Opinions on in-depth study and practice of the Scientific Outlook on Development
According to the deployment of the 17th National Congress of the Communist Party of China, the Central Committee decided to start from2008Year98063_8103“Learning and practice activities”）。
1. The great practical significance and urgency of carrying out learning and practice activities
Since the 16th National Congress of the Communist Party of China, the Party Central Committee with Comrade Hu Jintao as General Secretary has put forward the Scientific Outlook on Development based on the basic national conditions in the primary stage of socialism, summed up our country’s development practice, learned from foreign development experience, adapted to new development requirements, and adapted to new development requirements. The Scientific Outlook on Development is the inheritance and development of the important thoughts on development of the party's three generations of central leadership collectives. It is a concentrated expression of the Marxist worldview and methodology on development. It is the same as Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and“Three Represents”Scientific theories that are both consistent with the important ideas and keep pace with the times are important guiding principles for my country’s economic and social development, and are major strategic ideas that must be upheld and implemented in the development of socialism with Chinese characteristics.
The current world is undergoing extensive and profound changes, and contemporary China is undergoing extensive and profound changes. Our country is not only in an important period of development, but also in a period when the international political and economic environment has changed greatly and faces many difficulties and challenges. my country's development presents a series of new stage characteristics. The party's self-building is facing many new topics and new tests. Faced with the new opportunities and new challenges of our country's full participation in economic globalization, the increasing pressure on resources and the environment, the imbalance of urban and rural, regional, economic and social development, and the unstable factors that appear from time to time in some places, we must more consciously enhance our sense of urgency and responsibility, more consciously implement the scientific outlook on development, change the development mode, adjust the economic structure, promote reform and innovation, pay attention to energy conservation and environmental protection, strive to pay attention to people's livelihood, persevere in following the path of scientific development, and strive to open up broader development prospects of socialism with Chinese characteristics.
Practice has proved that the Scientific Outlook on Development has played a huge role in promoting the development of my country's economy, society and various undertakings. It has increasingly shown its powerful power of truth and has received more and more heartfelt support from the entire Party and people of all ethnic groups. However, we must also be soberly aware that some party members and cadres are not yet highly conscious of implementing the Scientific Outlook on Development and do not have a deep understanding of the Scientific Outlook on Development; the ideas, styles, abilities and qualities of some leading cadres are not adapted to the requirements of the Scientific Outlook on Development; some problems that affect and restrict scientific development are still prominent, and the systems and mechanisms to ensure scientific development are not sound enough. If these problems are not resolved in time, we will lose rare development opportunities, be unable to cope with the new challenges faced by the party under the new situation, and be unable to shoulder the lofty mission of continuing to build a moderately prosperous society in an all-round way and accelerating socialist modernization. The 17th National Congress of the Communist Party of China decided to carry out in-depth study and practice of the Scientific Outlook on Development activities throughout the Party. This is a major measure to arm the entire Party with the theoretical system of socialism with Chinese characteristics. It is an urgent need to further promote reform and opening up, promote sound and rapid economic and social development, and promote social harmony and stability. It is an inevitable requirement to improve the Party’s governing ability and maintain and develop the Party’s advanced nature. Party organizations at all levels and party members and cadres must deeply understand the great practical significance and urgency of carrying out study and practice activities, regard the development of study and practice activities as a major opportunity for our party to respond to challenges, resolve contradictions, and unify its thinking, and actively invest in study and practice activities. 2. Guiding ideology and goal requirements for carrying out learning and practice activities
To carry out study and practice activities, we must fully implement the spirit of the 17th National Congress of the Party, hold high the great banner of socialism with Chinese characteristics, and use Deng Xiaoping Theory and“Three Represents”As the guidance of the important thoughts, organize the majority of party members, especially the leadership groups and party members and cadres at all levels, to deeply study and practice the Scientific Outlook on Development, closely focus on the education of party members and cadres, the advancement of scientific development, and the benefit of the people, further emancipate the mind, seek truth from facts, reform and innovation, effectively enhance the consciousness and determination to implement the Scientific Outlook on Development, and strive to transform ideas and concepts that are not suitable and incompatible with the requirements of the Scientific Outlook on Development. Efforts should be made to solve outstanding problems that affect and restrict scientific development, as well as outstanding problems that have strong public reactions in terms of party spirit, party style and party discipline among party members and cadres. We should strive to build systems and mechanisms that are conducive to scientific development, improve the ability to lead scientific development and promote social harmony, so that the party's work and party building are more in line with the requirements of the scientific outlook on development, further guide the development enthusiasm of the whole society to scientific development, and implement the scientific outlook on development into all aspects of economic and social development.
The study and practice activities focus on the leadership team and party member leading cadres at or above the county level, and all party members participate. Specifically meet the following goal requirements:
(1) Improve ideological understanding.Further deepen the understanding of the Scientific Outlook on Development among party members and cadres, especially leading cadres, and enhance the consciousness and determination to implement the Scientific Outlook on Development; further emancipate the mind in accordance with the requirements of the Scientific Outlook on Development, and transform those who are not suitable and incompatible with The ideological concepts required by scientific development enable leading groups and leading cadres at all levels to reach consensus on major issues such as whether, whether, and how to develop scientifically in their regions, departments, and units, and to unify their ideological understandings to the requirements of the scientific outlook on development.

Through learning and practical activities, the requirements of the scientific outlook on development are transformed into a strong will to promote scientific development, a correct idea for planning scientific development, a practical ability to lead scientific development, policies and measures to promote scientific development, and conscious actions to enhance party spirit and improve ideological awareness, and strive to promote good and rapid economic and social development.
3. Main principles to be grasped in carrying out learning and practice activities
In order to ensure the healthy development of learning and practice activities, based on the experience accumulated in the pilot work, the following main principles should be focused on during the activities:
(1) Persist in emancipating the mind.With emancipation of the mind as the guide and reform and innovation as the driving force, we will further improve our understanding, further update development concepts, change development ideas, solve development problems, and improve systems and mechanisms, so that our thoughts and actions are more in line with the ideological line of seeking truth from facts, more in line with the laws of economic and social development, in line with the laws of nature, and in line with the Party's governing laws, so that the Party's work and Party building are more in line with the requirements of the Scientific Outlook on Development.
(2) Highlight practical characteristics.Closely focus on the theme of scientific development and closely combine with the actual situation of the region, department and unit to determine the practical carrier of the activities. Combine the study and practice activities with the implementation of a series of major deployments of the 17th National Congress of the Communist Party of China, with the summary of typical experiences in the scientific development of the region, department and unit, with the promotion of reform, development and stability, and with the promotion of socialist economic construction, political construction, cultural construction, and social construction. Promote practice through learning and deepen learning while promoting practice.
(3) Implement the mass line.Fully promote democracy, involve the masses in the whole process, listen carefully to the opinions and suggestions of the masses, learn from the masses with an open mind, sincerely accept the supervision of the masses, strive to solve outstanding issues that affect and restrict scientific development and outstanding issues that the masses have strongly reflected on the party spirit, party style and party discipline of party members and cadres, and use the satisfaction of the masses as an important basis for evaluating the effectiveness of activities.
(4) Focus on positive education.Adhere to high standards and strict requirements, organize the majority of party members and cadres to deeply study and practice the Scientific Outlook on Development, seek truth from facts, find existing problems, deeply analyze the causes of problems, comprehensively summarize experience and lessons, seriously carry out criticism and self-criticism, and further clarify the direction of efforts. When searching for and analyzing problems, we must have strict requirements without making everyone pass the test, and we must pay attention to protecting the development enthusiasm of party members and cadres.
4. Key issues to be solved in carrying out learning and practice activities
The key to carrying out learning and practice activities is to achieve practical results. It is necessary to comprehensively grasp the scientific connotation, spiritual essence and fundamental requirements of the Scientific Outlook on Development, closely connect with the actual conditions of the region, department and unit, insist on learning and reforming at the same time, and strive to identify and solve outstanding problems that affect and restrict scientific development as well as outstanding problems that the masses reflect strongly on in terms of party members and cadres, party spirit, party style and party discipline.
In accordance with the requirement that the first priority is development, efforts should be made to solve problems such as unclear development ideas, insufficient development confidence, backward development methods, low development quality, and insufficient development potential.
In accordance with the requirement that the core is people-oriented, efforts should be made to solve problems such as a weak awareness of governing for the people, an inability to deeply understand the wishes of the people and comply with their demands, insufficient attention to people's livelihood issues, especially the suffering of people in need, insufficient protection of the legitimate rights and interests of the masses, and insufficient attention to social harmony and stability.
In accordance with the basic requirements of comprehensive, coordinated and sustainable development, efforts should be made to solve problems such as one-sided development, blind development, and immediate development. In particular, we must solve the problems of purely pursuing speed, not paying attention to adjusting the economic structure, not paying attention to quality and efficiency, not paying attention to energy conservation and emission reduction, even sacrificing the environment and destroying resources in exchange for temporary economic growth, and not paying attention to the coordinated development of economy, politics, culture, and society.
In accordance with the requirement of overall planning and consideration, efforts should be made to solve the problem of weak overall awareness, lack of strategic thinking, and inability to properly handle the central and local interests, local interests and overall interests, personal interests and collective interests, current interests and long-term interests. The relationship between interests, problems such as the inability to correctly understand and properly handle the relationship between urban and rural development, regional development, economic and social development, and the harmonious development of man and nature, and the inability to correctly coordinate the domestic and international overall situations must be solved.
In accordance with the requirements for the implementation of the Scientific Outlook on Development, we must strengthen and improve party building, and strive to solve the problems of weak party spirit, incorrect party style, lax enforcement of party discipline, and problems in the world outlook, outlook on life, values, power, status, and interests. In particular, party members have weak awareness, shaken ideals and beliefs, weak awareness of purpose, incorrect performance views of party members and leading cadres, floating styles, and serious formalism and bureaucracy.
To find and solve outstanding problems, we must insist on proceeding from reality and clarify which problems are ready and can be solved during learning and practice activities; which problems are more difficult and require a longer time to solve. To solve problems, we must focus on key points, insist on solving whatever problems are prominent, and do more practical things that are visible and tangible for the people and promote scientific development.
5. Batch arrangements and steps for carrying out learning and practice activities
The learning and practical activities are carried out in three batches from top to bottom, each batch lasting about half a year.

Including: central and state agencies, provincial (autonomous regions, municipalities) party and government agencies; national and provincial (autonomous regions, municipalities) people's congresses, CPPCC agencies, people's courts, people's procuratorates and people's organization agencies; Xinjiang Production and Construction Corps agencies; centrally managed financial institutions and their branches; institutions directly under the Party Central Committee and the State Council, institutions directly under the central government, institutions managed by various departments of central state agencies, and institutions directly under the provinces (autonomous regions, municipalities).
The second batch:2009Year3Start of month,2009Year8Month is basically completed. Including: city (prefecture, state, league), county (city, district, banner) party and government agencies; city (prefecture, state, league), county (city, district, banner) people's congress, CPPCC organs, people's courts, people's procuratorates and people's organization organs; Xinjiang Production and Construction Corps division and regiment agencies; central enterprises; provinces (autonomous regions, municipalities directly under the Central Government) directly affiliated enterprises, cities (prefectures, states, leagues) directly affiliated enterprises and institutions; colleges and universities, secondary vocational schools.
The third batch:2009Year9Start of month,2010Year2Month is basically completed. Including: townships (towns), streets; villages, communities; grassroots units of the Xinjiang Production and Construction Corps; primary and secondary schools; enterprises, social groups, and social intermediary organizations that did not participate in the second batch of activities.
When the first batch of learning and practice activities is launched, each province (autonomous region, municipality directly under the Central Government) will select several cities, counties, state-owned enterprises, and colleges and universities to conduct pilot projects. When the second batch of learning and practice activities begins, each city and county will select several townships (towns), streets, villages, and communities to conduct pilot projects.
To carry out learning and practice activities, we must first make sufficient preparations. It is necessary to conscientiously study and implement the relevant spirit of the Central Committee, carry out extensive publicity and ideological mobilization, and improve the enthusiasm and initiative of the majority of party members and cadres to participate in learning and practical activities; it is necessary to conduct in-depth investigations and studies, listen to opinions and suggestions, and combine the actual conditions of the region, department, and unit to clarify the practical carrier of the activities and formulate practical implementation plans.
Learning and practical activities are carried out in three stages:
The first stage: learning and research.The central government held a special seminar for major leading cadres at the provincial and ministerial levels to study and practice the Scientific Outlook on Development. All regions, departments and units conduct centralized study and training for party members and leading cadres at all levels and organize all party members to participate in the study. Seriously study the report of the 17th National Congress of the Communist Party of China, conscientiously study "Mao Zedong, Deng Xiaoping and Jiang Zemin on Scientific Development" and "Excerpts of Important Essays on the Scientific Outlook on Development". Party members and leading cadres at or above the county level must also conscientiously study "Selected Study Documents for Leading Cadres in In-depth Study and Practice of the Scientific Outlook on Development". The main leading cadres of party members should take the lead in making study reports. Leading teams and party members and leading cadres at all levels must go deep into the grassroots and the masses to conduct investigations and research, carry out actual case analysis; organize all party members to emancipate their minds to discuss scientific development, strive to change concepts, raise awareness, and form consensus on major issues related to the overall scientific development of the region, department, and unit. The focus of this stage is to seize the three links of learning and training, in-depth research, and emancipating the mind around scientific development.
The second stage: analysis and inspection.Leading groups at all levels should extensively solicit opinions from all sides, identify outstanding issues that affect and restrict the scientific development of their regions, departments, and units, outstanding issues that affect social harmony and stability, and outstanding issues that have strong public reactions in terms of party spirit, party style, and party discipline; conduct in-depth analysis of the subjective and objective causes of problems, especially subjective causes, clarify scientific development ideas, form an analysis and inspection report on the implementation of the Scientific Outlook on Development by the leadership group, and publish it within a certain range, and organize party members and the public to comment. The leadership team should hold special democratic life meetings to review the implementation of the Scientific Outlook on Development. Members of the leadership team should check their own shortcomings in accordance with the requirements of the Scientific Outlook on Development and write speech materials for participating in the special democratic life meetings. All party members must participate in organizational life meetings with the theme of learning and practicing the Scientific Outlook on Development. At this stage, we must seize the three links of holding a special democratic life meeting of the leadership team, forming an analysis and inspection report of the leadership team, and organizing public review.
The third stage: implementation of rectification.The leadership teams of all regions, departments and units must formulate rectification and implementation plans. The rectification and implementation plan must clearly define responsibilities, measures, and time limits. It is necessary to effectively solve the outstanding problems that have been identified and can be solved through hard work. Leading agencies must pay attention to the work of innovating systems and mechanisms from the beginning of the activity. Based on unified understanding, in-depth research, analysis and inspection, timely formulate and improve policies to promote scientific development, and regard the establishment and improvement of systems and mechanisms to protect and promote scientific development as an important part of rectification and implementation. The majority of party members should actively make suggestions and put forward reasonable suggestions. At this stage, we must seize the three links of formulating rectification and implementation plans, focusing on solving outstanding problems, and improving systems and mechanisms.
When the study and practice activities are basically completed, a summary of the activities must be done and appropriate methods must be used to inform party members and the masses. Conduct satisfaction assessment on learning and practical activities, and the assessment results will be published within a certain range. Implementing the requirements of the central government's deployment, solving outstanding problems, and whether the masses are satisfied should be important elements in evaluating the effectiveness of learning and practice activities. Based on the evaluation results, rectification measures will be further improved to ensure that outstanding issues that have not yet been resolved in learning and practice activities will continue to be effectively resolved.
6. Leadership and guidance of learning and practical activities
Carrying out study and practice activities is a major event in the political life of the whole party. Party organizations at all levels must put study and practice activities on their important agenda, attach great importance to them, organize them carefully, and make in-depth study and awareness-raising throughout, emancipate the mind and reform and innovate, solve problems and improve systems and mechanisms, rely on the people and promote democracy, adhere to progress and follow quality, and ensure that activities achieve practical results.
(1) Fulfill leadership responsibilities.The leadership relationship of learning and practical activities is determined in principle according to the affiliation of the party organization. Leadership relationships in learning and practical activities in state-owned enterprises and institutions of higher learning are determined based on cadre management authority. Party relationships at local levels are assisted by local party committees. The party committee (party group) must be fully responsible for the study and practice activities of the region, department, and unit, and the main responsible comrades must conscientiously perform the duties of the first responsible person. Party members and leading cadres must give full play to their leading role and establish contact points based on their respective divisions of labor. The central government established a leading group for in-depth study and practice of the Scientific Outlook on Development to carry out work under the leadership of the Party Central Committee. There are offices under the leadership group. All regions, departments and units must also establish corresponding leadership agencies and working agencies to implement leadership and guidance responsibilities. The central government and the leading groups for learning and practice activities at all levels have dispatched several guidance and inspection teams to guide, supervise and inspect the learning and practice activities of relevant units to prevent the activities from going through the motions and going awry.
(2) Strengthen classification guidance.While adhering to the overall requirements for learning and practicing activities, specific requirements for learning and practicing activities have been proposed for different regions such as the east, middle and west, different industries such as government agencies, schools, enterprises and institutions, rural areas, streets and communities, and different levels of party members, leading cadres, and ordinary party members. Guidance is provided in layers and categories to enhance the pertinence and effectiveness of the activities. It is necessary to proceed from reality and organize party members among retired cadres (employees) to participate in learning and practical activities. For party members and mobile party members in new economic and social organizations, activities can be organized and carried out in a flexible and diverse manner while adhering to basic requirements. The study and practice activities of mobile party members shall be the responsibility of the party organization in the place of inflow and assisted by the party organization in the place of departure.
(3) Encourage exploration and innovation.On the premise of adhering to the basic requirements of learning and practicing activities, respect the initiative spirit of the grassroots, and encourage local governments, departments and grassroots units to explore and innovate according to their actual situations and local conditions. It is necessary to pay attention to costs and practical results, avoid copywriting, and put an end to formalism.
(4) Guide public opinion well.Vigorously publicize the scientific connotation, spiritual essence and fundamental requirements of the Scientific Outlook on Development, publicize the significance of carrying out learning and practice activities, publicize advanced models of learning and practicing the Scientific Outlook on Development, publicize the deployment, requirements, practices, experience and results of learning and practice activities, and strive to create a good atmosphere for carrying out learning and practice activities.
(5) Adhere to overall planning and consideration.Coordinate and arrange the work of each batch, stage and link of learning and practice activities to achieve organic connection and echo. Coordinate the activities of various relevant localities, industries, departments, enterprises and units, strengthen upper-lower interaction and left-right linkage, and promote the solution of outstanding problems that affect and restrict scientific development. It is necessary to enhance the sense of responsibility for maintaining sound and rapid economic and social development, combine the study and practice activities with the work in all aspects, and achieve both attention, accuracy and promotion.
To carry out learning and practice activities, we must give full play to the role of party branches, actively explore effective forms and carriers, and ensure that all party members participate in the entire process.
After the study and practice activities are completed, the party committees of all provinces (autonomous regions and municipalities directly under the Central Government), the party committees (party groups) of various departments of the central and state agencies, the party committees of centrally managed financial institutions, the party committees (party groups) of key state-owned enterprises and the party committees of colleges and universities with the central management principals must submit summary reports to the central government.
Party committees (party groups) of all regions, departments and units must formulate specific implementation plans based on these opinions. The learning and practical activities of the People's Liberation Army and the Armed Police Force are arranged by the General Political Department of the People's Liberation Army.
