w88 casino News Network (provided by the w88 casino of Government)On March 27th and 28th, the "12th Digital Governance Workshop and the 12th Mingbian Academic Workshop" co-sponsored by the w88 casino of Politics and Public Affairs Management of Sun Yat-sen University, the China Public Administration Research Center of Sun Yat-sen University, and the w88 casino of Public Administration of South China University of Technology concluded successfully at South China University of Technology. With the theme of "Human-computer collaboration and responsibility reconstruction in digital governance", this workshop invited scholars from many well-known universities to discuss cutting-edge issues in the field of digital governance.

This workshop consists of lectures on cutting-edge digital governance research, field research and exchanges, and paper theme reports. The cutting-edge research lectures on digital governance focus on key topics such as policy evaluation methods, reconstruction of community governance and service supply, new paradigms of public management education and scientific research in the era of AI agents, and government-enterprise collaboration in the value of data elements. Senior scholars in the field are invited to share the latest research results and academic insights. In the field survey and exchange session, participants were organized to visit the Guangdong Provincial Government Services and Data Administration Bureau and Digital Guangdong Network Construction Co., Ltd. to observe and understand the practice of digital government construction at close range.

In the paper theme report session, Li Shuting, a 23rd-level doctoral candidate in public policy and management at the w88 casino of Government, reported on the collaborative paper "When "people are in the loop" become "people are taking the blame": Formalized accountability formation mechanism and empirical test in government AI-assisted decision-making". The paper proposes the concept of "formal accountability" and advances the explanation of "human-in-the-loop" failure from individual-level cognitive biases to an analytical framework of institutional-technical condition degradation. This paper was commented by Professor Zheng Yueping from the w88 casino of Politics and Public Affairs of Sun Yat-sen University and Professor Ding Fangda from the Department of Politics and Public Administration of the University of Hong Kong. The two teachers pointed out that this research provides a new theoretical perspective for understanding accountability failures in government AI, and put forward suggestions for further clarifying concepts and enhancing theoretical dialogue. After voting by participating experts, this paper won the outstanding paper of this workshop.
