Lecture 6 of the "UIBE New Thought Lecture Hall" course "Introduction to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era": Basic issues of national budget and the practical system of improving my country's modern budget system

This lecture was delivered by Professor Li Ming, dean of the w88 casino of Government, Huiyuan Distinguished Professor and doctoral supervisor. Based on the design theme of "Comprehensive Deepening of Reform" in the course "Introduction to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era", he gave a wonderful lecture to teachers and students with the title of "Basic Issues of National Budget and the Practical System of my country's Sound Modern Budget System". The lecture was hosted by Xu Kaifeng, associate professor of the w88 casino of Marxism.

At the beginning of the lecture, Professor Li Ming emphasized that the budget is not only a plan for national fiscal revenue and expenditure, but also an important means of resource allocation, macro-control, and supervision of government behavior. Through budget, the state can effectively plan and manage public resources to ensure the smooth implementation of various policies. It is also an effective supervision and restriction of government behavior. Establishing and improving a modern budget system is of great significance to improving the efficiency of national governance and achieving long-term stability in the country.

Professor Li Ming further explained that the national budget not only reflects the distribution and checks and balances of national power, but is also an important part of the modernization of the national governance system and governance capabilities. It requires decision makers to have a high sense of responsibility and mission to ensure that the formulation and execution of budgets can truly serve the public interest and promote social equity and justice. At the same time, the formulation of the national budget must also fully consider the actual situation of economic and social development to ensure the rational allocation and effective use of resources to achieve the sustainable development of the country. In addition, the preparation and execution of the national budget must go through strict legal procedures to ensure its legitimacy and authority.

In order to give students a deeper understanding, Professor Li Ming shared the case of the first budget of New China. This budget laid a solid foundation for subsequent economic development and social construction, and also provided strong financial support for the new regime to stabilize the economy, resume production, and protect people's livelihood. It not only reflects the initial appearance of New China's economy, but also demonstrates the country's preliminary exploration of financial management. It also marks the Chinese government's gradual establishment and improvement of the fiscal system, laying a solid foundation for subsequent economic construction and social development.

Professor Li Ming pointed out that budget studies the allocation of scarce resources by analogy with basic issues in economics and political science, and its basic issue is the allocation of scarce budget resources. Marginal analysis, progressive budget theory, etc. all revolve around this core. In our country's budget management, data such as the number of applications, budgets, adjustments, executions, and final accounts reflect the allocation of budget resources at different stages. Through the analysis of these data, we can gain insights into the country's strategic deployment and policy orientation in budget resource allocation from multiple dimensions such as function, economic structure, space, hierarchy and group structure.

At the end of the lecture, Professor Li Ming elaborated on the practical system of my country's budget management system reform. From the "comprehensive standards, openness and transparency" of the Third Plenary Session of the 18th CPC Central Committee, to the "standards, science, norms, transparency, restraint, and forcefulness, and comprehensive implementation of performance management" of the 19th CPC National Congress, to the "comprehensive coordination, norms, transparency, restraint, strength, emphasis on performance, and continuous safety" proposed by the 20th National Congress of the Communist Party of China, the reform goals have continued to evolve. Focusing on these goals, our country has taken many measures in terms of comprehensive coordination, transparent regulations, scientific standards, strong constraints, and emphasis on performance, aiming to improve the efficiency of fund allocation and use and implement national strategies and policy deployments.

Professor Li Ming’s lectures were rich in content and detailed cases. They not only had in-depth reflections on history, but also closely combined with today’s reality, analyzing the history and current situation of my country’s budget management system reform in a simple and easy-to-understand manner. After the lecture, the students present expressed that they had benefited a lot. They not only gained a more comprehensive and in-depth understanding of the national budget, but also provided a unique perspective to observe the national development context from a fiscal perspective.
