On September 24, 2025, at the United Nations Climate Change Summit held at the United Nations Headquarters in New York, China announced its future-oriented nationally determined contribution goals: by 2035, China will achieve the goal of reducing net greenhouse gas emissions by 7% to 10% economy-wide compared with peak levels, and is committed to achieving better results. In addition, the proportion of non-fossil energy in total energy consumption will increase to more than 30%; the total installed capacity of wind power and solar power will increase at least six times compared with 2020, and strive to reach 3.6 billion kilowatts; the forest stock volume target is set to more than 24 billion cubic meters; new energy vehicles will become the mainstream of new car sales; the national carbon emissions trading market will cover major high-emission industries; at the same time, a basic framework for a climate-adaptive society will be built.

1. China’s new round of climate commitments is of great significance

At the critical juncture of the 10th anniversary of the signing of the Paris Agreement and the fifth anniversary of China's announcement of its "double carbon" goal, China's new climate commitments have dual core values: externally, it injects much-needed strong impetus into the current global climate governance process and demonstrates the responsibility of a major country; internally, it clearly clarifies the direction and path for China to comprehensively promote green transformation in the next ten years and consolidate development responsibilities. Its significance and impact are far-reaching and significant.


 

Specifically, it has the following meaning:

1. Maintain multilateral mechanisms and demonstrate the responsibility of a major country

In the context of the rise of global unilateralism and its impact on the Paris Agreement, China, as an important and influential country, has taken concrete actions by announcing its new nationally determined contribution plan. On the one hand, it firmly safeguards the authoritative position of the United Nations in global climate governance. On the other hand, it also clearly demonstrates its key role as a responsible major country and injects stability into the multilateral climate cooperation mechanism.

2. Lead global actions and build a solid foundation for the conference

Facing the current situation where countries are generally lagging behind in submitting their nationally determined contributions, China took the initiative to break the deadlock, took the lead in taking practical actions, provided an action model for global climate governance with its own positive measures, and effectively led the global climate action process. At the same time, this series of actions has also built consensus and created favorable conditions for the upcoming 30th United Nations Climate Change Conference (COP30) in advance, and has effectively laid a solid foundation for the advancement of the conference.

3. Contribute China’s solutions and stabilize global confidence

Global climate governance has entered a critical stage. China has proposed a plan to "gradually reduce dependence on fossil fuels", providing key confidence support and practical direction for the global response to climate change. As the main source of greenhouse gas emissions, the energy sector is also a core link in green and low-carbon transformation. Its importance has reached broad consensus at the 29th United Nations Climate Change Conference (COP29). The relevant measures launched by China in this context not only respond to the core needs of global climate governance, but also effectively inject new vitality and hope into this process.

2. China will lead the trend in addressing global climate change in the future

China's development of renewable energy and new energy vehicles, and its provision of green products and low-carbon technologies to the world, is of great significance to the global energy transition. It has especially provided strong support for developing countries to cope with financial and technological challenges, and has continued to lead the trend of addressing global climate change.

 

1. Promote the global energy transformation process

China's renewable energy installed capacity is huge, and new renewable energy power generation will account for 60% of the world's total increase in 2024, providing a strong impetus for the transformation of the global energy structure into a green and low-carbon one. At the same time, China has cooperated with more than 100 countries and regions on green energy projects, such as the Karot Hydropower Station in Pakistan and the Adama Wind Power Project in Ethiopia, to support the global energy transformation.

2. Reduce the cost of global green transformation

China has relied on technological innovation to promote the continuous progress of wind power, photovoltaic and other technologies. The photoelectric conversion efficiency of mass-produced photovoltaic cells has been continuously improved, and the technology of megawatt-level wind power machines has matured. The International Renewable Energy Agency report pointed out that in the past 10 years, the average LCOE of global wind power and photovoltaic power generation projects has dropped by more than 60% and 80% respectively, which is largely attributed to Chinese innovation, Chinese manufacturing, and Chinese engineering.

3. Optimize the global green industrial chain supply chain

Chinese new energy companies have achieved localized development by establishing production bases overseas. For example, lithium battery company CATL has built a battery factory in Hungary, and photovoltaic companies such as Longi Green Energy have configured production bases in Southeast Asia, forming overseas integrated production capacity and a complete supply chain system, promoting the coordinated development of the global green industry.

4. Help developing countries achieve energy independence

China’s wind power and photovoltaic products have been exported to more than 200 countries and regions around the world, helping developing countries obtain clean, reliable and affordable energy. Chinese companies have also completed a large number of power projects in countries participating in the Belt and Road Initiative, filling key infrastructure gaps in developing economies, alleviating the problem of insufficient financial assistance and slow progress, and helping developing countries achieve energy independence.
