forward feasible ideas and pragmatic measures, and promote the coordinated development of all links and aspects of modernization.
The final battle requires balance. Comprehensive moderate prosperity is a moderate prosperity common to urban and rural areas, a moderate prosperity that benefits all people, and a five-in-one comprehensive progress in economic, political, cultural, social, and ecological civilization construction. Can the 70.17 million rural poor people become well-off at the same time? How can the 250 million permanent urban residents enjoy equal access to public services? How to rapidly expand production capacity while improving the ability to provide high-quality ecological products? The "Recommendations" pointed out that in view of some obvious shortcomings in the development of social undertakings, ecological environment protection, and people's livelihood security at the current stage, we must adhere to regional coordination, urban and rural integration, equal emphasis on material and spiritual civilization, and the integration of economic and national defense construction to further enhance the integrity of development. In fact, the weaker the link, the more advantage it has as a latecomer; the more efforts are made on weak links and efforts are made to solve outstanding problems and obvious shortcomings, the more effective it can be to solve development problems, enhance development momentum, consolidate development advantages, and constantly open up new realms of development.
“A great general is a feather, and the importance lies in the balance.” To play the national game of chess for the development of the “13th Five-Year Plan”, coordinated development is the key to winning the decisive battle. At this historical moment when we are running one stroke after another and sprinting towards the finish line in one go, by leading development with new development concepts, broadening the development space in coordinated development, and enhancing development potential while strengthening weak areas, we will surely write a stronger new chapter for the Chinese dream of realizing the great rejuvenation of the Chinese nation.
