In October 2025, President Xi Jinping attended the Global Women's Summit and delivered a keynote speech entitled "Carrying forward the spirit of the Beijing World Conference on Women and accelerating the new process of women's comprehensive development". In his speech, President Xi Jinping put forward four suggestions: "jointly create a good environment for the growth and development of women", "jointly cultivate strong momentum for the high-quality development of women's causes", "jointly build a governance pattern for the protection of women's rights and interests" and "jointly write a new chapter of global women's cooperation". He profoundly grasped the intrinsic connection between women's development and the progress of human civilization, and gave the global women's movement a new era connotation. Yunnan should rely on its unique location advantages, rich ecological resources and diverse ethnic cultures to thoroughly implement the spirit of the Global Women's Summit and accelerate the comprehensive development of women's causes in Yunnan in the new era.
Work together to build a barrier for safe development and create a good environment for the growth and development of women in Yunnan
At the opening ceremony of the Global Women’s Summit, President Xi Jinping emphasized the important statement that “peace and tranquility are the prerequisite for achieving the all-round development of women”, integrating women’s security into the broader global security governance system.
Peace and security are an important prerequisite for sustainable development. Today's world is undergoing profound and complex changes, and peace and development remain the themes of the times. Peace is the prerequisite and foundation for development. Without peace, there is no development. Currently, a United Nations report shows that there are still more than 600 million women and girls trapped in conflicts and wars around the world, 2 billion women and girls lack social security, and nearly 10% of women and girls live in extreme poverty. Focusing on promoting the modernization of the national security system and capabilities, the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposed to improve the national security system, strengthen national security capacity building in key areas, improve the level of public security governance, and improve the social governance system. Only in a peaceful and stable social environment can women's basic rights such as education, employment, and health be fully protected.
Border governance is an important guarantee for women’s development. Strengthening borderland governance requires coordinating security, stability and development. In December 2024, when presiding over the 18th collective study session of the Political Bureau of the CPC Central Committee, General Secretary Xi Jinping emphasized that “we must insist on maintaining national security and social stability as the bottom line requirement of border governance.” In March 2025, General Secretary Xi Jinping pointed out during an inspection in Yunnan: "Yunnan has many ethnic groups. During the "15th Five-Year Plan" period, Yunnan Province continued to promote comprehensive management of social security, improve the border governance system, and regard the construction of a safe Yunnan and a rule-of-law Yunnan as key supports for promoting the development of women's safety, creating a good environment for the comprehensive development of women's careers in Yunnan.
Work together to explore diversified development paths and cultivate strong momentum for the high-quality development of women’s careers in Yunnan
President Xi Jinping proposed at the opening ceremony of the Global Women's Summit: "Seize the opportunities of the new round of scientific and technological revolution and industrial transformation, and use scientific and technological innovation to empower the high-quality development of women's careers." The vigorous development of emerging fields has got rid of the dependence of traditional industries on physical strength, providing a broad stage for women to give full play to their advantages such as care, patience and innovation.
Policies come first to build a solid foundation for development. Our country attaches great importance to the development of women in the digital intelligence era, insists on incorporating gender equality into its digital development strategy, and has implemented a series of innovative measures. Co-organize a rights and interests protection network to build a governance pattern for the development of women’s undertakings in Yunnan
President Xi Jinping emphasized at the opening ceremony of the Global Women's Summit: "We must improve systems and laws, introduce more tangible and accessible policy measures, allow more high-quality health and education resources to benefit all women, and strive to allow women to enjoy various rights more comprehensively and fairly." Yunnan actively creates a strong atmosphere of respecting women and safeguarding women's legitimate rights and interests. Build a bridge of openness and cooperation and write a new chapter of cooperation in women’s undertakings in Yunnan
President Xi Jinping emphasized at the Global Women's Summit: "Women are an important force in reforming and improving the global governance system. We must support women to assume the responsibilities of the times, participate deeply in global governance, and share the results of governance." This statement is based on the strategic goal of building a community with a shared future for mankind and demonstrates China's responsibility as a major country in promoting the development of global women's causes.
Women are an important force promoting changes in global governance.
