The regional course was established in accordance with United Nations General Assembly Resolution 2099 (XX) in 1965 and United Nations General Assembly Resolution 74/185 in 2019, with the purpose of strengthening the global dissemination of international law and improving the ability of developing countries and least developed countries to apply international law. Regional courses are held occasionally in Asia (Bangkok), Africa (Addis Ababa) and Latin America and the Caribbean (Santiago) and are implemented by the United Nations Department of Legal Affairs.

Since its establishment, the United Nations has held a total of 35 regional courses in the above three regions, inviting more than 100 well-known experts from various countries and regions around the world to teach, mainly including judges of the International Court of Justice or other international tribunals, members of the United Nations International Law Commission, legal officials of major international organizations, and international law professors with international influence. Regional courses usually last four weeks, and teaching experts provide neutral and authoritative lectures and organize discussions on cutting-edge and major issues in various fields of international law. Professor Chi Manjiao is teaching in Latin America and the Caribbean (Santiago). The course focuses on core issues of international w88 law and international investment law.
