1. Work and historic changes in the past five years

The five years since the 18th National Congress have been extraordinary five years in the development process of the party and the country. More than 60 million poor people have been steadily lifted out of poverty, and the poverty incidence rate has dropped from 10.2% to less than 4%. The main ones are: some outstanding problems of unbalanced and inadequate development have not yet been resolved, the quality and efficiency of development are not high enough, the innovation ability is not strong enough, the level of the real economy needs to be improved, and the ecological environment protection has a long way to go; there are still many shortcomings in the field of people's livelihood, the task of poverty alleviation is arduous, the gap between urban and rural regional development and income distribution is still large, and the people's problems in employment, education, medical care, housing, elderly care, etc. We are facing many difficulties; the level of social civilization still needs to be improved; social contradictions and problems are intertwined and overlapping, the task of comprehensively governing the country according to law is still arduous, and the national governance system and governance capabilities need to be strengthened; the struggle in the ideological field is still complex, and national security is facing new situations; some reform arrangements and major policy measures need to be further implemented; there are still many weak links in party building. These problems must be addressed.

The achievements in the past five years are the result of the strong leadership of the Party Central Committee and the joint efforts of the entire Party and people of all ethnic groups.
