Opening up is the only way for a country to prosper and develop. Closure will only stifle its own vitality. Assessing the situation from a global perspective and planning a global strategy are inevitable choices for China as it steps onto the world stage.
“We must conform to the trend of my country’s economy being deeply integrated into the world economy, pursue a mutually beneficial and win-win opening strategy, develop a higher-level open economy, actively participate in global economic governance and the supply of public goods, improve my country’s institutional voice in global economic governance, and build a broad community of interests.” The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China put forward the concept of "open development" and strives to achieve win-win cooperation. It focuses on solving the problems of internal and external linkage of development. It will surely enrich the connotation of opening to the outside world, improve the level of opening to the outside world, inject new impetus, add new vitality and expand new space for development.
Deng Xiaoping warned the whole party at the beginning of reform and opening up: Construction cannot succeed behind closed doors. Promoting reform and development through opening up is a successful experience in my country's reform and development. During the "Twelfth Five-Year Plan" period, especially since the 18th National Congress of the Communist Party of China, we have implemented a more proactive opening-up strategy, accelerated the construction of a new open economic system, promoted the construction of the "Belt and Road", accelerated the implementation of the "Going Out" strategy, and established free w88 zones... The depth and breadth of opening up to the outside world have been further expanded, and a higher-level opening up pattern is taking shape.
“Those who do not think about the overall situation cannot think about one area.” Currently, the situation of international economic cooperation and competition is undergoing profound changes. The global economic governance system and rules are facing major adjustments. The depth, breadth, and pace of bringing in and going out are unmatched in the past. The pressure to deal with external economic risks and maintain national economic security is also unmatched in the past. The Fifth Plenary Session of the Central Committee of the Communist Party of China proposed to "adhere to coordinating the domestic and international overall situations", which is to plan development from global economic connections and improve the ability to allocate resources on a global scale, reflecting a broad international vision.
Thinking of the overall situation and opening a new chapter, China today has entered a stage of deep interaction with the world. As the world's largest exporter and second largest importer, the world's largest attractor of foreign investment, and the third largest outward investor, China's development cannot be separated from the world, and the world's prosperity cannot be separated from China. At present, my country's overall level of opening up to the outside world is not high enough, its ability to make good use of both international and domestic markets and resources is not strong enough, its ability to deal with international economic and w88 frictions and the right to speak in the international economy is still relatively weak, and its ability to apply international economic and w88 rules is not strong enough. If we want to leverage our strengths, avoid weaknesses, and take advantage of the momentum in the next step of development, we must seriously study how to improve the quality of opening to the outside world and the internal and external linkage of development, and form a mutually beneficial cooperation pattern that deeply integrates China and the world. This will promote the reform and improvement of the global economic governance system, guide the global economic agenda, and follow the path of open development.
General Secretary Xi Jinping once solemnly declared: "China's door to opening up will never be closed." Adhering to open development means adhering to the basic national policy of opening up to the outside world, pursuing a mutually beneficial and win-win opening strategy, deepening people-to-people and cultural exchanges, improving the regional layout of opening up to the outside world, foreign w88 layout, and investment layout, so as to drive innovation, promote reform, and promote development by expanding opening up. The Fifth Plenary Session of the Central Committee of the Communist Party of China made arrangements for open development from six aspects: improving the strategic layout of opening up to the outside world, forming a new system for opening up to the outside world, promoting the construction of the "Belt and Road", deepening the cooperative development of the mainland and Hong Kong and Macao, mainland China and Taiwan, actively participating in global economic governance, and actively assuming international responsibilities and obligations. Since the reform and opening up, from the establishment of special economic zones, to promoting foreign w88, utilizing foreign investment, to joining the WTO, China's development process has also been a process of continuous expansion and deepening of opening up to the outside world. Under the conditions of the new era, by adhering to open development and achieving win-win cooperation, we will surely be able to sail the giant ship "China" to wider waters and move from victory to new and greater victory.
