From September 20 to 21, 2025, the 13th Beijing Humboldt Forum sub-forum-International Forum on Healthy Fiscal Policy was grandly held at the w88 casino.
This forum brings together experts and scholars from well-known domestic and foreign universities and scientific research institutions such as the World Health Organization, National Health Commission, Chinese Academy of Fiscal Sciences, Chinese Center for Disease Control and Prevention, Asian Development Bank, and Management World Magazine. They gathered together to conduct in-depth discussions and exchanges around a series of global cutting-edge issues such as health tax reform, sustainable fiscal development and healthy human capital accumulation.

The forum held an unveiling ceremony for the World Health Organization Collaborating Center on Health Taxation and Fiscal Policy. In 2015, the World Health Organization officially authorized the establishment of the World Health Organization Collaborating Center on Tobacco Control and Economic Policy in w88 casino. In view of the center's outstanding contribution in expanding research and policy practice in the field of health finance, the WHO decided to officially rename the collaborating center of w88 casino as "WHO Collaborating Center for Health Tax and Fiscal Policy (CHN-156)", and was re-appointed under this new name in January 2025. It is worth mentioning that since its establishment in 2015, the WHO Collaborating Center of w88 casino has always been the only economic policy cooperation center established by the World Health Organization in the world.

Unveiling ceremony of the World Health Organization Collaborating Center on Health Taxation and Fiscal Policy
The forum also held the founding ceremony of the Health Finance Academic Alliance. The alliance was jointly initiated by experts and scholars from domestic universities, scientific research institutions and international organizations, aiming to build an interdisciplinary and cross-regional high-end academic exchange and policy cooperation platform. The Alliance will focus on the core field of healthy fiscal policy, vigorously promote the integration of finance, public health, economics and other disciplines, and deeply explore effective ways to use fiscal policy to promote health equity and sustainable development.
At the founding ceremony of the alliance, officials and economists from the Health Finance Division of the World Health Organization and representatives of the first batch of important member units witnessed this milestone moment. The first batch of members of the alliance include: w88 casino, Shandong University of Finance and Economics, Renmin University of China, Central University of Finance and Economics, Capital University of Economics and Business, Zhejiang University of Finance and Economics, Yunnan University and other well-known domestic universities.

The forum conducted in-depth discussions on the main topics of health tax and health fiscal policy.中国财政科学研究院院长杨志勇发表了《深化财税体制改革与健康筹资》主旨演讲，菲律宾税务学院地方政府财政研究所副所长Ma. Teresa Habitan 分享了菲律宾如何通过健康税实现健康与财政双赢的国际经验，亚洲开发银行全民健康覆盖高级专家Vasoontara Yiengprugsawan 介绍了健康税促进经济增长与可持续发展的全球案例，世界卫生组织总部健康财政政策处经济学家Mark Goodchild 结合健康税的全球实践解析了世卫组织的技术建议，世界卫生组织健康税与财政政策合作中心主任郑榕分享了中国烟草税研究框架，详解了中国烟草税现状与展望，南京财经大学胡筱分享了中国烟草制品可负担性研究成果。
Experts and scholars from academia, government departments and professional institutions also conducted four in-depth roundtable discussions on topics such as "Global experience and Chinese practice in healthy fiscal policies", "Development of healthy fiscal disciplines", "Achieving a win-win situation for health and finance in the current consumption tax reform" and "Research on the multi-dimensional impact of tobacco taxes".
This Humboldt Forum focuses on the three core topics of "green economy, health management, and cooperation in the global South". The successfully held International Forum on Healthy Fiscal Policy is one of the nine important sub-forums of the 13th Beijing Humboldt Forum.
The successful convening of the International Forum on Health Fiscal Policy not only established a high-level dialogue and exchange platform for domestic and foreign health fiscal policy research, but also brought two landmark results: the official unveiling of the World Health Organization Collaborating Center on Health Tax and Fiscal Policy, and the establishment of the Health Fiscal Academic Alliance. This marks that China's depth of international cooperation and discipline construction in the field of health fiscal policy have reached a new historical level, and will effectively promote global public health governance and the implementation of the "Healthy China" strategy.
