The representative team consists of An Qing (undergraduate student in the class of 2022), Li Jiaqi (undergraduate student in the class of 2022), Fu Zhifei (undergraduate student in the class of 2022, "Double Bachelor's Degree Program in Law - Data Science and Big Data Technology"), and Ning Jie (undergraduate student in the class of 2023). Competition Introduction
The "Zhongwen Cup" National College Student Administrative Law Moot Court Competition is the first large-scale national administrative law moot court competition and has great influence across the country. The competition focuses on administrative litigation. It hopes to create a nationwide administrative law moot court competition at a time when civil and commercial and criminal moot court competitions are becoming saturated, provide legal students with opportunities to practice administrative law theory, and reserve administrative law talents for promoting comprehensive rule of law and building a law-based government. This competition brought together teams from 24 universities across the country, including Peking University, Renmin University of China, China University of Political Science and Law, Wuhan University, and Nankai University, and set up preliminary rounds, semi-finals, third-place matches, and championship rounds. It took four months from the release of the preliminary test questions to the finals, and there were 32 competitions in total. It restored the real administrative litigation process and court trial environment to the greatest extent, and the competition questions were all adapted from real cases.

The No. 1 question (preliminary question) of this competition is "Zhongxing Special Carbon Materials Co., Ltd. v. Xinglong County Natural Resources Bureau Administrative Punishment Case." The defendant, Xinglong County Natural Resources Bureau, based on the "Land Management Law of the People's Republic of China" on the grounds that the plaintiff "illegally occupied land to build a factory building," ordered the plaintiff to return the illegally occupied land, confiscate the buildings on the ground, restore the land to its original condition, and impose a fine of 6,932 yuan. The plaintiff Zhongxing Special Carbon Materials Co., Ltd. was dissatisfied with the administrative penalty decision and filed an administrative lawsuit with the People's Court.
The No. 2 question of this competition (the semi-final and final questions) is "Wang Mingquan v. Tianshan City Maitian District Tobacco Monopoly Bureau Administrative License Cancellation Dispute Case". In 2013, the plaintiff Wang Mingquan was approved by the defendant Tobacco Monopoly Bureau to issue a "Tobacco Monopoly Retail License". Since 2014, he has been selling cigarettes legally at the "Jieting Wholesale Department" in Ganlin Town. After transferring the store in 2019, he no longer operated tobacco retail business, but he did not take the initiative to declare and go through the closure procedures. The two sides had a heated debate on the authenticity of the evidence during the evidence and cross-examination session. The collegial panel asked the defenders of both parties one after another about the facts and legal issues of the case, and went straight to the key points of the case. Court defenders Li Jiaqi and An Qing responded calmly and logically to the plaintiff's claims and the collegial panel's questions in a comprehensive and in-depth manner. In the second round of the semi-finals, the w88 law team met the plaintiff side and the China University of Political Science and Law team. After receiving the opponent's petition, all members of the team quickly devoted themselves to research and preparation. After the trial, the defense counsels Ning Jie and Fu Zhifei made full use of the materials from the preliminary research and launched multiple rounds of confrontations with their opponents, expressing the plaintiff's claims in depth step by step. The defendant's team from China University of Political Science and Law also performed well. In the end, the w88 law team unfortunately lost the championship and runner-up competition by a narrow margin and entered the third place.
In the finals, the w88 law team held the plaintiff’s side and met the Zhongnan University of Economics and Law team.
