The "Work Plan on the Promotion of Investigation and Research in the Whole Party" clearly requires that "we must persist in seeking truth from facts, adhere to the principle of party spirit, proceed from reality in everything, integrate theory with practice, listen to the truth, observe the actual situation, adhere to the truth and correct mistakes." To rectify formalism, we must make good use of the magic weapon of investigation and research to accurately identify the actual situation and find the crux. In practice, wherever investigation and research are solid, we can often find out the actual situation at the grassroots level, find practical measures, and make policies more grounded; wherever investigation and research are superficial, it often leads to decision-making that is divorced from reality, and even makes the grassroots passive. The major policies and strategic deployments of the Party Central Committee are inseparable from the effective implementation of party organizations and party members and cadres at all levels.
