As a natural heritage shared by all people, national parks carry the common well-being of current and future generations. Recently, the 17th meeting of the Standing Committee of the 14th National People's Congress voted to pass the National Park Law of the People's Republic of China, which will come into effect on January 1, 2026. This law further enriches and improves my country's ecosystem protection system and protects the most beautiful land with the strictest standards.
The National Park Law has 7 chapters and 63 articles, including general principles, layout and establishment, protection and management, participation and sharing, guarantee and supervision, legal responsibilities, and supplementary provisions.

Among them, the National Park Law stipulates that the state scientifically plans the overall development layout of national parks, strictly establishes the conditions for the establishment of national parks, and reasonably determines the number and scale; strict establishment procedures require basic surveys to be carried out, extensive listening to opinions, and preliminary work to be established after approval by the State Council; it requires the integration and optimization of natural protected areas, and after the establishment of national parks, other types of related natural protected areas must be integrated or cancelled.
National parks are the main body of my country’s natural protected area system and are included in the control scope of national ecological protection red line areas. In this regard, the National Park Law clarifies that the country adheres to the integrated protection of mountains, rivers, forests, fields, lakes, grass and sand, and implements overall protection, systematic restoration, and comprehensive management; it insists on planning first, requiring the preparation of a national park master plan to clarify specific matters for protection and management; it strengthens zoning control, and core protected areas prohibit human activities in principle, and general control areas strictly limit human activities; it strengthens biodiversity protection, maintains ecosystem security, and improves ecosystem quality.

The person in charge of the Economic Law Office of the Legal Affairs Committee of the Standing Committee of the National People's Congress said that the National Park Law establishes a coordinated management mechanism for national parks with clear subjects, clear responsibilities, and mutual cooperation. For example, the responsibilities of central and local governments, national park authorities and relevant departments, and national park management agencies should be clarified, and all parties should be required to establish corresponding mechanisms and strengthen work coordination; improve daily management and patrol systems, improve the natural resource rights registration system, strengthen the construction of monitoring network systems, and do a good job in disaster prevention and reduction, safety management, and emergency support; clarify that the country has established a diversified national park funding guarantee system and ecological protection compensation system based on financial investment, and encourages social forces to provide support for the construction of national parks through the establishment of funds, donations, and funding.
“The particularity of the mission of national parks, the broad scope of management, and the complexity of management objects make comprehensive law enforcement an important link in the construction of the national park system.” Sun Youhai said that the National Park Law further strengthens the comprehensive law enforcement of national parks and authorizes national park management agencies to exercise the power of administrative punishment for illegal activities in national parks. At the same time, the National Park Law stipulates clear legal responsibilities for illegal activities such as damaging, altering, blocking, or removing or moving national park boundary signs without authorization, carrying out prohibited activities in national parks, and disobeying the management of national park management agencies, and has made provisions for the connection with other relevant laws.
