The "Spatial Collaborative Plan for the Modern Capital Metropolitan Area (2023-2035)" (hereinafter referred to as the "Plan") was recently released, indicating that the coordinated development of Beijing, Tianjin and Hebei has entered a new stage of system integration and collaborative upgrading. At present, China is accelerating the formation of an opening-up pattern of "linkage between land and sea and at home and abroad, and mutual assistance from the east to the west". Relying on its geographical advantages, the southeastern coast has become a highland for foreign w88 and foreign investment; the western region focuses on opening up along the border and actively integrates into the "Belt and Road" construction to achieve open development. On the one hand, the wider opening up of Beijing, Tianjin and Hebei is conducive to optimizing the coordinated regional development pattern. Based on the country's overall opening-up strategy, Beijing-Tianjin-Hebei's creation of a new highland for opening up to the outside world has far-reaching strategic significance and is conducive to balancing the development between China's northern and southern regions. Geographically, the Beijing-Tianjin-Hebei region is located in the core area of the Bohai Rim, radiating to the north the old industrial base of Northeast China, connecting the central and western regions to the west, and facing Northeast Asia to the east. It is a key strategic fulcrum for China Unicom's domestic and international dual circulation. The construction of a modern capital metropolitan area will effectively promote the quality and efficiency of economic development in North China and even the Northeast and Northwest regions, forming an open city cluster in the north that echoes and coordinates with the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the city clusters in the middle reaches of the Yangtze River. This will significantly optimize the overall spatial layout of China's opening to the outside world, enhance the depth of the national strategy, cultivate new economic growth points, and better smooth the domestic cycle and the domestic and international dual cycles.
On the other hand, the wider opening up of Beijing, Tianjin and Hebei is conducive to activating the endogenous power of development. From the perspective of the region's own development, the series of opening-up measures proposed in the "Plan" will effectively promote the coordinated development of Beijing, Tianjin and Hebei. For example, by "continuously optimizing the functional layout of various international exchanges", it will guide international high-end elements to achieve more efficient allocation in the capital metropolitan area; "expanding high-level opening up to the outside world and promoting the interconnection of the Beijing-Tianjin-Hebei scientific and technological achievements transfer and transformation service system" will promote the deep integration of innovation chain, industrial chain and capital chain, and accelerate the formation of an innovation highland based on the region and facing the world. At the same time, deployments such as “accelerating the construction of the Beijing Daxing International Airport Airport Economic Zone” and “ensuring the stability and smoothness of the Beijing-Tianjin international logistics supply chain” will help integrate seaport, dry port, and airport resources to build a world-class airport cluster and a green port cluster. These measures will effectively break down internal barriers, promote the free flow of technology, capital, talent and other factors, significantly improve the efficiency of regional resource allocation and international service levels, and truly build the capital metropolitan area into an important growth pole of the Chinese economy.
It can be said that building a modern capital metropolitan area and improving the level of open development in the Beijing-Tianjin-Hebei region have identified the focus of efforts and have far-reaching positive significance. In the practice of promoting Beijing, Tianjin and Hebei to create a new highland for opening up, all parties still need to focus on key links and make precise efforts. In terms of transportation, port collection and distribution and air-rail combined transport should be used as breakthroughs to make up for the shortcomings of key nodes in sea-rail combined transport and air-land combined transport, deepen cross-provincial and city port coordination and customs clearance integration, and improve the timeliness and resilience of the supply chain. In terms of industry, efforts should be made to avoid homogeneous investment promotion and low-level duplication of construction, deepen division of labor and collaboration around key industrial chain groups in the Beijing-Tianjin-Hebei region such as new energy vehicles, biomedicine, and integrated circuits, and cultivate industrial organizational capabilities for the global market.
