Cui Fan:Our export control law states that the purpose of our overseas control is to safeguard China's security and interests, and at the same time, it also means fulfilling international obligations such as non-proliferation.Since we implemented export control measures for medium and heavy rare earths on April 4, we have done a lot of work in combating smuggling and managing end-use users. However, at the same time, we have still seen a lot of behavior that circumvents our controls. For example, using China's restricted technology, producing such products overseas and then exporting them, and using these controlled items exported by China to reprocess them overseas, and then export them to third places. , then these behaviors are actually behaviors that circumvent our control, so the Ministry of Commerce is based on Article 49 of the Dual-use Items Export Control Regulations, which authorizes the Ministry of Commerce to take some measures to manage some overseas transactions with reference to some of our export control rules.
